Talking to the press, Mr. Luong Duyen Thong, Head of Vehicles and Drivers Management Department (Vietnam Road Administration), said that many people have not been able to update their driving license to their VNeID account due to incompatibility. old ID card number and new CCCD number.
“According to statistics, in June, there were more than 6 million driving licenses that have not been authenticated with national data on population because there is data on using 3-digit ID card, not syncing current 9-digit CCCD data on VNeID system. However, after reviewing and synchronizing, this number is now about more than 12 million unverified driving licenses, "said Thong.
A representative of the Vietnam Road Administration also said that it is coordinating with C06 to continue reviewing and synchronizing this remaining license number data to upload to the VNeID system.
In addition, more than 20 million paper-based driving licenses were issued between 1995 and July 7.2013. Most of these are motorbike licenses that have not been able to integrate VNeID, because these licenses only display people's names and years of birth, no date and month of birth, so national resident data is not synchronized.
The Vietnam Road Administration encourages people to change their driving license from paperboard to PET material; then the new license will be updated according to the 12-digit CCCD, consistent with the data of the residential system. According to the new regulations, people do not need to have a medical certificate or old license file to change their driving license.
With a driver's license, according to Mr. Thong, people only change to PET when it expires or has a need. “Vietnam Road Administration is not required to convert to PET to integrate data into VNeID. We are coordinating with the police to review, unify and synchronize data for the people," said Thong.
According to Colonel Vu Van Tan, Deputy Director of C06, in order to successfully integrate a driving license on VNeID, citizens must have full information stored on the driving license system managed by the Vietnam Road Administration.
Therefore, changing the driving license to PET card is unnecessary and wastes social resources. Instead, the Vietnam Road Administration needs to soon supplement and clean the data of the driving license for early integration.
According to the report of the Government's Project 06 Implementation Working Group, by the end of June, the Ministry of Public Security coordinated with the Ministry of Transport and the Vietnam Road Administration to authenticate and clean 6 million data on driving license information on a total of 31,8 million PET licenses.
The remaining number of mismatched license plate information was manually matched by C06 and returned true and false information so that the Vietnam Road Administration could have a basis to clean the data.
Regarding citizen data, the Chairman of Yen Bai Provincial People's Committee has just signed and promulgated Decision No. 590/QD-UBND on promulgating the provisional set of criteria on implementation of digital citizenship in Yen Bai province in the period 2023-2025.
The set of criteria includes 03 groups of criteria with 11 specific criteria as follows:
Criteria on devices and digital platforms (6 criteria): (1) Having a smartphone, a genuine SIM phone and ensuring an internet connection (3G, 4G, Wifi...); (2) Having an electronic identification account (setting VNeID level 2); (3) Having an online public service account; (4) Having a digital payment account (digital banking, e-wallet or Mobile Money); (5) Install and use Yen Bai digital citizen application (YenBai-S); (6) Particularly for citizens who are party members: use the platform "Electronic Party Member Handbook of Yen Bai Province".
Criteria group of awareness and digital skills (2 criteria): (1) Having universal access to knowledge, skills, information and using software and digital platforms on the Internet; (2) To propagate, disseminate and access the Code of Conduct on social networks.
Criteria on digital habits (3 criteria): (1) Self-implementation of online public services on the National Public Service Portal, Yen Bai Provincial Public Service Portal; (2) Performing non-cash payment transactions through methods such as credit card payment, money transfer via bank account, e-wallet, mobile money account, especially in pay for electricity, water, school fees, fees, charges, online shopping...; (3) Comply with the provisions of the Code of Conduct on social networks when participating in online social networks (Zalo, Facebook, Youtube...).
