Mr. Truong Hong (87 years old, residing in Tan Quy village, Tam Vinh commune) is elderly but still closely follows the implementation of local policies.
Supporting the plan to merge Tam Vinh commune and Phu Thinh town according to the Phu Ninh District People's Committee's proposal, Mr. Hong believes that with the current favorable transportation conditions, the merger of administrative units is in line with current trends, not only streamlining the apparatus and saving budget but also expanding the development space of the district's urban center. Through smartphones, information is disseminated to the people quickly and easily.
“Moving to the urban area, the people of the commune will temporarily face difficulties, such as adjusting documents, fulfilling financial obligations, or paying higher tuition fees for their children. But in the long run, the appearance of the residential areas will be more attractive, and the quality of life will improve as priority is given to investment resources so that the new urban area after the merger meets the standards of a type V urban area,” Mr. Hong said.
Mr. Pham Van Khanh (Binh Thanh village, Tam Vinh commune) said that through public awareness campaigns, people have understood the policy of merging Tam Vinh commune into Phu Thinh town to establish a new administrative unit.
This merger will not disrupt or impact people's land and property; only the necessary adjustments to documents will be required to conform to the new administrative unit names. "I hope that authorities at all levels will pay attention to and provide maximum support so that people do not have to spend a lot of time and effort adjusting their documents," Mr. Khanh shared.
In the story, Ms. Nguyen Thi Hoa (Binh Thanh village) supports the district's plan for handling assets, suggesting that the new administrative unit should use the Phu Thinh town headquarters for administrative work and transactions with citizens. The current Tam Vinh commune headquarters should be handed over to the town police for use. Having the town police stationed there would give residents peace of mind.
Unified name for Phu Thinh town
Following the set roadmap, from April 10th, the People's Committee of Tam Vinh commune and Phu Thinh town have posted the voter list at their offices and village/neighborhood cultural centers so that after 30 days they can organize a voter consultation on the administrative unit merger plan.

According to the Phu Ninh District People's Committee, in its explanation of the project proposal, Phu Thinh town and Tam Vinh commune have a history of formation from the former Tam Vinh commune; they share many similar cultural and historical elements.
The merger of Tam Vinh commune and Phu Thinh town will create a new town with a total natural area of 20.32 km2 and a population of 11,029 people; ensuring both criteria regarding natural area and population size as prescribed; and basically meeting the criteria for a type V urban area.
Regarding the name of the new administrative unit, the Phu Ninh District Party Committee discussed and agreed on the principle of using the name Phu Thinh town - as in Option 1 of the draft proposal. This is because this name was highly agreed upon by the people of both localities when establishing Phu Thinh town - the central town of the district, which has been recognized as a type V urban area by the competent authorities.
The General Planning of Quang Nam province, approved by the Government on January 17, 2024, and the province's urban development program have also identified the name Phu Thinh town.
Retaining the name Phu Thinh will also be more convenient for residents as it will reduce the need for extensive adjustments to related documents and paperwork when carrying out administrative procedures. At the same time, it will create favorable conditions for attracting investment in urban development, increasing income, and improving the lives of the people.
Basically agreeing with the proposed organizational structure and personnel arrangement after the merger, the Phu Ninh District Party Committee assigned the District People's Committee to coordinate with the District Party Committee's Organization Department and relevant units to review and advise the District Party Committee Standing Committee on the guidance documents from higher levels for implementation. Particular attention should be paid to ensuring that the town's personnel after the reorganization operate effectively and meet the needs of the tasks.
“Local authorities should focus on resolving outstanding issues that the Standing Committee of the District Party Committee previously concluded; and urgently complete projects and works assigned to them by the district as the investor from 2024 onwards. Along with that, they should review and inventory finances, assets, records, books, and related legal documents to ensure proper management and handover in accordance with regulations,” said Mr. Vu Van Tham, Secretary of the Phu Ninh District Party Committee.
