Innovating and improving the quality of Party cell activities is a regular task, of decisive significance in improving the leadership capacity, fighting strength of Party organizations and the quality of Party members, meeting the requirements of tasks in the new situation. In recent times, this work has been seriously implemented by Party cells in Quang Ninh , aiming to continuously improve the effectiveness of Party building and rectification work.
Replicating effective practices
The Lac Thanh area Party cell (Yen Thanh ward, Uong Bi city) has 52 party members. In recent times, the selection of correct and relevant issues of interest to party members and the masses to include in the party cell meetings has been one of the contents that the party cell has done well, contributing to arousing the party members' awareness in participating in speaking, creating an exciting, enthusiastic, united and highly unanimous atmosphere.
Party Cell Secretary, Head of Lac Thanh Ward Vu Ngoc Voc said: Before each Party Cell meeting, the comrades in the Party Cell meet to agree on the content to be discussed and agreed. Along with that, the content of the thematic activities is closely followed by the Party Cell's instructions from the higher Party Committee, and at the same time, additional thematic contents are developed, suitable to the actual situation, such as coordinating with the city's professional agencies to implement land acquisition and clearance work for investment projects in the area; on civility in organizing weddings and funerals; building cultural residential areas; environmental sanitation; the topic "Pride and responsibility when the Yen Tu Monuments and Landscape Complex becomes a World Heritage Site"... Not only focusing on the content of the activities, the time of the Party Cell's activities is also adjusted appropriately, in accordance with regulations, to create a feeling of comfort for Party members, because most of the Party members participating in the Party Cell are retired or elderly. Thanks to that, the number of Party members attending the monthly Party Cell activities reaches over 90%.
At the Na Ech village Party Cell (Huc Dong commune, Binh Lieu district), most party members work in forestry, regularly go to the forest, take care of and harvest forest products. To maintain full meetings, the Party Cell flexibly organizes meetings in the evening or on holidays according to the prescribed time, creating favorable conditions for party members to participate and contribute constructive ideas. To improve the quality of Party Cell activities, the application of information technology is also actively deployed. Before each meeting, every month the Party Cell Committee builds detailed meeting content, prepares documents on the computer and sends them via zalo group for party members in the Party Cell to refer to and contribute ideas.
At the meeting, the contents were conducted quite smoothly. The Party cell secretary thoroughly grasped the current information in the country and in the locality in the past time; deployed documents from superiors on the implementation of the inspection and supervision process of Party discipline enforcement of the Party cell... The spirit of democracy and openness of Party members was promoted, the issues of the village, area, and people's lives were thoroughly discussed and discussed.
According to the Party Cell Secretary and Head of Na Ech La A Nong Village, implementing propaganda and bringing resolutions and documents of the Party and State into life is not easy, especially in rural areas. If done mechanically, it is easy to be superficial, empty, and the documents are far from reality. Even if propaganda and mobilization are carried out to each household, it will not be very effective. Therefore, every time new policies and guidelines are received, party members in the Party Cell thoroughly disseminate them to households and families. With this way of doing things, party members in the Party Cell play an important role as a "bridge" for propaganda, spending a lot of time going to each household in the village to propagate and grasp the aspirations of the people.
The innovation in Party cell activities has aroused the sense of responsibility and exemplary behavior of Party members in the village and the solidarity, unity and unanimity of ethnic minority people. Thereby, creating closeness and encouraging people to actively participate in the development tasks of the village and commune. Specifically, in recent times, focusing on supporting people to replant forest areas that were broken by storm No. 3; propagating people to boldly participate in applying new production models; raising awareness and preventing fraudulent tricks on social networks...
Identifying the Party cell as the political factor leading the implementation of the Party's guidelines, policies, and the State's laws; effectively leading the implementation of the work tasks of agencies and units, improving the fighting capacity of Party members and the masses, many Party cells in the province have focused on improving the quality of activities. The content of the activities is innovative, lively, practical, close to the reality of the locality and unit, selecting key tasks to focus on directing and organizing implementation. Party cells conduct thematic activities once a quarter on studying and following Ho Chi Minh's ideology, morality, and style, and on key tasks. Party cell meetings take place democratically and openly, promoting the sense of responsibility of Party members to contribute ideas to build the Party cell.
