Seventy years after the glorious Dien Bien Phu victory that shook the world, Dien Bien province is developing rapidly. Infrastructure is being built step by step, becoming more modern and well-equipped, and the lives of the people have improved significantly both materially and spiritually. However, Dien Bien remains one of the poor provinces, facing many difficulties due to its low starting point and distance from the country's economic centers. Dien Bien possesses many potentials and advantages for socio-economic development, such as: the Dien Bien Phu Battlefield, a special national historical site; diverse ethnic cultural identities; the largest Muong Thanh plain in the Northwest; and national borders with Laos and China.
To unleash that potential, in addition to its internal strengths, Dien Bien needs continued sharing and support in terms of resources and experience, as well as cooperation to develop more strongly. This includes focusing on completing a comprehensive and modern urban and socio-economic infrastructure; building new rural areas; developing a civilized and modern culture, education , and healthcare system; and improving the lives of its people.
The National Tourism Year - Dien Bien 2024, commemorating the 70th anniversary of the Dien Bien Phu Victory, is an opportunity for Dien Bien to promote its image, potential, and local advantages, and to attract and promote investment with the expectation of comprehensive innovation and breakthroughs in socio-economic development. On this occasion, the Prime Minister has called on ministries, agencies, local governments, associations, businesses, investors, and people nationwide to continue to work together to show concern, support, and assistance through practical actions towards the heroic Dien Bien.
The government has issued a decision to provide funding to the province to implement the Project commemorating the 70th anniversary of the Dien Bien Phu Victory (over 312.6 billion VND) to carry out celebratory activities and to build and renovate several projects. A series of projects were announced by the government for investment before the 70th anniversary of the Dien Bien Phu Victory. Notable examples include the project to preserve and restore the Dien Bien Phu fortified complex combined with the renovation of the green spaces at historical sites, with a total (expected) investment of 252 billion VND, including: Restoring and reconstructing the De Castries bunker and military medical tent area; the French artillery defense area; and the Muong Thanh airport logistics area. Another project is the rural electrification project under the "Brightening Dien Bien Phu" program, providing electricity to 4,748 households in 103 villages and hamlets across 8 out of 10 districts, towns, and cities.
In addition, many urban infrastructure, transportation, urban beautification, and historical site renovation projects, funded through social mobilization and public investment, have been invested in or are being prepared for investment. To date, dozens of key projects are being urgently completed, and urban beautification activities are proceeding very quickly, such as: the project to build the Ho Chi Minh Memorial House and invest in additional facilities at the E2 Hill historical site (funded through social mobilization); the artistic lighting system for the A1 and D1 Hill historical sites; the project to preserve and restore the Him Lam Resistance Center historical site; the Provincial Guest House project, etc.
Over the past year, Dien Bien province has undergone significant changes. Many investment projects have been completed and put into use, creating new impetus for development, such as: the May 7th Road project – the most beautiful and modern road in Dien Bien; the Thanh Binh Bridge project – meeting the requirements for development and synchronization of transportation infrastructure, while also serving as a scenic highlight of the city. In particular, the Dien Bien Airport construction project has been completed and put back into operation, opening up great opportunities in attracting investment, tourism, and expanding linkages with major economic regions nationwide...
The goal of Dien Bien province by 2030 is to become a moderately developed province in the northern midland and mountainous region, and a sub-regional economic, political, cultural, and tourism center. 2024 is also a breakthrough year in achieving the goals of the 5-year Socio-Economic Development Plan for the period 2021-2025. Dien Bien province strives for an economic growth rate of over 10.5%; state budget revenue exceeding 1,900 billion VND; and a reduction in the poverty rate to 22%. In particular, the province aims to welcome over 1.3 million tourists and generate over 2,200 billion VND in tourism revenue. The National Tourism Year - Dien Bien 2024 is not only an opportunity for the province to develop tourism into a key economic sector, but also to create momentum for attracting and promoting investment with the expectation of comprehensive innovation, creating breakthroughs in socio-economic development, and improving the material and spiritual lives of the people.
