Over 60 years of construction and development, the Party Committee of the Provincial Agencies Bloc has fostered a spirit of unity and solidarity, overcoming all difficulties and challenges, focusing on leading and directing grassroots party organizations within the bloc to successfully fulfill political tasks, linking Party building with the building of strong agencies and mass organizations, and actively advising the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to successfully implement the cause of protecting and building a prosperous, civilized, and modern Quang Ninh province. On the occasion of the 60th anniversary of the establishment of the Party Committee of the Provincial Agencies Bloc, a reporter from the Provincial Media Center interviewed Comrade Nguyen Thi Vinh, Secretary of the Party Committee of the Provincial Agencies Bloc.

- Could you please tell us a little about the Party Committee of the Provincial Agencies Bloc?

The Party Committee of the Provincial Agencies Bloc, formerly the Party Committee of the Provincial Civil and Political Agencies, was established by a decision of the Standing Committee on September 4, 1964, based on the merger of three Party Committees: the Civil and Political Agencies (DCĐ), the Government, and the Bai Chay area. Upon its establishment, the Party Committee had 51 subordinate branches and party committees with 1,095 party members. Under the leadership of the Party Committee, the DCĐ branches and party committees of the provincial agencies provided effective advice to the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee in leading the fight against the US, protecting the sea and airspace, and developing the economy and society.

During the period from 1966 to 1985, the Party Committee of the Provincial Party Committee faced numerous difficulties. There were times when the Party Committee had to be dissolved and operate regionally to suit the evacuation areas and wartime tasks. However, the entire Party Committee always upheld a spirit of responsibility, dedication, and dynamism in carrying out political tasks, promptly serving the leadership of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee in successfully implementing political, economic, and social tasks during this fierce and challenging period.

In response to the demands of Party building in the new situation, on December 22, 1985, the Party Committee of the Provincial Party Committee's Office was re-established on the basis of merging three Party committees of agencies directly under the Provincial Party Committee. The Trade Union and Youth Union of the three agencies were also merged according to the Party organization.

As the country enters a new stage of development, pursuing the goal of a prosperous people, a strong nation, and a just, democratic, and civilized society, the Party Committee of the bloc continues to promote the spirit of unity, cohesion, flexibility, and innovation in leading and directing Party branches and members to effectively advise and implement political tasks, making a significant contribution to political stability, socio-economic development, and maintaining security and defense of the province.

- Throughout its development, how has the Party Committee of the Provincial Agencies Bloc played its role in building grassroots party organizations?

Throughout its 60-year history of establishment and development, the Party Committee of the Provincial Agencies Bloc has repeatedly restructured and reorganized its organization with different names to suit the political tasks of each historical period. On January 29, 2013, the Standing Committee of the Provincial Party Committee issued a Decision to rename the Party Committee of the Provincial Civil and Political Agencies to the Party Committee of the Provincial Agencies Bloc of Quang Ninh Province. Currently, the Party Committee of the Bloc has 63 affiliated grassroots party organizations, including 39 party committees and 24 grassroots party branches, with over 4,500 party members in provincial-level agencies, departments, the Fatherland Front, mass organizations, and some economic units and enterprises.

Given its unique functions and responsibilities as a Party organization, the Party Committee of the Bloc has consistently emphasized that Party building must be closely linked to the implementation of political and professional tasks within its agencies and units. The results of fulfilling political and professional tasks serve as the basis for evaluating Party building work, as well as the results of implementing directives and resolutions from the Central Committee and the province. Party building in terms of politics, ideology, and ethics has been strengthened and innovated, contributing to unity within Party organizations and among all cadres, Party members, civil servants, and employees of the Party Committee of the Bloc. Political theory education has been intensified: From 2020 to July 2024, the Party Committee organized 33 training courses on Party awareness for 2,327 outstanding individuals and political theory training for new Party members. The Party Committee and Party committees at all levels have paid attention to the work of developing new Party members: Since the beginning of the term, 794 new Party members have been admitted, with an average annual rate of 3.84%, exceeding the target set by the Resolution of the 9th Party Congress.

Party organizations throughout the Party Committee of the Bloc have clearly identified key priorities through coordination with professional leaders to guide cadres and party members in agencies and units to advise on the development and implementation of specialized projects and resolutions, creating many positive changes in Party building: Developing, implementing, and completing 15 resolutions, projects, and plans of Quang Ninh province in accordance with the spirit of the Resolution of the 15th Provincial Party Congress. Completing 7 long-term strategic plans; successfully implementing 3 strategic breakthroughs of the Resolutions of the 12th and 13th National Party Congresses. Creating a breakthrough in the province's socio-economic infrastructure development and administrative reform. The people's lives have continuously improved. Quang Ninh has consistently maintained double-digit economic growth for 9 consecutive years from 2015-2023. For six consecutive years (2017-2022), Quang Ninh held the top position in the PCI Index; in 2022, Quang Ninh set a record as the only locality in the country to simultaneously lead all four important indicators reflecting administrative reform and improvement of the investment and business environment.

- What tasks will the Party Committee of the Provincial Agencies Bloc focus on in the coming period, Comrade?

+ In the coming period, the Party Committee will continue to thoroughly understand, disseminate, and effectively implement the directives, resolutions, and conclusions of the Central Committee and the province; improve the quality of political and ideological education; strengthen the political theory training of the Party Committee; link political theory education with legal education, revolutionary ethics education, and the building of cultural standards for cadres and civil servants; and culture within agencies and organizations.

The Party Committee also focused on improving the quality of grassroots Party organizations, with an emphasis on building "Four-Good Party Branches and Four-Good Grassroots Party Committees"; continuing administrative reforms, applying information technology, and innovating the working methods, styles, and practices of Party committees and organizations at all levels; and promoting the recruitment of new Party members, ensuring both quality and quantity.

At the same time, it is necessary to raise awareness and responsibility among Party committees, Party secretaries, and Party organizations in information and propaganda work, and to effectively carry out Party inspection, supervision, and disciplinary enforcement.

The Party Committee will also direct Party committees at all levels to closely coordinate with professional leaders to effectively implement the political and professional tasks of agencies, units, and sectors, contributing to the successful fulfillment of the overall political tasks in the province.
