Nearly 3km long, the Hang Son dike road connecting Uong Bi City and Dong Trieu City has long been in disrepair, posing a potential traffic safety risk. However, due to a lack of funding, it is uncertain when investment in repairs will be implemented.
The road surface is in poor condition, with many long cracks.
The Hang Son dike is a Class IV dike, connecting National Highway 10 in Phuong Nam Ward, Uong Bi City, with National Highway 18 in Hong Thai Dong Commune, Dong Trieu City, Quang Ninh Province. This is a vital transportation route connecting Dong Trieu City and Uong Bi City, resulting in high traffic volume, especially during the agricultural harvest season.
According to local residents, the embankment has crumbled in many places, leading to frequent accidents involving bicycles and motorbikes.
However, the road has long been in a state of disrepair, posing not only a risk of traffic accidents but also threatening the safety of hundreds of hectares of cultivated crops in Phuong Nam ward and Hong Thai Dong commune.
The road passing through the Hang Son Temple and Pagoda historical site in Hong Thai Dong commune, Dong Trieu city, is wide but narrowed by the Hang Son dike. The dike road surface has many broken sections, creating numerous potholes, making it very difficult for cyclists and motorbike riders.
While pushing her bicycle up the embankment, Ms. Le Thi Yen, from Cam Hong area, Phuong Nam ward, pointed to the deep potholes on the concrete road and said: "The embankment road was paved with concrete more than a decade ago. Initially, the concrete road was very beautiful, and all kinds of vehicles could travel very conveniently. However, for a long time, due to heavy trucks taking shortcuts from National Highway 18 and National Highway 10, the surface of the embankment road has crumbled."
Mr. Nguyen Van Dao, a local resident, commented: "The surface of the dike road is not only crumbling as it is now, but also has many large cracks running lengthwise and crosswise. If it is not dealt with soon, we don't know what will happen when an accident occurs."
At night, the road is pitch black due to the lack of lights; motorbikes and motorized vehicles can navigate without worry, but it's very difficult for cyclists."
It's not possible to invest in or upgrade immediately.
Speaking to reporters, Mr. Vu Van Dung, Chairman of the People's Committee of Phuong Nam ward, said that the Hang Son dike, built a long time ago, is now severely degraded.
A section of the Hang Son dike road is cracked and has sunk significantly.
"The ward leaders and specialized officials have only recently arrived from other areas, so they are not yet familiar with when this dike was built or what its structure is like. The government and people have repeatedly requested an upgrade, but so far there has been no concrete plan," Mr. Dung said.
Following a request from voters and residents of Phuong Nam ward, on September 23, 2024, the Quang Ninh Department of Agriculture and Rural Development submitted a proposal for the approval of the plan for maintenance and repair of Grade IV dikes in the province in 2024. Among the dikes to be maintained, repaired, and renovated is the Hang Son dike.
On October 23, 2024, the Quang Ninh Provincial People's Committee issued a document assigning the Department of Agriculture and Rural Development to take the lead and coordinate with relevant agencies and units to review and finalize the plan, and report to the Provincial People's Committee in November 2024.
Speaking by phone with a reporter, Mr. Pham Tuan Dat, Chairman of the People's Committee of Uong Bi City, said that the voters' request regarding the deteriorating Hang Son dike has been acknowledged by the competent authorities. However, due to the city's limited budget revenue recently, investment cannot be made immediately.
"The city has acknowledged the proposal and will study it, arranging for its inclusion in the medium-term public investment project in the coming period," the Chairman of the People's Committee of Uong Bi City affirmed.
