With the goal of accurately assessing cultural heritage, communes and wards implement the review and evaluation process according to regulations, openly and transparently, to ensure that cultural heritage is of high quality and reflects the realities of social life.

TIMELY IMPLEMENTATION
In 2025, Dong Thap province set a target of having 92% of households achieving the title of "Culturally Advanced Family"; and 95% of neighborhoods, hamlets, and villages achieving the title of "Culturally Advanced Neighborhood, Hamlet, or Village". To ensure that the evaluation and assessment of culturally advanced families are conducted according to proper procedures and with high quality, immediately after the merger of the former Dong Thap and Tien Giang provinces into the new Dong Thap province, the Department of Cultural Lifestyle and Family Development under the Department of Culture, Sports and Tourism advised the Department's leadership to issue unified guidelines on the procedures and criteria for evaluating culturally advanced families throughout the province.
Specifically, the Department of Culture, Sports and Tourism issued Guidance No. 1222 dated September 17, 2025, on the implementation of the Decision and the temporary implementation of key contents in the Movement in 2025, ensuring suitability to the specific characteristics of the merged region; and issued Official Letter No. 1543 dated October 6, 2025, on soliciting opinions on the draft Submission and draft Decision of the Provincial People's Committee promulgating regulations on standards, guidelines for evaluation, and selection of titles such as "Cultural Family," "Cultural Neighborhood," and "Exemplary Commune/Ward" in Dong Thap province. Through these documents, the Department of Culture, Sports and Tourism has disseminated the documents and guided localities in developing implementation plans.
To facilitate the organization and evaluation of culturally exemplary families in localities, the Department of Building a Cultural Lifestyle and Family advised on organizing two training courses to improve the quality of activities of Community Cultural and Learning Centers/Cultural and Sports Centers at the grassroots level in implementing criteria 6 and 16 in building new rural areas and to guide the standards for evaluating and reviewing culturally exemplary families in the Family Movement and work in Dong Thap province in 2025.

In addition, the Department of Culture, Sports and Tourism requested localities to review and build upon the results of the Movement in previous years; at the same time, adjust and supplement the criteria for evaluation in a way that closely links with cultural criteria in building new rural areas, civilized urban areas and grassroots cultural life.
In 2025, the process of evaluating cultural heritage sites will be implemented uniformly throughout the province without a specified start date, but must be completed before November 25, 2025, as stipulated in Clause 1, Article 4 of Government Decree No. 86 dated December 7, 2023.
The process of reviewing and evaluating cultural heritage sites is carried out in accordance with the provisions of Clause 1, Article 4 of Government Decree No. 86 dated December 7, 2023. The evaluation process includes the following steps: For the title of "Culturally Exemplary Family," hamlets will hold meetings to assess the level of achievement of the standards, compile a list, and publicly post it to solicit public opinion; after the opinion-gathering period, a dossier will be prepared and submitted to the Chairman of the People's Committee at the commune level; after 10 days from the date of receiving the dossier, the Chairman of the People's Committee at the commune level will decide to award the title of "Culturally Exemplary Family." For the title "Culturally Advanced Neighborhood/Hamlet/Village", hamlets/villages submit performance reports requesting consideration for the emulation title to the People's Committee at the commune level. The People's Committee at the commune level organizes a meeting of the Emulation and Commendation Council at the same level to evaluate and decide on the list of neighborhoods/hamlets/villages that meet the criteria for consideration for the title "Culturally Advanced Neighborhood/Hamlet/Village", and then publicly solicits opinions from the people. After a period of 10 days, if eligible, the Chairman of the People's Committee of the commune/ward will decide to award the title and Certificate of Commendation according to regulations. For the title "Outstanding Commune/Ward": Implementation will follow the regulations in Government Decree No. 86 dated December 7, 2023. |
According to Vo Nam Phuoc, Head of the Department of Building a Cultural Lifestyle and Family, "To ensure the quality and accuracy of the evaluation of culturally exemplary individuals, the Department advises the leadership of the Department to guide localities to pay attention to several issues such as: strictly implementing the evaluation process according to the guidelines; ensuring the principles of democracy, openness, and transparency; not chasing after achievements or granting titles when the conditions are not met."
Records and documents must be prepared in accordance with regulations, fully archived, and reported; linking cultural and ethical standards with criteria for building happy families, united communities, and a green, clean, beautiful, safe, and civilized environment. At the same time, enhance the supervisory role of the Front Committee, mass organizations, and the people at the grassroots level in the evaluation process.
Simultaneously, the Department of Culture, Sports and Tourism established a Zalo group for the Department of Culture and cultural officials at the commune and ward levels to provide guidance and professional support, ensuring that the implementation of the Movement is consistent, objective, and truly effective.
REFLECTING THE REALITY OF SOCIAL LIFE
Currently, communes and wards in the province are implementing this work proactively, seriously, and in accordance with the prescribed procedures and steps. They are especially seeing this as an opportunity to reassess the quality of the movement, closely linked to the construction of new rural areas and civilized urban areas.
According to the People's Committee of My Loi commune, the commune promptly disseminated and implemented the provincial documents and guidelines on evaluating and selecting cultural heritage sites, ensuring compliance with Clause 1, Article 4 of Government Decree No. 86 dated December 7, 2023, and related documents.

