The new era, the era of national progress, is an era of development, a period of wealth and prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam that is rich, strong, democratic, just, and civilized.

This is an era where all citizens enjoy a prosperous and happy life, are supported in their development and enrichment, and contribute increasingly to peace, stability, and development in the region and the world , to the happiness of humanity and global civilization. The ultimate goal of this era is a wealthy people, a strong nation, democracy, fairness, civilization, and development under a socialist social system, standing shoulder to shoulder with the world's leading powers.

The top priority in the new era is to successfully achieve the strategic goals of Vietnam becoming a developing country with modern industry and high middle income by 2030; and a developed socialist country with high income by 2045; strongly fostering national pride, self-reliance, self-confidence, self-strength, national pride, and the aspiration for national development; and closely combining national strength with the strength of the times.

The 14th National Congress of the Party marked the beginning of a new era. From this point on, all Vietnamese people, hundreds of millions as one, under the leadership of the Party, united in solidarity, working together to maximize opportunities and advantages, overcoming risks and challenges, and leading the country to comprehensive, strong, breakthrough, and take-off development.

Vietnam boasts a rapidly developing and dynamic economy, ranking 35th in the world; a strong and stable political system centered on the people; a patriotic, confident, self-reliant, and strong nation with a population of over 100 million; and numerous international friends and partners across five continents.

Vietnam consistently adheres to its principles and viewpoints on independence, self-reliance, self-strength, multilateralism, diversification, and peace, cooperation, and development. Vietnam supports the multilateral trading system and the central role of the World Trade Organization (WTO); and believes in the value of free trade, connectivity, and international integration.

Vietnam will participate responsibly and make positive contributions to world politics, the global economy, and human civilization in the spirit that Vietnam is a friend, a reliable partner, and an active and responsible member of the international community.

Vietnam's strong development will open up many new opportunities for both domestic and international businesses in fields ranging from trade, industry, agriculture, and tourism to infrastructure, logistics, and high-tech sectors. On this basis, we will create a solid foundation for the country to enter a new era, an era of striving to become a wealthy, prosperous nation, and for the people to become increasingly happy and well-off.

This context demands that all levels, sectors, and localities adopt innovative and groundbreaking thinking with high determination, decisive action, and timely, flexible, and effective implementation, guided by the spirit of "daring to think, daring to act, and daring to innovate for the common good"; "what is said must be done, what is committed must be fulfilled; what is done and implemented must be effective." "The Party has directed, the Government has agreed, the National Assembly has consented, and the people have supported, so we should only discuss and act, not retreat."

To achieve these goals, further institutional improvement is the "breakthrough of breakthroughs"; streamlining the apparatus, enhancing effectiveness and efficiency; and simultaneously building strong mechanisms and policies to encourage officials to think boldly, act decisively, and take responsibility for the common good. Accordingly, the Party and State's guidelines and policies must be fully, promptly, and effectively institutionalized, ensuring transparency and fostering development with an innovative mindset of "both strict management and development creation, maximizing resource mobilization for development, and creating new development spaces."

Building institutions and creating a legal framework for the rapid, healthy, and efficient development of various markets (finance, securities, science and technology, startups, innovation, labor , real estate, etc.). The National Assembly acknowledges and highly appreciates the determination, tireless efforts, and effective innovations in the Government's leadership and management; and the decisive involvement of localities. Therefore, despite the country facing many difficulties and challenges, including unforeseen events such as natural disasters and floods, the socio-economic development tasks for 2024 have been basically completed.

The National Assembly requests the Government to promptly and effectively implement its commitments to the National Assembly, voters, and the people nationwide. It should continue to closely monitor the practical situation, enhance its capacity for analysis, forecasting, and timely policy responses, implement effective solutions, and strive to achieve the highest possible completion of the 2025 socio-economic development plan and the goals and targets set forth in the Resolution of the 13th National Congress of the Party.

Entering 2025, a year of great significance in successfully fulfilling the tasks of the 2021-2026 term; in the spirit of Resolution No. 10 of the 13th Central Committee of the Communist Party of Vietnam, which includes the urgent need for restructuring and streamlining the organizational apparatus; and following the important directives of General Secretary To Lam, the National Assembly, the Standing Committee of the National Assembly, and the National Assembly's agencies will continue to strongly and urgently innovate, reorganize and consolidate the organizational apparatus to be "lean, efficient, and strong," enhance the effectiveness and efficiency of operations, and restructure the staff to have sufficient qualities and capabilities commensurate with the tasks.
