The third United Nations Ocean Conference (UNOC3) (June 9-13) in Nice, France, with the theme "Accelerating Action and Mobilizing All Stakeholders for the Conservation and Sustainable Use of the Ocean," demonstrated a global effort in the context of significant delays and risks of not achieving Sustainable Development Goal 14 - Life in Water (SDG14) on schedule.
The activities of UNOC3 are not just a conference – they are a call to action for all of humanity. And in this forum, Vietnam has raised a strong voice from a developing but responsible nation.
Representing Vietnam and the ASEAN nations, Prime Minister Pham Minh Chinh left a clear mark, a vision, and a commitment. At the Conference, the head of government affirmed that ASEAN – “the heart of a maritime Asia” – is the convergence point of trade, culture, and cooperation that has flourished for centuries.
In particular, the South China Sea is one of the world's most strategically important seas, with vital shipping lanes, a rich marine ecosystem, and serving as a cornerstone for the livelihoods, cultural identity, and security of hundreds of millions of people.
Prior to the event in Nice, the French Ambassador to Vietnam, Olivier Brochet, also shared that the three pillars of Oceans, Climate, and Biodiversity are like a three-legged stool. Any leg of the stool that is shaken will affect all of humanity.
The ocean contains abundant natural resources, sustaining humanity and serving as a space connecting continents. Therefore, the challenges the world faces regarding ocean safety, territorial sovereignty, and sustainable development are always matters of life and death.
But "the ocean is seriously ill," and as the host country, France calls for a shared awareness of the dangers threatening the ocean, and for timely and practical action before it's too late. Appreciating Vietnam's voice, France also hopes that other countries will raise their voices so that the international community can hear.
For Vietnam, the commitment of the head of government goes beyond mere words. Vietnam has positioned itself as a nation "responsible for the future of the planet." Vietnam cannot save the ocean alone. But Vietnam can and is becoming a responsible part of the global effort. This shows that the ocean – humanity's green treasure – can be revived if people are determined enough.
And Nice's commitment is a message for action – there's no more time for hesitation, no more room for short-sighted calculations. While the ocean is vibrant and forgiving, we cannot continue to abuse nature's boundless generosity… Because when the ocean stops forgiving, we will have nowhere to escape.