The People's Committee of the commune issued a specific plan, assigning tasks to each member of the Commune-level Steering Committee for the Movement, chaired by the Vice Chairman of the People's Committee. In coordination with the Fatherland Front Committee and other political and social organizations, they guided the hamlets in carrying out the evaluation process, which included: preparing minutes, reporting achievements, and publicly announcing the results on bulletin boards or other appropriate means to gather public opinion.
According to Dinh The Anh, Vice Chairman of the People's Committee of My Loi commune: “To ensure that the Cultural Heritage Award is of high quality and accurately reflects reality, the People's Committee of the commune focuses on propaganda and guidance on evaluation criteria; strictly follows procedures and regulations, ensuring objectivity, democracy, openness, and transparency; strengthens inspection and supervision at the grassroots level; and links the evaluation with emulation movements, new rural development, and the National Unity Day. In addition, we promptly commend and replicate advanced models, contributing to improving the quality of the movement.”
These days, My Qui commune is urgently carrying out the review and evaluation of culturally exemplary families within the movement. By 2025, the commune aims for a rate of 95% or higher for culturally exemplary families, 100% of hamlets achieving the status of culturally exemplary families, and the commune itself achieving the title of exemplary commune. To ensure the quality and accuracy of these culturally exemplary families, the commune is focusing on ensuring the proper procedures for reviewing and evaluating these titles.
According to Ho Phu Truong, Head of the Culture and Social Affairs Department of My Qui Commune: “Besides implementing the evaluation process according to regulations, the Commune People's Committee promotes the role of local people in directly participating in monitoring and publicly providing feedback on the posted list of culturally exemplary households; strengthening the responsibility of the Hamlet Head, the Hamlet Front Committee, and the Self-Governing People's Group in accurately assessing each household without favoritism or omission.”
The commune's Emulation and Commendation Council participates in monitoring and providing professional guidance, ensuring uniformity in scoring methods. The posting of records is public and transparent. The application of digital transformation in managing records and evaluation results makes storage and compilation more transparent and faster.”
“To ensure that the cultural and social achievements bring sustainable value, the People's Committee of My Qui commune will continue to maintain the quality of the achieved titles, strengthen propaganda to raise awareness about building a civilized lifestyle and happy families among the people; link the movement with the construction of new rural areas, especially in the criteria of environment, security and order and community solidarity, bringing the movement to a truly in-depth level, contributing to building a civilized, safe and comprehensively developed My Qui commune,” added Ho Phu Truong, Head of the Culture and Social Affairs Department of My Qui commune.
With the attention, support, and guidance from the Department of Culture, Sports and Tourism, and the efforts and responsibility of localities in conducting reviews and evaluations, the 2025 Cultural Movements will accurately reflect the true situation, contributing to improving the quality of the Movement and effectively implementing the work of building a cultured and civilized lifestyle in residential areas.
