National Target Program 1719: Changing the face of poor district Tu Mo Rong

Prioritize infrastructure investment

Tu Mo Rong is a 30a district, with over 95% of the population being ethnic minorities. The district has a large and fragmented area, and although the economic and social infrastructure has been invested in, it has not yet met the development requirements. Some particularly disadvantaged villages and hamlets have not yet invested in hardening their roads; some suspension bridges have been degraded but have not been invested in upgrading or repairing. 

Therefore, the district determined that investment resources from the National Target Program 1719 will contribute to completing infrastructure in villages and hamlets, promoting local socio-economic development.

Implementing Sub-project 1, Project 4, under the National Target Program 1719, from 2022 to present, with a capital of more than 129 billion VND, Tu Mo Rong district has invested in the construction and renovation of 28 rural traffic works serving production, business and people's lives; 6 small irrigation works; 11 power supply works; 1 market project; maintaining 82 works in 11 communes; building 11 accommodation works for semi-boarding and boarding students...

Walking on the newly completed and put into use concrete road of more than 500m long, Mr. A Hong, Village Chief of Kon Hia 2 Village, Dak Ro Ong Commune, Tu Mo Rong District, excitedly said: This road leads to the main production area of ​​the villagers in the village. Previously, the slope was high, the dirt road was impassable when it rained, and agricultural products could not be transported. When hearing that the commune invested in building a concrete road, the villagers were very excited, the State budget was 1,2 billion, the whole village also contributed extra working days to work with the State to build this road.

The invested works put into use have brought practical benefits to the people of ethnic minority areas. Specifically: The lighting system has provided rural lighting for about 7.065 households in 11 communes; the construction of roads to production areas and the solidification of canals serving irrigation and transportation of agricultural products for about more than 600 hectares of production land, with about more than 1.000 households participating in production on the production land; traffic works serving the travel of people in the communes; the market construction is expected to be arranged for about more than 300 business and trading households.

Mr. Duong Dang Khoa, Chairman of Dak Ha Commune People's Committee, Tu Mo Rong District, said: The 1719 National Target Program has helped the commune have resources to invest in infrastructure, such as the lighting system. Now the main roads of 9/9 village all have electricity, the people are very excited; the roads within the village, the roads to the production area are also invested in construction and the old roads are repaired. Thereby, creating favorable conditions for people in their daily life and production, the appearance of the villages is improving day by day.

The implementation of Sub-project 1, Project 4, under the National Target Program 1719 has had positive impacts on the development of ethnic minority and mountainous areas in Tu Mo Rong district. Initially, it has strengthened essential infrastructure serving production and people's lives in extremely disadvantaged communes and extremely disadvantaged villages, creating favorable conditions for ethnic minorities to develop socio-economy and improve their quality of life.

Changing the face of ethnic minority areas

Along with infrastructure investment, Tu Mo Rong district has promptly implemented projects under the National Target Program 1719. From 2022 to present, the district has supported residential land for 10 households, housing for 38 households, and distributed domestic water for 1.198 households; supported job conversion for 1 household; arranged and stabilized residents for 65 households; planted more than 635 hectares of forest with the participation of 655 households; approved 11 projects to support production development according to the value chain and 8 projects to support production development and diversify community livelihoods...

Mr. A H'Bau, Mang Lo village, Dak Ro Ong commune, Tu Mo Rong district shared: Previously, my family was a poor household so we did not have the conditions to build a solid house. In 2023, the commune supported 44 million VND, the family borrowed an additional 50 million VND to build a house of more than 50 square meters. With such attention from the Party and the State, my family realized that we must work hard and produce to stabilize our lives, and in 2, my family registered to escape poverty.

The timely implementation of the National Target Program 1719 and ethnic policies in recent times has clearly changed the lives of ethnic minorities in Tu Mo Rong district. The average income per capita and people's lives have gradually improved. The poverty rate in ethnic minority areas has decreased from 10,7-11,05%/year, exceeding the planned target (6-8%/year).

Mr. A Minh, Head of Mo Pa village, Dak Ha commune, Tu Mo Rong district shared: In recent years, the National Target Program 1719 has supported people a lot, such as: Support for forest planting, plant varieties, livestock. Traffic roads are concreted to the production area. 

Along with that, the government regularly propagates and mobilizes, so people's production has changed, people know how to apply science and technology to production to increase productivity. With that comprehensive attention, people's lives have changed, poverty is gradually fading away.

Mr. Vuong Van Muoi, Standing Vice Chairman of Tu Mo Rong District People's Committee said: After 3 years of implementing the National Target Program 1719, it has contributed to promoting local socio-economic development, ensuring social security policies, sustainable poverty reduction, and increasing income for ethnic minorities. Maintaining political security, social order and safety, strengthening the great solidarity of ethnic groups in the district. At the same time, initially changing the awareness of ethnic minorities in taking advantage of support policies to develop the economy of households and the community where they live. 

In order to achieve the results in implementing the National Target Program 1719 in the past time, in addition to the attention, investment and support of the Central Government, the leadership and direction of Party committees and authorities at all levels, an extremely important factor is that the ethnic minority community of Tu Mo Rong district always promotes the tradition of solidarity and mutual assistance in production and life. 

That also affirms that the ethnic minority community in Tu Mo Rong district always trusts the leadership of the Party, State, Party committees and local authorities and actively responds and participates with the authorities to effectively implement the National Target Program 1719 and ethnic policies.
