To commemorate the 80th anniversary of the August Revolution, National Day on September 2nd, and the 80th anniversary of the Traditional Day of the People's Public Security Force (August 19, 1945 - August 19, 2025), on the morning of August 15th in Hanoi, the National Political Publishing House and the Central Party Committee of the Public Security Ministry jointly organized a ceremony to introduce the book "When the People Need It, When the People Are in Difficulty, the Police Are There".

During his lifetime, President Ho Chi Minh instructed: "The Vietnamese Public Security Force is the People's Public Security Force, originating from the people, relying on the people to work, and fighting for the people." Imbued with Uncle Ho's teachings, and implementing the directive of General Secretary To Lam: "When the people need us, when the people are in difficulty, the Public Security Force is there," every officer and soldier of the People's Public Security Force today always upholds a high sense of responsibility, cultivates political fortitude and moral character, and constantly strives for the peaceful and happy lives of the people.

With nearly 300 pages, the book "When the People Need It, When the People Are in Difficulty, the Police Are There," published by the National Political Publishing House, is a rich collection of authentic and moving stories, documents, and images about the silent but immense contributions of the People's Police force throughout the history of the revolution, especially in peacetime. From police officers in remote areas to soldiers on duty day and night at the front lines in the fight against the Covid-19 pandemic, natural disasters, and floods... all are depicted as vivid images of courage and the spirit of serving the people.

Speaking at the ceremony, Associate Professor Dr. Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House, emphasized that the book is an important learning and research document, effectively serving the Party's guidelines and policies, and the State's laws on the task of protecting national security and ensuring social order and safety. It also serves as a reference handbook for Party committees at all levels within the People's Public Security force. He stressed the need for an electronic version of the book to further disseminate its value and serve a wider readership through the Ministry of Public Security 's and the publishing house's information channels.

Speaking at the launch ceremony, Associate Professor Dr. Tran Quoc To, Member of the Central Committee of the Party and Deputy Minister of Public Security, emphasized that in recent years, under the absolute leadership of the Party and the direction of General To Lam - now the General Secretary, the People's Public Security force has left many outstanding marks: leading the way in streamlining the organizational structure; advising on many major policies and strategies; successfully dismantling criminal networks; pioneering the application of science and technology and digital transformation; perfecting the legal system; elevating international cooperation; effectively implementing social welfare programs, helping tens of thousands of poor households, policy beneficiary families, and ethnic minorities...

The book "When the People Need It, When the People Are in Difficulty, the Police Are There" was compiled to promote, spread, and deeply engrave the image of the heroic People's Police force with its glorious achievements and successes; at the same time, it demonstrates the determination to effectively implement the Party's guidelines and policies, the State's laws and regulations, and the directives of General Secretary To Lam on ensuring security and order and building the People's Police force to meet the requirements in the new situation.
To further instill and effectively implement the motto "When the people need us, when the people are in difficulty, the police are there," Comrade Tran Quoc To suggested that police at all levels should have appropriate methods to widely disseminate the content and meaning of the book to officers, soldiers, and the people; closely linking it with the implementation of promoting the study and emulation of Ho Chi Minh's thought, morality, and style; the study and implementation of the Six Teachings of Uncle Ho; and the movement "Building a courageous, humane, and people-serving style for the People's Police."

In addition, the Deputy Minister of Public Security also suggested that every officer and soldier of the People's Public Security should take the stories and examples in the book as motivation for self-improvement and cultivation; be close to the people, have a blood-and-flesh connection with the people, respect the people, listen to the opinions and aspirations of the people; wholeheartedly and diligently serve the Fatherland and the people…
At the ceremony, the organizing committee presented the book "When the people need it, when the people are in difficulty, the police are there" to representatives of several central ministries and agencies; some units under the Ministry; and the People's Police Library.
