A guiding principle for the Party in policy making.
Mr. Vu Dinh Thang, a retired official from Group 20, Nung Tri Cao Ward, Cao Bang Province, shared that after following the report, he was very impressed with the report of the 13th Central Committee presented to the 14th National Congress. In it, General Secretary To Lam affirmed a core principle: "The people are the foundation and the yardstick for all decisions."
This is not only a continuation of the nation's age-old traditions, but also a fundamental principle in the Party's leadership, which is of particular value in the current cause of building, protecting, and developing the country.
From ancient times, our ancestors have summarized: "The people can carry the boat, and the people can also overturn it." President Ho Chi Minh repeatedly emphasized: "In the sky, nothing is more precious than the people." The people are both the subject and the goal of all revolutionary endeavors. It is precisely by relying on the people and harnessing the strength of the entire nation that our country has achieved independence, unification, and tremendous successes in the reform process over the past 40 years.
Today, as the country sets ambitious development goals – an average GDP growth of 10% per year during the 2026-2030 period, becoming a modern industrialized nation by 2030 and a high-income country by 2045 – affirming that "the people are the foundation" is of even greater strategic significance. This is because development is only truly sustainable when the people benefit, when their lives are improved, and when all major policy decisions are validated by the satisfaction and consensus of society.
"The measure of all policy decisions" is not just statistical figures or performance reports, but the quality of life of the people, their trust in the Party's leadership, and their active participation in building and defending the Fatherland. A policy, no matter how ambitious, is unlikely to succeed if it does not stem from the interests of the people and does not have their support. Conversely, when the people trust and support it, that is an inexhaustible source of strength to turn aspirations into reality.
In the context of deep international integration, fierce global competition, climate change, and many new challenges, placing the people at the center of all policy decisions further affirms the humanistic nature and long-term vision of the Party. Economic development must go hand in hand with social justice; institutional reform must be linked to ensuring the rights of the people; and national defense and security can only be strong when the people are united.
It can be said that the ideology of "the people are the foundation" is the guiding principle for the Party's policy-making, a strong political commitment that all decisions must aim for the happiness of the people, taking the people's satisfaction as the highest measure. This also represents the connection between tradition and modernity: from historical lessons to the requirements of national governance in the new era.
"In my opinion, for the people-centered ideology to penetrate deeper into life, every official and Party member needs to be closer to the people, deeply involved in their lives, listening to and understanding their difficulties, thoughts, and aspirations, and addressing their practical needs, especially issues related to administrative procedure reform and creating favorable conditions for the people. Only in this way can the people contribute their efforts, intelligence, and resources to work together with the Party and the Government to successfully achieve the country's development goals," said Mr. Vu Dinh Thang.
These are particularly important guidelines.
Speaking about the three strategic breakthroughs of the Party that General Secretary To Lam outlined in his report to the Central Committee, Mr. Be Dinh Thanh, a retired official from Hoa An commune, said: "As an official and Party member living and working in Cao Bang province, I believe these are particularly important orientations, not only for the overall development of the country but also closely linked to the transformation of a mountainous border province like Cao Bang."
First and foremost, institutional breakthroughs are considered fundamental, as institutions determine how the entire political and economic system operates. When institutions are perfected, the administrative apparatus will be more streamlined, effective, and efficient, creating favorable conditions for businesses and citizens to access policies. For Cao Bang, having a special mechanism for developing border trade, cooperating in trade with China, and ensuring national defense and security will open up great opportunities for the province to leverage its border advantages.
Next, infrastructure breakthroughs are of vital importance to a locality like Cao Bang, which still faces many transportation challenges. Modern infrastructure will help connect the province with major economic centers, boost tourism development, exploit the potential of agricultural and forestry products, and attract investment. People expect more highways, bridges, and logistics systems to allow local goods to travel further and faster, thereby improving living standards and creating momentum for socio-economic development.
Ultimately, a breakthrough in human resources is key to Cao Bang's progress. The province's young workforce is limited in skills and qualifications, so improving the quality of education, vocational training, and attracting talent will help the locality better utilize the opportunities from digital transformation and international integration. When human resources are comprehensively developed, Cao Bang will have higher competitiveness and simultaneously create a new generation of officials, workers, and intellectuals to serve the cause of building the homeland.
In short, the three strategic breakthroughs mentioned by General Secretary To Lam are not only a guideline for the whole country but also an opportunity for Cao Bang to escape its difficult situation, leverage its unique advantages, and rise strongly.
