Developing cultural activities and services in the province in a civilized and safe manner is one of the factors contributing to spreading a positive image of Quang Ninh's culture and people in the era of integration.

During the early spring season, cultural activities and events are quite vibrant and diverse throughout the province. Traditional festivals reflecting the identity and beliefs of local communities and regions are particularly prominent. This has led to the emergence of numerous private cultural activities and services catering to the needs of residents and tourists. Transportation, accommodation, karaoke establishments, dance clubs, bars, pubs, lounges, etc., are also busier than usual, potentially creating complex security and order issues. The requirement for functional forces is to strengthen inspections, supervision, and strictly handle violations. At the same time, each citizen needs to voluntarily comply with the law and participate in combating and repelling negative behaviors and individuals.

The police force throughout the province coordinated the implementation of measures to ensure security and order, creating a safe environment for people to celebrate the Lunar New Year in a healthy and lawful manner. This included conducting surprise inspections of businesses operating under specific conditions (bars, karaoke venues, guesthouses, nightclubs, beer gardens, arcades, etc.) where large crowds gather. Police in communes, wards, and towns coordinated the dissemination of information and encouraged owners of businesses operating under specific conditions to sign commitments to comply with safety regulations. These commitments clearly stated that business owners who allow incidents related to security and order (vices, public disorder, fires, explosions, etc.) to occur at their premises will be subject to administrative penalties, and in more serious cases, criminal prosecution according to the law.

Information and propaganda methods via social media (Zalo groups, Facebook, etc.) have also proven effective in this task; they have provided timely and regular updates on the methods and tactics of criminals and violations of the law, contributing to raising public awareness and understanding. This has mobilized combined efforts to prevent and combat illegal activities, ensuring the building of a safe and healthy society.

Provincial and district-level inter-agency teams are strengthening supervision and enforcement at festivals and historical sites; resolutely handling violations and repeat offenses; and combining this with regular and continuous propaganda and mobilization to raise public awareness, encouraging people to be proactive and participate in combating wrongful and inappropriate behaviors. The focus is on self-awareness in environmental protection, fire prevention, maintaining public order and security, traffic safety, and food safety; eradicating acts of exploiting historical sites, festivals, and beliefs for fraud and profit; and eliminating superstitious practices, gambling, drug abuse, and illegal lending.

In recent days, inter-agency coordination in managing and organizing the spring festival in a civilized and safe manner has generally been carried out effectively and efficiently. The conditions and plans to ensure security, order, and traffic safety in the historical site area have been meticulously prepared to accommodate a large number of tourists and local people. This includes limiting the burning of votive paper, begging, hiring people to pray on behalf of others, and stalls encroaching on walkways; managing donations openly and transparently; strengthening propaganda about the history of the historical site and the significance of the festival; and encouraging civilized and exemplary behavior among the people and tourists, contributing to a safe and civilized festival.

To build a civilized and courteous tourism environment, creating peace of mind for tourists, ensuring security and safety in the tourism sector has always been a priority for all levels and sectors in Quang Ninh province. From 2021 to the end of 2024, the entire province conducted 1,419 inspections of accommodation establishments, tourism services, tourist areas and attractions, and tour guides; received 560 calls for feedback, suggestions, and tourism information support; resolved 64 tourist complaints and suggestions; and conducted fire safety inspections at 218 accommodation establishments and 476 tourist transport vehicles.