The improvement in the quality of Party cell activities has also created a clear change in the operational efficiency of Party cells, Party committees and Party members, especially contributing to preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. Many Party cells have maintained and promoted the role of political core at the grassroots level, leading Party members and people to effectively implement the Party's guidelines and policies, the State's policies and laws; promoted democracy at the grassroots level; maintained political security and social order and safety.
Increase "resistance" for the Party cell
To meet the requirements and tasks of Party building in the current period, innovation and improvement of the quality of Party cell activities have become an urgent requirement to contribute to building a strong grassroots Party organization, improving the quality of Party members and strengthening the protection of the Party's ideological foundation, fighting against and refuting wrong and hostile views in the new situation. In order to promote political and ideological activities, in 2024, Quang Ninh will pilot thematic activities to protect the Party's ideological foundation, fight against and refute bad and toxic information, wrong and hostile views (referred to as thematic activities of Party cell 35) in Party cells. In August 2024, the Provincial Party Committee's Propaganda Department issued Instruction No. 101-HD/BTGTU on piloting thematic activities of "Party cell 35".
In this instruction, the Provincial Party Committee's Propaganda Department requires the Party Committees and Steering Committees 35 of the provincial Party Committees selected for the pilot implementation to take the results of the "Party Cell 35" thematic activities as an important criterion to evaluate and classify the quality of Party organizations and Party members annually, in conjunction with the model of "Good Party Cell 4", "Good Grassroots Party Committee 4". The Standing Committee of the superior Party Committee is responsible for directly attending, or assigning Party Committee members to attend and monitor the "Party Cell 35" thematic activities at the Party Committees. The Propaganda Department and the Propaganda Department of the provincial Party Committees shall strengthen propaganda work, manage cadres and Party members participating in the Internet and social networks; seriously participate in the "Party Cell 35" thematic activities and regularly advise the Party Committees to direct the implementation of good political and ideological activities.
The content of the thematic meeting "Party cell 35" closely follows the requirements of the thematic meeting steps according to Instruction No. 12-HD/BTCTW (dated July 6, 2018) of the Central Organizing Committee on a number of issues on improving the quality of Party cell meetings, focusing on two groups of content: protecting the Party's ideological foundation and fighting and refuting bad, toxic information, wrong and hostile viewpoints, in which special attention is paid to combining "building and fighting", taking "building" as the main thing and "fighting" as important and urgent.
To concretize the contents of the "Party Cell 35" thematic activities, after each thematic activity, the Party Cell edits and builds 1-3 products in the following forms: Digital presentations, articles, posts on social networks, digital short films (video clips or animated videos), digital audio-visual files (podcasts), photo series with captions... to post and share on mass media, social networks, propaganda publications, or submit articles to participate in the annual Political Contest to protect the Party's ideological foundation...
Accordingly, in the past time, the piloting of the "Party Cell 35" thematic activity has been implemented in a number of specialized agencies advising and assisting the Provincial Party Committee; grassroots party cells, party cells directly under grassroots party committees, party cells directly under party committees of district-level party committees and party committees directly under the province. Recently, the Party Committee of the Ha Long City Party Committee organized the "Party Cell 35" thematic activity with the content "Identifying and responding promptly and effectively to non-traditional security challenges".
The thematic session focused on discussing the importance and urgency of identifying and responding promptly and effectively to non-traditional security challenges. In addition, delegates proposed many solutions to proactively and flexibly respond effectively to non-traditional security challenges. Through the thematic session "Party Cell 35", it has helped cadres and party members in the entire Party Committee of Ha Long City Party Committee identify and propose flexible and effective solutions to respond to this challenge, contributing to enhancing proactiveness and effectiveness in responding to ensure human security and national security; maintaining political security stability, social order and safety, striving to make Ha Long a smart city by 2040, developing sustainably, adapting to climate change, in line with the green growth requirements of the province...
