Land prices skyrocket after provincial-city mergers.

Land plot transactions in the first five months of the year far exceeded apartment transactions. Although land prices have cooled down, they are still at their peak from March 2025 to the present.

This fact shows the strong appeal of land plots to investors, even speculators, in recent times, especially after the news of the merger of provinces and cities. Land plots in the new provincial administrative centers are strongly attracting capital in the market.

Ms. Mai An, a land investor in Hanoi and surrounding provinces, said that she and her group of friends managed to acquire 12 plots of land in Viet Tri City, Thai Nguyen City, Bac Giang City, and Hung Yen City. In Hoa Lu, the area slated to become the new administrative center of Ninh Binh province, Ms. Mai An has pooled her money to buy 3 plots of land in the city center.

"The new administrative centers are attracting a large number of provincial-level officials and civil servants looking to buy houses for convenience in their work. Recently, many people have come to Hoa Lu to buy land. Land prices in the central area of ​​Hoa Lu city have increased."

"From now until the end of the year, land prices in the Hoa Lu area will continue to rise, especially at the end of September, when the new provincial administrative apparatus officially comes into operation," Mai An predicted.

According to the Ministry of Construction , the volume of land plot transactions in the first quarter of 2025 is far exceeding the volume of apartment transactions. In the first quarter, the whole country saw more than 101,000 land plot transactions, while the number of apartment transactions in the same period was only about 33,500.

Data from Batdongsan.com.vn also shows that although the number of searches and interest in land plots in Hanoi decreased by 15% in May and by 5% in neighboring provinces compared to April, interest in land plots remains very high.

The northern provinces that have attracted significant attention from land investors include Hai Phong, Bac Ninh , Phu Tho, Hung Yen, and Ninh Binh.

Land prices in the northern provinces, although having cooled down compared to March 2025, are still at their peak. Compared to January 2024, land prices in May 2025 in the former Bac Giang province increased by 39%, the former Bac Ninh province by 20%, the former Hoa Binh province by 67%, the former Hung Yen province by 59%, and the former Vinh Phuc province by 47%.

Even compared to the peak in March 2025, land prices in Bac Ninh (formerly) have still increased by 3%, Vinh Phuc (formerly) by 14%, and Quang Ninh by 12%.

According to Tuoi Tre Online , land prices in Hung Yen City range from 50-80 million VND/m2, in Viet Tri City from 25-67 million VND/ ^m2 , in Bac Giang from 77-90 million VND/ ^m2 , and in Hoa Lu City from 48-120 million VND/ ^m2, depending on the location.

In the southern provinces and cities, land prices are showing a sharper downward trend after peaking in March 2025. Southern investors are becoming more cautious about investing their money.

However, land prices in some areas in May 2025 still recorded an increase compared to April 2025. Specifically, in the former Ba Ria - Vung Tau province, land prices increased by 7%, in the former Long An province by 8%, while in Binh Duong, Binh Phuoc, Dong Nai, and Tay Ninh, prices remained unchanged.
