Ensuring national defense and security in ethnic minority areas.

Quang Ninh province is home to 42 ethnic minority groups, primarily residing in the mountainous and border regions. These areas are strategically important for politics , national defense and security, and foreign relations; therefore, ensuring national defense and security in ethnic minority and mountainous areas is always a priority for the province.

First, the province is strengthening the political system and improving the quality of operation of Party and government organizations in these areas; paying particular attention to assigning and arranging ethnic minority cadres to participate in Party committees, People's Councils, and People's Committees.

In addition, the development of Party members from ethnic minority groups has received special attention from local authorities. Every year, Party committees at all levels review potential candidates for Party membership from ethnic minority groups to provide training, support, and recommendations for the Party to consider for admission. As a result, to date, 100% of villages and hamlets in ethnic minority areas of the province have Party branches and socio-political organizations.

In particular, the province continues to effectively implement Conclusion No. 68-KL/TW (dated February 5, 2020) of the Party Central Committee "On the two-year pilot program to increase the number of Party committee members from border guard posts in border district-level Party committees in Quang Ninh province". This has resulted in 24 comrades holding the position of deputy secretary of the commune Party committee; and 5 comrades who are border guard post commanders and political commissars participating in the executive committees of district and city Party committees in border and island areas for the 2021-2025 term. Currently, 95 Border Guard Party members participate in Party branch activities in villages and hamlets in border and island areas; and 420 Border Guard officers and Party members are assigned to oversee 1,436 households in border and island areas.

Besides strengthening the grassroots political system to mobilize the entire population to participate in ensuring national defense and security in ethnic minority areas, the province continues to coordinate with forces to implement policies to ensure national defense and security in these areas.

Every year, the province organizes national defense and security education for over 55,000 students from colleges, universities, vocational schools, and high schools in the province. 100% of the militia and reserve forces receive national defense and security training annually. From 2021 to the present, the district-level military commands, in coordination with local authorities, have opened 12 national defense and security training courses for 11,414 people, including 825 village elders, community leaders, and influential figures in ethnic minority, mountainous, border, and island areas.

Currently, there are 381 influential figures in ethnic minority areas within the province. The district-level Military Command regularly implements operational agreements between the armed forces in the area and these influential figures among ethnic minorities to promote the role of village elders and community leaders in disseminating information and mobilizing the community to effectively implement the Party's guidelines, State policies and laws, and to unite in protecting security and order in ethnic minority, mountainous, border, and island areas; and to encourage people to actively participate in the "Quang Ninh joins hands to build new rural areas" emulation movement, linked to the successful implementation of Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee…

Mr. Tang Dinh Than, a respected figure in Moc 13 village (Quang Duc commune, Hai Ha district), said: "I regularly encourage villagers to participate in the nationwide movement to protect national security and border markers; I cooperate well with border patrol and control forces, contributing to ensuring security and order in the village."

The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police proactively advised and effectively implemented the movements: "All citizens participate in protecting national territorial sovereignty and border security in the new situation"; "All citizens participate in protecting national territorial sovereignty and border security" in the province; built grassroots security models in 46 communes, wards, and towns in the province, including 21 communes and towns in ethnic minority areas; established 56 clusters of "Safe Areas, Safe Units"; maintained fraternal relations with 87 communes, wards, and towns where troops are stationed; effectively implemented the movement of solidarity among the three youth forces; established and maintained 75 teams and groups that regularly monitor the area in the economic-defense-security zone…

This contributes to dismantling and repelling cases of illegal border crossings, encroachment on land, illegal settlement, and illegal fishing in Vietnam's waters, firmly protecting national border sovereignty... By effectively implementing the "building of a national defense posture," "people's hearts and minds posture," and "people's security posture," national defense and security work in ethnic minority areas of the province is always firmly ensured.
