Nurturing "red seeds" from the grassroots level.

Through volunteer movements and social welfare activities, many Youth Union members and young people are trained and mature, becoming a source for developing Party members at the grassroots level.

Orphaned at a young age, and with her mother working far away and then remarrying, Le Nguyen Anh Ngoc, residing in Tan Hiep commune, relies on the kindness of her aunt and uncle near her home. Understanding her difficult circumstances, Ms. Huynh Kim Ngan, Secretary of the Tan Hiep Commune Youth Union, regularly shows concern and promptly mobilizes resources to support the construction of a charitable house with 60 million VND, helping Ngoc and her siblings have a stable place to live and focus on their studies. “Having a new house makes me very happy and grateful to the aunts, uncles, and older siblings who have cared for and helped me. I will try my best to study hard and improve my life,” Anh Ngoc shared.

Not only does she stand alongside those in difficult circumstances, but in grassroots movements, Ms. Huynh Kim Ngan also clearly demonstrates the role of a dynamic and responsible Youth Union official. Notably, she established a team of young volunteers to support the operation of the two-tiered local government model, guiding 357 citizens in using online public services. Simultaneously, she intensified mobile outreach, distributing 500 leaflets and 100 graphic informational materials, contributing to raising community awareness in digital transformation.

In addition, Ms. Ngan is dedicated to organizing and implementing community volunteer activities and social welfare work. In 2025, she directed the organization of the "Mid-Autumn Festival for Children" program with many traditional games with prizes, cultural performances, and the donation of over 310 gifts to children from poor and near-poor households in the area, with a total cost of over 63 million VND. The Tan Hiep Commune Youth Union launched a "Green Sunday" campaign, planting 250 flowering trees and implementing a 300-meter-long "Flower Road" project; they also launched the "Community Market Reducing Plastic Bags" model, donating 500 cloth bags to people shopping instead of plastic bags. Ms. Huynh Kim Ngan said: "Organizing these activities well not only aims to create a healthy playground for union members and young people, but more importantly, it serves to cultivate ideals, nurture skills, and discover positive individuals." Thanks to her tireless efforts, Ms. Huynh Kim Ngan was classified as a Party member who excellently fulfilled her duties for two consecutive years, 2024 and 2025.

As the Secretary of the Youth Union branch in Rach Vuoc hamlet, To Chau ward, Pham Quoc Viet is proactive and creative in organizing youth activities and movements. Instead of organizing activities in the traditional way, he proactively innovates by integrating the content of the Youth Union branch activities with specific activities in the area. “Each meeting is not only a place to implement resolutions and disseminate the Party and Youth Union's policies, but also linked to practical tasks such as environmental cleanup campaigns, tree planting, visiting families of policy beneficiaries, supporting disadvantaged children, or organizing legal awareness and life skills training right in the residential area,” Viet shared.

Activities have also been diversified and made more flexible according to different themes and times, such as thematic activities related to major holidays, seminars, exchanges of experience in economic development and entrepreneurship, cultural and artistic activities, and group games to create a lively and friendly atmosphere. Bringing activities to "open spaces" such as streets, residential areas, and youth projects has helped members both participate in activities and directly contribute to the community.

According to Mr. Ha Thanh Tan, Secretary of the Youth Union of To Chau Ward, thanks to Mr. Viet's initiative, the quality of the Youth Union's activities has improved significantly. Members no longer attend meetings merely for the sake of appearances, but actively participate, contribute ideas, and demonstrate responsibility towards the local community. Through each activity, members hone their skills, enhance their community awareness, and gradually mature in their understanding and actions. Under Mr. Viet's leadership, the Rach Vuoc Hamlet Youth Union consistently fulfills its assigned tasks and has been recognized as an outstanding unit for many consecutive years.

With their outstanding efforts and contributions to the Youth Union and youth movement, Ms. Huynh Kim Ngan and Mr. Pham Quoc Viet are two of the 47 exemplary young Party members honored by the Provincial Youth Union in 2026. This is not only a well-deserved recognition of their training and dedication, but also clear evidence of the effectiveness of nurturing "red seeds" from practical experience at the grassroots level.
