The police in Hoi Xuan town (Quan Hoa district) received weapons voluntarily surrendered by local residents.
To ensure the "Effective Mass Mobilization" emulation movement is practical and effective, the Ngoc Son Commune Police (Ngoc Lac District) always closely monitors the local area, selecting appropriate and effective content and forms of activity; coordinating closely with the local Party committee, government, and other forces during implementation. Specifically, the commune police have intensified propaganda efforts to raise legal awareness among the people, while also coordinating with various departments, organizations, and associations to have agencies, organizations, schools, and households in the area sign commitments to strictly abide by the law, especially regarding the use of fireworks, weapons, explosives, and supporting tools. They have also done a good job in state management of security and order, especially in recovering and encouraging people to surrender fireworks, weapons, and explosives.
Furthermore, the Ngoc Son Commune Police have collaborated with various departments and organizations to develop and implement effective "People's Mobilization" models, thereby harnessing the combined strength of the people in crime prevention and maintaining security and order at the grassroots level. From the beginning of 2025 to the present, the Ngoc Son Commune Police have questioned and warned over 100 individuals under their management, including 6 drug addicts. They have also coordinated with other functional forces to conduct 140 armed patrols and people's patrols; organized over 1,000 households in the area to sign commitments not to possess or transport weapons, explosives, or supporting tools; and ensured that no family members violate the law or engage in social vices.
Stemming from the principle of "putting the people first," over the years, the police force in the province has always considered mass mobilization work as a continuous task, a bridge between the Party, the government, and the people in ensuring security and order. Based on the directives of the Ministry of Public Security , the Provincial Party Committee, and the Provincial People's Committee, the Provincial Police Party Committee has concretized this into a series of plans and guiding documents, implementing the "Skilled Mass Mobilization" emulation movement throughout the force, with clear criteria for individuals, tasks, and responsibilities. Accordingly, the police force in the province always closely monitors the local area, selects appropriate and effective content and forms of activity; and closely coordinates with local Party committees, authorities, and other forces in the implementation process. The content of the "Skilled Mass Mobilization" emulation focuses on building and replicating models for disseminating information and mobilizing the public to participate in reporting crimes; participating in drug prevention and control in residential areas; building safe residential clusters in terms of fire prevention and control; and building new rural areas. Implement administrative procedure reforms to facilitate citizens in obtaining national identity cards; resolve complaints and denunciations...
To date, the provincial police force has built and maintained nearly 500 "Effective Public Relations" models. Many of these models have been replicated throughout the province, yielding practical results, such as: the "Ensuring Security and Order and Preventing Trafficking in Women" model; "Cameras for Security and Order"; "Schools Safe in Security and Order"; "Safe Traffic at School Gates"; "Workers' Security Team"; "Veterans' Association Building Self-Managed Road Sections for Security and Order"; "Family Clans Self-Managing Security and Order"... The activities of these "Effective Public Relations" models have helped the police force effectively perform its function of state management regarding social order and safety. Security and order at the grassroots level have seen positive changes, and crime and violations of the law have been curbed. From the beginning of 2025 to the present, 100% of crime reports, denunciations, and requests for prosecution have been received and processed, with the results ensuring compliance with the law and requirements. The police force arrested over 100 cases of illegal drug trafficking and transportation; inspected and handled nearly 900 cases of violations related to smuggling, trade fraud, production and sale of counterfeit goods, and intellectual property infringement...
In the coming period, the Provincial Police will continue to focus on leading and directing the comprehensive and effective implementation of the "Skilled Mass Mobilization" emulation movement; building and replicating advanced models and exemplary cases in the nationwide movement to protect national security. The goal is for each commune and ward to have at least one "Skilled Mass Mobilization" model and one model within the nationwide movement to protect national security. This will contribute to achieving practical results in the fight against crime and ensuring security and order in the province.
