Strengthening the Party's power from the grassroots level.

Innovating and improving the quality of Party branch activities is a regular task of decisive importance in enhancing the leadership capacity and fighting strength of Party organizations and the quality of Party members, meeting the requirements of the tasks in the new situation. In recent times, this work has been seriously implemented by Party branches in Quang Ninh , aiming to continuously improve the effectiveness of Party building and rectification work.

Replicate effective practices.

The Lac Thanh Party cell (Yen Thanh ward, Uong Bi city) has 52 party members. Recently, selecting the right issues of concern to party members and the public for inclusion in party cell meetings has been a key focus of the cell's effective implementation. This has helped to encourage party members to participate actively, creating a vibrant, enthusiastic, united, and highly consensual atmosphere.

According to Vu Ngoc Voc, Secretary of the Party Branch and Head of Lac Thanh residential area: Before each Party branch meeting, the members of the Party branch committee meet to agree on the content to be discussed. In addition, the Party branch closely follows the guidance of the higher-level Party committee on the content of the thematic meetings, while also developing additional thematic topics suitable to the actual situation, such as coordinating with specialized agencies of the city to implement land clearance for investment projects in the area; civilized practices in wedding and funeral ceremonies; building a cultural residential area; environmental sanitation; and the theme "Pride and Responsibility when the Yen Tu Complex of Historical Sites and Scenic Spots becomes a World Heritage Site"... Not only is attention paid to the content of the meetings, but the time of the Party branch meetings is also adjusted appropriately and in accordance with regulations, aiming to create a comfortable feeling for Party members, as most of the Party members in the branch are retired or elderly. Thanks to this, the number of Party members attending monthly Party branch meetings reaches over 90%.

In the Na Ech village Party branch (Huc Dong commune, Binh Lieu district), most Party members work in forestry, regularly going to the forest to care for and harvest forest products. To maintain full attendance at meetings, the Party branch flexibly organizes meetings in the evenings or on weekends according to the regulations, making it convenient for Party members to participate and contribute ideas. To improve the quality of Party branch meetings, the application of information technology is also actively implemented. Before each monthly meeting, the Party committee prepares detailed meeting content, prepares documents on computers, and sends them via Zalo group for Party members to review and contribute ideas.

During the meeting, the proceedings went smoothly. The Party branch secretary briefed the members on current national and local events; and disseminated documents from higher levels regarding the implementation of the Party branch's disciplinary inspection and supervision procedures. The democratic and open spirit of the Party members was fostered, and issues concerning the village, neighborhood, and people's lives were thoroughly discussed and debated.

According to the Party Branch Secretary and Head of Na Ech village, La A Nong, disseminating and implementing resolutions and documents of the Party and State is not easy, especially in rural areas. If done mechanically, it can easily become superficial and empty, with documents detached from reality, and even with door-to-door outreach, the results will not be very effective. Therefore, whenever new policies and guidelines are received, Party members in the branch disseminate them to households and families. With this approach, Party members in the branch play a crucial role as a "bridge" for dissemination, dedicating significant time to visiting each household in the village to spread the message and understand the aspirations of the people.

The innovations in Party branch activities have fostered a sense of responsibility and exemplary conduct among Party members in the village, as well as solidarity and cooperation among ethnic minority people. This has created a closer relationship and encouraged people to actively participate in the development tasks of the village and commune. Specifically, in recent times, efforts have focused on supporting people in replanting areas of forest damaged by Typhoon No. 3; encouraging people to boldly adopt new production models; and raising awareness to prevent and avoid scams on social media…

Recognizing that Party branches are the leading political factor in implementing the Party's guidelines, policies, and the State's laws; leading the effective implementation of the tasks of agencies and units; and enhancing the fighting capacity of Party members and the masses, many Party branches in the province have focused on improving the quality of their meetings. The content of these meetings has been renewed, becoming more vibrant, practical, and relevant to the local reality and units, selecting key tasks to focus on and organize implementation. Party branches hold thematic meetings once every quarter on studying and following the thoughts, ethics, and style of Ho Chi Minh, and on key tasks. These meetings are conducted democratically and openly, fostering a sense of responsibility among Party members to contribute ideas to the development of the Party branch.

