According to Nguyen Ngoc Tuan, Chairman of the Hanoi People's Council, in recent years the entire city has focused on strengthening administrative reform, reorganizing the organizational structure, promoting decentralization and delegation of authority, improving the investment environment; and raising the awareness and responsibility of cadres, Party members, civil servants, and workers.

"In some places, there have been instances of avoiding and shirking work, a lack of responsibility, and a mentality of backtracking, fear of making mistakes, and fear of taking responsibility," Mr. Tuan said.

According to him, this is what causes many tasks directed by the city to be behind schedule and with substandard quality. Some officials, civil servants, and employees still violate regulations and do not seriously comply with discipline, rules, regulations, and assigned tasks of their agencies and units.

"This is an important and urgent issue that the Standing Committee and the Executive Committee of the City Party Committee are focusing on leading and directing, and it needs to be questioned by the City People's Council to review and properly assess the strengths, weaknesses, and limitations, clearly identify the causes, responsibilities, and roadmap and solutions to promptly rectify and overcome them," Mr. Tuan emphasized.

Vocational training and social security.

Regarding vocational training and job creation, the Chairman of the Hanoi People's Council stated that this is a very important issue in the development of Hanoi - a city with a large area, a large population, a high rate of urbanization, and currently undergoing development.
