Issuing electronic certificates

According to calculations by the Vietnam Registering and Inspection Department, the number of vehicles currently due for inspection but not yet inspected is approximately 800,000; the number of vehicles requiring inspection in the next 6 months is about 1.7 million. Thus, the total number of vehicles needing inspection in the next 6 months is approximately 2.5 million.

Meanwhile, the inspection capacity of 241 vehicle inspection centers with 384 operating lines is approximately 550,000 vehicles per month. This also means that to completely resolve the backlog and congestion, it would take at least 6 months to inspect all the vehicles mentioned above (not including cases where vehicles need to be re-inspected). This timeframe will be even longer, especially in Hanoi and Ho Chi Minh City, which have a high density of vehicles.

Automatic vehicle inspection renewal and electronic certificate issuance will help alleviate congestion at vehicle inspection centers.

Based on urgent proposals from associations, the Vietnam Registering and Inspection Department is submitting a detailed plan to the Ministry of Transport to propose to the Prime Minister the issuance of a circular amending and supplementing several articles of Circular No. 16/2021/TT-BGTVT. The most important content of this plan is a streamlined procedure to extend the inspection cycle for vehicles eligible for this extension.

According to the Vietnam Registering and Inspection Department, vehicle owners will no longer need to re-inspect their vehicles or submit paperwork at inspection stations. Instead, they can obtain a certificate confirming the extended inspection cycle by checking the information on the Vietnam Registering and Inspection Department's TTDK application or online through the Department's electronic portal. The current TTDK application, in addition to allowing users to schedule inspections online, choose a suitable time and location, and avoid long queues at inspection stations, will soon launch a "Registration Extension" feature for older vehicles eligible for extended inspection cycles.

"After entering the correct and complete information, if the vehicle's inspection cycle extension is approved, the app will display a notification about the extension. A certificate confirming the validity period of the inspection certificate and inspection sticker will be issued to the user. This certificate will have a QR code; when on the road, traffic police will scan the code to verify the vehicle's information," a representative from the Department of Vehicle Registration said.

Similarly, citizens and businesses can also look up the validity period of their vehicle inspection certificate and inspection sticker online through the Vietnam Registering Agency's electronic portal to obtain a certificate and sticker indicating the renewed validity period. Vehicle owners can download the information to their phones or print it out for use while driving.

The disruption in the vehicle inspection process is a very serious and urgent issue.

According to the Vietnam Registering and Inspection Department, if the government approves the plan to automatically extend the inspection cycle, it will allow vehicles to automatically extend their inspection cycles without needing to be re-inspected, thus resolving the current overload situation at inspection centers. The Vietnam Registering and Inspection Department stated that the automatic inspection extension plan is expected to be approved this May.

Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, commented: "The congestion and disruption in the vehicle inspection process is very serious and urgent. Transport and logistics businesses are experiencing production stoppages, causing significant waste and losses, and facing a high risk of penalties for failing to fulfill signed contracts with partners on time. According to calculations, if 3.1 million non-commercial vehicles (vehicles with white license plates) were automatically given extended inspection cycles, the congestion would be resolved quickly, and inspection centers would then focus on inspecting vehicles belonging to transport businesses and cooperatives…"

Speaking to a reporter from Thanh Nien newspaper, Mr. Le Trung Tinh, Chairman of the Ho Chi Minh City Interprovincial Passenger and Tourism Automobile Transport Association, also agreed: "The plan to automatically issue vehicle inspection certificates through the TTDK application and the website of the Vietnam Registering Agency for non-commercial vehicles is something that businesses have frequently proposed for a long time but have not yet been implemented. Now that the detailed plan has been submitted to the Government for approval, we recommend that these solutions be implemented quickly to effectively overcome the congestion."

Mr. Nguyen Van Hung, representative of the Binh Duong Provincial Transport Association, also expressed his enthusiasm: "We have been waiting for this solution for a long time. Now that a detailed plan is available, it should be implemented immediately because this is the only way to resolve the current traffic congestion at vehicle inspection centers. I think the solutions proposed by the Vehicle Registration Department are effective. If issues arise during the automatic inspection renewal period, such as vehicle modifications and the addition of accessories like lights, horns, and exhaust pipes that exceed permitted standards, traffic police should increase inspections, and strict enforcement should be implemented during subsequent inspections to completely eliminate these violations."

Responding to a reporter from Thanh Nien newspaper, Mr. Nguyen Minh Dong, a long-time expert in the field of automotive mechanics, commented: "Automatic renewal and electronic certification are absolutely necessary in the current period. However, the long-term task is to train a team of vehicle inspectors to supplement the currently 부족 workforce. The current regulations for issuing vehicle inspector certificates are too cumbersome and time-consuming, while in reality, the inspection work does not require such a lengthy training process; it's even more complicated than training mechanical engineers or machine designers. In my opinion, the training and certification process for vehicle inspectors needs to be shortened and streamlined to overcome the current bottleneck."

Automatic renewal and electronic certificate issuance are absolutely essential in the current situation.

Businesses are given priority in registration on the TTDK application.

The Vietnam Registering and Inspection Department's TTDK application has just updated its business account registration feature to support transportation companies, vehicle owners, auto garages/salons, or businesses with a large number of vehicles, enabling them to register multiple vehicles and schedule inspections. Specifically, in the registration section, business customers need to enter the following information correctly and completely: Business name, business representative, email, password, and must upload a photo of their business license to verify their account.

This feature makes it easy for businesses to register multiple vehicles and schedule vehicle inspections. It also helps businesses manage the number of vehicles and the number of inspection appointments. Previously registered individual accounts can also be supported if they wish to update their business accounts. Additionally, the TTDK app management team recommends that business and individual accounts update the correct certificate serial number matching the vehicle license plate number to ensure data consistency, optimize inspection scheduling, and minimize duplicate or "fake" inspection slots.
