(DTO) Currently, communes and wards in the province are organizing the review, evaluation and recognition of cultural titles (DHVH) in the movement "All people unite to build a cultural life" (abbreviated as the Movement).

With the goal of properly assessing the quality of cultural and educational activities, communes and wards carry out evaluation and assessment work according to regulations, publicly and transparently to ensure quality cultural and educational activities that reflect the reality of social life.

Exemplary families received Certificates of Merit from the Chairman of the Provincial People's Committee at the 2024 provincial-level exemplary family meeting (documentary photo before the province's merger).

TIMELY DEPLOYMENT

In 2025, Dong Thap province set a target of 92% of households achieving the title of "Cultural Family"; 95% of neighborhoods, hamlets and villages achieving the title of "Cultural Neighborhood, Hamlet and Village". In order to ensure the evaluation and assessment of cultural heritages in accordance with the correct procedures and quality, immediately after merging the two provinces of Dong Thap and Tien Giang (old) into Dong Thap province (new), the Department of Cultural Lifestyle and Family Development of the Department of Culture, Sports and Tourism (VH,TT&DL) advised the Department's leaders to issue unified guidelines on the procedures and criteria for evaluation and assessment of cultural heritages in the whole province.

Specifically, the Department of Culture, Sports and Tourism issued Instruction No. 1222 dated September 17, 2025 on implementing the Decision and temporarily implementing key contents in the 2025 Movement to ensure suitability with the characteristics of the merged region; issued Official Dispatch No. 1543 dated October 6, 2025 on soliciting opinions on the draft Submission and the draft Decision of the Provincial People's Committee promulgating the Regulations on standards, guidelines for assessment and review of the titles "Cultural Family", "Cultural Quarter, Hamlet, Hamlet", "Typical Commune, Ward" in Dong Thap province. Thereby, the Department of Culture, Sports and Tourism has deployed documents and guided localities to develop implementation plans.

To facilitate localities in organizing the assessment and evaluation of DHVH, the Department of Building Cultural Lifestyle and Family advised on organizing 2 training courses to improve the quality of activities of Cultural Centers - Community Learning/Cultural and Sports Centers at the grassroots level in implementing criteria 6 and 16 in new rural construction and guiding the standards for assessment and evaluation of DHVH in the Movement and family work in Dong Thap province in 2025.

Head of the Department of Building Cultural Lifestyle and Family (Department of Culture, Sports and Tourism) Vo Nam Phuoc conducted online training and guided localities in implementing the contents of evaluating cultural titles in 2025.

Along with that, the Department of Culture, Sports and Tourism requested localities to review and inherit the results of the Movement in previous years; at the same time, adjust and supplement the evaluation criteria in the direction of closely linking with cultural criteria in building new rural areas, civilized urban areas and grassroots cultural life.

In 2025, the work of evaluating DHVH will be deployed uniformly throughout the province without a specified starting time, but must be completed before November 25, 2025 according to the provisions of Clause 1, Article 4 of Decree No. 86 dated December 7, 2023 of the Government.

The organization of review and evaluation of DHVH is carried out according to the provisions of Clause 1, Article 4 of Decree No. 86 dated December 7, 2023 of the Government.

The evaluation process includes the following steps: For the title of Cultural Family, hamlets will meet to evaluate the level of meeting the standards, compile the list and publicly post it to collect people's opinions; after the time for collecting opinions, prepare a dossier to submit to the Chairman of the Commune People's Committee; after 10 days from the date of receiving the dossier, the Chairman of the Commune People's Committee will decide to award the title of "Cultural Family".

For the title of “Cultural Neighborhood, Hamlet, and Hamlet”, the hamlets send a report on their achievements to propose the emulation title to the People's Committee at the commune level. The People's Committee at the commune level organizes a meeting of the Emulation and Reward Council at the same level to evaluate and decide on the list of neighborhoods, hamlets, and hamlets that are eligible to propose the title of “Cultural Neighborhood, Hamlet, and Hamlet”, then publicly solicits the people's opinions.

After 10 days, if qualified, the Chairman of the Commune People's Committee decides to award the title and Certificate of Merit according to regulations. For the title "Outstanding Commune and Ward": Implement according to the provisions of Decree No. 86 dated December 7, 2023 of the Government.

