As the head of a locality with a high poverty rate, Mr. Nguyen Cong Cu - Head of Tan Son village (Ky Tho commune, Ky Anh district, Ha Tinh province) - is always concerned about how the people can do business, and actively acts as a bridge to help them access policy-based capital sources to escape poverty sustainably.
Having served in the military for 10 years, upon returning to his hometown, Mr. Nguyen Cong Cu (born in 1961, Tan Son village, Ky Tho commune, Ky Anh district) always upheld the qualities of a soldier of Uncle Ho, not shying away from difficulties and hardships, building a stable family life in his poor rural area.
Village head Nguyen Cong Cu speaks with a reporter from Ha Tinh Newspaper.
In 2015, he was elected by the villagers to the position of Head of Tan Son Village with the hope of revitalizing the movement in one of the poorest villages in the impoverished commune. Taking on the task under extremely difficult conditions, what concerned veteran Nguyen Cong Cu most was the hardship faced by the people here, with a poverty rate of 16% and near-poverty of 11%. Therefore, his top priority was to find ways to awaken the will to overcome poverty and solve livelihood problems to reduce the poverty rate.
In meetings, forums, and discussions, the issue of poverty reduction is always brought up and discussed by Village Head Nguyen Cong Cu. To gain the people's understanding and support, he himself has set a good example by leading the way in organizing family-based economic production. Despite being busy with village affairs, he and his wife have managed to cultivate 2 acres of rice paddies, 7 acres of peanuts, and raise nearly a dozen buffaloes and cows...
Along with educating people to change their mindset and practices, and to strive for production development to escape poverty, he encouraged villagers to actively participate in training courses on farming techniques, mastering production and livestock breeding.
In addition to equipping the villagers with awareness and business practices, for many years, Village Head Nguyen Cong Cu has always sought out and taken advantage of livelihood support programs to help poor and near-poor households access capital for production development and rise out of poverty.
Over the past period, dozens of poor households in the village have received support for livelihood models from sustainable poverty reduction programs; dozens of houses for poor households have been built to replace old, dilapidated houses. Thanks to being equipped with business knowledge and having access to support resources, many households have escaped poverty.

The family of Mr. Mai Van Hoang and Ms. Nguyen Thi Hang has been a long-time poor household, and their house is dilapidated. Given this situation, Mr. Cu encouraged the family to find ways to escape poverty. However, Mr. Cu also recognized that for people to "find a livelihood," they must first "have a stable home," so he sought to connect them with financial assistance to build a new house.
Ms. Nguyen Thi Hang said emotionally, "Thanks to Mr. Cu's connection, we received 50 million VND in support from the district's poverty reduction program to build a sturdy house. That amount, along with support from relatives and neighbors, allowed us to build a house worth over 100 million VND. Along with the three cows we received from the previous livelihood support program, we now have the means to develop our family economy, escape poverty, and provide for our children's education. We are extremely grateful to Mr. Cu, the village head."
With a new home and a source of livelihood, Ms. Hang's family has escaped poverty.
Similar to Ms. Hang's family, Ms. Le Thi Nghi, a single woman in extremely difficult circumstances in Tan Son village, was helped by village head Nguyen Cong Cu to receive 70 million VND in support to build a house. The house has now been completed. Previously, Mr. Cu also helped Ms. Nghi with 15 million VND to buy a breeding cow and build a barn. To date, the cow has given birth to three calves, providing her with a stable source of income.
“From a life of extreme hardship, thanks to the village head of Cu's village calling for support and the unanimous help of the villagers, I now have a new life. After years of hard work, thanks to the officials who always care about the lives of the people, I have been able to change my life,” Ms. Nghi shared.
From having the highest poverty rate in the commune at 16%, Tan Son village has now reduced it to 0.4%; the near-poverty rate has also decreased from 11% to 0.6%.
Ms. Le Thi Nghi's house was built with a grant of 70 million VND from the sustainable poverty reduction program.
Village head Nguyen Cong Cu shared: “As the official closest to the people, if I want to speak to them, I must first set an example, I must know how to sacrifice my own interests to help the people rise up. Our people are still poor, they really need the joint efforts of philanthropists and the community to have resources to develop production; at the same time, they need officials who know how to care, share, advise, and support them on how to do business... As long as the people still need me, I will continue to contribute.”
As a poor commune facing many difficulties in people's lives, we highly appreciate the role and responsibility of Village Head Nguyen Cong Cu. He is a dedicated official with many effective methods in poverty reduction. He is also a prime example for Ky Tho to emulate, helping people to rise out of poverty and contributing to the fulfillment of criteria for building an advanced new rural commune in the future.