The improved quality of Party branch activities has also brought about significant changes in the effectiveness of Party branches and Party members, especially contributing to preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party. Many Party branches have maintained and promoted their role as the political nucleus at the grassroots level, leading Party members and the people to effectively implement the Party's guidelines and policies, and the State's laws; promoting democracy at the grassroots level; and maintaining political security and social order.

Strengthening the Party branch's "resistance"

To meet the requirements and tasks of Party building in the current period, innovating and improving the quality of Party branch meetings has become an urgent requirement to contribute to building strong grassroots Party organizations, improving the quality of Party members, and strengthening the protection of the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints in the new situation. To promote political and ideological activities, in 2024 Quang Ninh province piloted thematic meetings on protecting the Party's ideological foundation and combating and refuting harmful and toxic information, erroneous and hostile viewpoints (referred to as the "Party branch 35" thematic meeting) in Party branches. In August 2024, the Provincial Party Committee's Propaganda Department issued Guidance No. 101-HD/BTGTU on the pilot program for the "Party branch 35" thematic meeting.

In this guideline, the Provincial Party Committee's Propaganda Department requests that Party committees and the Steering Committee 35 of the Party organizations directly under the province that have been selected for the pilot program use the results of the "Party Branch 35" thematic meetings as an important criterion for evaluating and ranking the quality of Party organizations and Party members annually, in conjunction with the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models. The Standing Committee of the higher-level Party committee is responsible for directly attending, or assigning Party committee members to attend and monitor, the "Party Branch 35" thematic meetings at the Party branches. The Propaganda Departments and Training Departments of the Party organizations directly under the province should strengthen propaganda work and manage cadres and Party members' participation in the Internet and social media; seriously participate in the "Party Branch 35" thematic meetings; and regularly advise the Party committees on directing and improving political and ideological activities.

The content of the thematic meeting "Party Branch 35" closely followed the requirements of the thematic meeting steps according to Guidance No. 12-HD/BTCTW (dated July 6, 2018) of the Central Organization Committee on some issues regarding improving the quality of Party branch meetings, focusing on two groups of content: protecting the ideological foundation of the Party and combating and refuting harmful, toxic information, erroneous and hostile viewpoints, with particular emphasis on combining "construction and combat," with "construction" being the main focus and "combat" being important and urgent.

To concretize the content of the "Party Branch 35" thematic activities, after each thematic activity, the Party Branch compiles and develops 1-3 products in the following forms: digital presentations, articles, social media posts, digital short films (video clips or animated videos), digital audio-visual files (podcasts), photo series with explanations, etc., to be posted and shared on mass media, social networks, propaganda publications, or submitted to the annual Political Commentary Contest on Defending the Party's Ideological Foundation…

Accordingly, the pilot program for thematic activities under the "Party Branch 35" has been implemented in several specialized agencies advising and assisting the Provincial Party Committee; grassroots Party branches, Party branches directly under grassroots Party committees, and Party branches directly under departmental Party committees at the district level and Party committees directly under the province. Recently, the Party Committee of the Ha Long City Party Committee Office organized a thematic activity under the "Party Branch 35" program with the theme "Identifying and responding promptly and effectively to non-traditional security challenges".

The thematic discussion focused on the importance and urgency of identifying and responding promptly and effectively to non-traditional security challenges. In addition, delegates proposed numerous solutions for proactively and effectively responding to these challenges. Through this thematic discussion, the "Party Branch 35" helped cadres and Party members throughout the Ha Long City Party Committee identify and propose flexible and effective solutions to address these challenges, contributing to increased proactiveness and effectiveness in ensuring human and national security; maintaining political stability and social order; and striving to make Ha Long a smart, sustainably developed city by 2040, adapting to climate change and aligning with the province's green growth requirements.
