Spreading the spirit of solidarity
To concretize the spirit of Resolution No. 02-NQ/TU dated July 29, 2025, the City Party Committee assigned 60 communes and wards in the plains to establish sister-commune relationships with 33 communes in mountainous, remote, ethnic minority, border, and island areas.
Based on this general orientation, the sister-ward relationship between An Hai ward and Tra Linh commune is increasingly being concretized through practical activities.
Recently, at the An Hai Festival 2026, the People's Committee of An Hai Ward arranged two booths to display and promote Ngoc Linh ginseng, medicinal herbs, and other characteristic products of Tra Linh to the people and tourists. In particular, the Tra Linh commune art troupe, with 20 artisans, performed gong music, dances, and traditional festivals of the Xo Dang ethnic group, contributing to introducing the beauty of local culture to visitors.
According to Mr. Trinh Minh Hai, Chairman of the People's Committee of Tra Linh commune, after establishing a sister-commune relationship, the ties between the two localities have become increasingly close and effective.
Both An Hai and Tra Linh possess unique advantages in terms of resources and distinctive tourism products. Strengthening linkages in promotion and developing community-based tourism associated with the preservation of cultural identity will open up many new development opportunities for both localities.
According to Hoang Cong Thanh, Chairman of the People's Committee of An Hai Ward, in the coming time, An Hai Ward will study the development of a night street model specializing in displaying, exhibiting, and promoting Ngoc Linh ginseng and ginseng products, targeting tourists and high-quality consumers.
In addition, the two localities will regularly maintain professional exchanges and interactions between agencies, units, and schools. Simultaneously, they will mobilize additional social resources to support mountainous areas, contributing to improving the lives of the people.
In Dong Giang commune, the Party Committee of the Department of Construction and the Party Committee of Dong Giang commune signed a twinning program with many practical contents.
Accordingly, the Department of Construction will support localities in digital transformation; provide professional advice on planning, construction, planning management and construction order; guide the preparation and adjustment of commune plans and plans for residential areas; and provide guidance on the development of technical infrastructure.
At the same time, the unit will support the People's Committee of the commune in proposing essential infrastructure investment projects such as rural transportation, community centers, and public works; provide professional guidance in implementing national target programs and mobilizing resources to carry out programs and projects in the area.
The Department of Construction also sent staff to reinforce support for Dong Giang commune in carrying out its professional duties, and at the same time received commune officials for training and professional development at specialized agencies under the department.

Connecting resources, expanding livelihoods
Over the past period, the sister-ward relationship between Hai Chau ward and Hung Son commune has been concretized through programs supporting economic development and increasing income for the people.
According to Nguyen Van Duy, Chairman of the Hai Chau Ward People's Committee, the program's goal is to support Hung Son's sustainable development, leveraging the advantages of the local business community to create a stable market for local products, enhance management capacity, and improve the livelihoods of the people.
One of the key focuses is developing lemongrass growing areas.
With a natural area of approximately 288 square kilometers, Hung Son has favorable conditions for expanding this crop. However, currently, people mainly sell lemongrass as raw material at a price of about 1,000 VND/kg.
To overcome difficulties in output, Hai Chau has connected with Da Nang Pharmaceutical and Medical Equipment Joint Stock Company to form a stable production and consumption chain.
Furthermore, Hai Chau ward has collaborated with Hung Son commune through many practical activities. In particular, the two localities have developed a plan for training and developing officials using a "hands-on" approach. This method helps Hung Son's officials directly access effective management experiences from Hai Chau, thereby improving their operational capacity and better meeting the development requirements of the new era.
Meanwhile, in Tra Tan commune, which has over 1,500 households, approximately 80% of the population are ethnic minorities, and socio-economic development conditions remain challenging.
The twinning agreement between the Da Nang Project Management Board for Investment and Construction of Transportation and Agricultural Projects also opens up opportunities for this mountainous commune to improve its capacity for state administration and management.
According to Le Minh Chien, Chairman of the People's Committee of Tra Tan commune, the sister unit has accelerated the completion of the Song Truong - Tra Giac road upgrade project, which is part of the Climate Change Adaptation Infrastructure Development Project for Ethnic Minorities.
