Voters in Khanh Hoa province have requested that the government implement policies to stabilize prices or adjust wage policies to be equivalent to market prices, because "the current wage level is insufficient to cover living expenses."

The Ministry of Finance has just issued a document responding to the delegation of National Assembly representatives from Khanh Hoa province regarding voters' recommendations on salary increases and price stabilization.

Voters have requested that the government implement policies to stabilize market prices or adjust wage policies to be in line with market prices. The reason is that current wages, especially pensions, are insufficient to cover daily living expenses.

In response to this issue, the Ministry of Finance stated that on November 10, 2025, the Government issued Decree 293/2025/ND-CP regulating the adjustment of the minimum wage for employees working under labor contracts from January 1, 2026.

In accordance with the functions and tasks assigned by the Government, the Ministry of Interior is the state management agency for salaries. The Ministry of Interior is currently leading the development of a salary and allowance scheme for officials, civil servants, public employees, and members of the armed forces following the reorganization of the organizational structure and the two-tiered local government system, to be submitted to the competent authority for consideration and decision.

Increase inspections and prevent unreasonable price increases.

Regarding price stabilization policies, according to the Ministry of Finance, organizations and individuals producing and trading goods and services have the right to set prices independently based on objective market signals and the laws of supply and demand, and are responsible for the results of their production and business activities.

By 2025, inflation is estimated to be controlled below 4%, ensuring the set target is met.

The State respects the right of organizations and individuals engaged in production and business to determine their own prices and compete on price in accordance with the law. The State only indirectly influences the formation and movement of prices through macroeconomic measures and uses price stabilization measures when the prices of goods and services on the price stabilization list experience unusual fluctuations or when price fluctuations affect socio-economic stability.

By 2025, core inflation is estimated to be below 4%, ensuring the inflation control target set by the National Assembly and the Government is met.

For essential goods and services, the Prime Minister and the Prime Minister's Steering Committee for Price Management always pay close attention and regularly direct and require ministries, sectors, and localities to closely monitor market price developments, organize the monitoring of the implementation by businesses and individuals to take appropriate measures to manage and stabilize prices; strengthen inspection and control of compliance with price laws, price declaration and listing measures, and strictly handle cases of exploiting the situation to unreasonably increase prices.

In addition, the Ministry of Finance has studied and submitted to competent authorities appropriate support solutions regarding taxes, fees, charges, and land rent, such as: reducing value-added tax by 2% in 2025 and 2026, combined with expanding the scope of beneficiaries; extending the deadline for paying value-added tax, corporate income tax, personal income tax, and land rent in 2025...

In the coming period, the Ministry of Finance affirms its commitment to continue adjusting the prices of public services according to market principles and other goods managed by the State, proactively preparing pricing plans to promptly adjust prices within its authority or reporting to competent authorities to decide on the appropriate level and timing of adjustments in line with market developments and inflation control targets.

In addition, it is necessary to strengthen the organization of inspections on compliance with price laws, strictly handle violations of price laws to ensure objectivity and transparency, and detect and prevent unreasonable price increases, contributing to controlling inflation and stabilizing the macroeconomy...