Head of the Department of Cultural Lifestyle and Family Development Vo Nam Phuoc said: "The evaluation and assessment of DHVH ensures quality and reflects reality. The Department advises the Department's leaders to guide localities to pay attention to a number of issues such as: Strictly implementing the evaluation process according to instructions; ensuring the principles of democracy, publicity, and transparency; not chasing after achievements or recognizing titles when not qualified.

Records and minutes must be prepared in accordance with regulations, archived and reported fully; linking DHVH with the criteria for building happy families, united communities, green - clean - beautiful, safe and civilized environments. At the same time, enhance the supervisory role of the Front Working Committee, organizations and people at the grassroots level during the evaluation process.

At the same time, the Department of Culture, Sports and Tourism established a Zalo group for the Department of Culture - cultural officers of communes and wards to guide and support professional activities, ensuring the implementation is unified, objective and true to the essence of the Movement.

REFLECTING REALITY OF SOCIAL LIFE

Currently, communes and wards in the province have been implementing this work proactively, seriously, following the prescribed procedures and steps. This is especially considered an opportunity to re-evaluate the quality of the Movement closely linked with the construction of new rural areas and civilized urban areas.

According to the People's Committee of My Loi commune, the commune promptly disseminates and implements the province's documents and instructions on evaluating and reviewing DHVH to ensure compliance with the provisions of Clause 1, Article 4 of Decree No. 86 dated December 7, 2023 of the Government and related documents.

The Commune People's Committee issues a specific plan, assigns tasks to each member of the Commune Movement Steering Committee, headed by the Vice Chairman of the Commune People's Committee, coordinates with the Fatherland Front Committee and socio-political organizations to guide hamlets in carrying out the evaluation work, including the following procedures: Making minutes, reporting achievements, publicizing results on bulletin boards or appropriate means to collect public opinions.

Vice Chairman of the People's Committee of My Loi Commune, Dinh The Anh, said: "To ensure that the DHVH achieves quality and reflects the true nature, the People's Committee of the Commune focuses on propaganda work, guiding the evaluation criteria; properly implementing the process, regulations, procedures and ensuring objectivity, democracy, publicity and transparency; strengthening inspection and supervision at the grassroots level; linking evaluation with emulation movements, building new rural areas and the National Great Unity Day. In addition, promptly praising and replicating advanced models, contributing to improving the quality of the Movement.

These days, My Qui commune is urgently carrying out the work of reviewing and evaluating the cultural families in the Movement. In 2025, the commune sets the target of having 95% or more of Cultural Families, 100% of hamlets achieving Cultural Families, and the commune achieving the title of Typical Commune. In order for the cultural families to be of high quality and reflect the true nature, the commune focuses on ensuring the review and evaluation processes for the titles.

Head of the Department of Culture and Society of My Qui Commune, Ho Phu Truong, said: “In addition to implementing the evaluation work in accordance with the procedures and regulations, the Commune People's Committee promotes the role of local people in directly participating in monitoring and publicly giving comments on the posted list of DHVH; strengthens the responsibility of the Hamlet Chief, the Hamlet Front Work Committee, and the Self-Managed People's Group in correctly assessing the reality of each household, without favoritism or omission.

The Commune Emulation and Reward Council participates in monitoring, providing professional guidance, and ensuring consistency in scoring methods. The posting of records is public and transparent. Applying digital transformation in managing records and evaluation results helps to store and summarize more transparently and quickly.

“In order for the cultural activities to bring sustainable values, the People's Committee of the commune continues to maintain the quality of the achieved titles, strengthen propaganda to raise awareness of building a civilized lifestyle and happy families among the people; link the Movement with new rural construction, especially in the criteria of environment, security, order and community solidarity, bringing the Movement truly into depth, contributing to building a civilized, safe and comprehensively developed My Qui commune", Head of the Department of Culture - Society of My Qui commune Ho Phu Truong added.

With the attention, support and guidance from the Department of Culture, Sports and Tourism and the efforts and responsibilities of localities in conducting reviews and evaluations, the 2025 Cultural Movements will reflect the true nature, contributing to improving the quality of the Movement and effectively implementing the work of building a cultural and civilized lifestyle in residential areas.
