Implementing the goals and targets set forth in the Resolution of the 3rd Congress of Ethnic Minorities of Quang Ninh Province in 2019, with the attention, investment, and support from the Central Government, the close and decisive leadership and direction of the Party committees and authorities, and the consensus and participation of the people, the ethnic minority areas of the province have achieved significant progress.   Significant progress has been made in many areas. Ethnic policies have been implemented promptly, giving people more motivation to strive for economic development, alleviate poverty, and build a prosperous and happy life.

The provincial Party Committee and government have always given special attention and prioritized investment in socio-economic development, improving the material and spiritual lives of people in ethnic minority areas, mountainous regions, border areas, and islands; and caring for and strengthening national unity. The investment and support from central, provincial, and local policies and projects have empowered ethnic minorities in the province to uphold their tradition of solidarity, strive to overcome difficulties and challenges, and make significant contributions to the construction and protection of their homeland.

Notably, the implementation of three national target programs (sustainable poverty reduction; new rural development; socio-economic development in ethnic minority and mountainous areas) and the overall plan, linked with the implementation of Resolution 06-NQ/TU of the Provincial Party Committee, has created a combined strength of resources to promote comprehensive development in ethnic minority and mountainous areas. The provincial budget allocated over 4,000 billion VND to support the socio-economic development program for ethnic minority, mountainous, border, and island areas during the 2021-2024 period, 2.26 times more than the 2016-2020 period, represents a crucial resource for the comprehensive development of the lives of ethnic minorities in the province.

Binh Lieu district is stepping up efforts to improve infrastructure to help ethnic minority communities develop their economy and increase their income.

Thanks to the attention and care of all levels of government, the ethnic minority areas in the province have seen increasing prosperity in recent years. A new life is emerging in every home and every village; the face of the mountainous countryside is changing day by day. Roads have been asphalted and concreted to reach even the most remote villages in ethnic minority areas.

Over the past five years, the province has completed 13 out of 15 key transportation projects in ethnic minority, mountainous, border, and island areas. The electricity system has been improved and upgraded, with 100% of households in ethnic minority and mountainous areas now having access to the national power grid; 99% of rural households in ethnic minority and mountainous areas have access to clean water; 100% of villages and hamlets have built cultural centers; 100% of villages and hamlets in ethnic minority areas have cultural centers; and 100% of communes have sports centers or training grounds…

Over the past five years, hundreds of organizations, households, individuals, and ethnic minority communities have received support in the form of land and forest allocation totaling over 275,000 hectares to develop production and increase income. Ethnic minorities have also received poverty reduction loans totaling approximately 300 billion VND. This has fostered a sense of self-reliance and self-improvement, enhancing the quality of life for ethnic minority people in the province.

The average per capita income in ethnic minority, mountainous, border, and island areas of the province has increased from VND 32.62 million/person (2020) to VND 73.348 million/person (2023). By the end of 2023, Quang Ninh no longer had any poor households according to the central government's poverty standard. The province proactively raised the poverty line by 1.4 times compared to the central government's poverty standard in terms of income criteria. More and more successful models and bright spots in agricultural and forestry production are emerging in the province; ecotourism and community tourism models in ethnic minority areas such as Tien Yen, Binh Lieu, Ha Long... are developing strongly.

Mr. An Van Thanh (Dong Dang village, Son Duong commune, Ha Long city) shared: "Thanks to the attention and support of the local authorities, from the model guava orchard, I and the villagers have developed a community-based experiential tourism service model. Especially since the village's transportation infrastructure has been improved and expanded, everyone has borrowed capital to invest in expanding the model, aiming to attract more tourists to experience it. In 2024, my family will also expand the lotus pond model and will soon organize a booth to display local OCOP products such as Hoanh Bo guava, braised pork belly, etc., to promote them to tourists. Currently, my family's average income is about 300 million VND per year."

To help people settle down, in 2023, the entire province provided support for the construction and repair of houses to 441 households, including 66 households in ethnic minority, mountainous, border, and island areas, with a total funding of nearly 33 billion VND from social contributions. In particular, after Typhoon No. 3 (Yagi), thousands of households, mostly ethnic minority communities, suffered damage from the natural disaster and are continuing to receive support from the province for house construction and repair.

In addition, children of ethnic minorities are able to study in new, high-quality, spacious, and modern schools such as: Binh Lieu High School, Tinh Huc Primary School (Binh Lieu); Quang La Secondary and High School (Ha Long City), Ba Che Ethnic Boarding School... Ethnic minority students in the province also benefit from a series of preferential education policies, such as: tuition fee exemption, dormitory support, priority in attracting ethnic minority students to study at Ha Long University, Quang Ninh Vietnam-Korea College, Quang Ninh Medical College; reward policies for ethnic minority students who win awards...

Each year, preschool and high school students in villages and communes no longer classified as particularly disadvantaged in the province receive financial support for boarding meals and summer school programs, totaling approximately 31.3 billion VND. The quality of education in ethnic minority areas is steadily improving. The average percentage of ethnic minority students admitted to universities and colleges according to their preferences is 90%; the high school graduation rate is 99%. Throughout the province, 411 ethnic minority students have won awards in provincial-level student competitions; and one student has won an award in the national-level student competition.

Furthermore, the traditional cultural identity of ethnic groups is given special attention in preservation and promotion; the quality of education and healthcare for the people is constantly improving. The grassroots political system is strengthened, and the training and development of ethnic minority cadres and civil servants are prioritized to meet requirements. To date, 100% of villages and hamlets in ethnic minority areas have Party branches and socio-political organizations. In the last three years, the entire province has consolidated 48 Party branches and 32 social organizations and associations in border and island communes and wards, ensuring their orderly and effective operation.

Political security, social order and safety, and national border sovereignty in ethnic minority areas are always maintained. Ethnic minorities actively participate in the "All People Protect National Security" movement, building "Grassroots Security" models, contributing to consolidating grassroots security in remote areas, ethnic minority regions, mountainous areas, border areas, and islands, and firmly protecting national border sovereignty...

The Head of the Provincial Ethnic Affairs Committee, Luc Thanh Chung, affirmed: Over the past five years, the entire political system of the province has always strived and been determined to elevate the ethnic minority areas to a new level to meet the requirements of sustainable development of the province and the country. With the concerted efforts of the entire political system, along with the aspirations and self-reliance of the ethnic minorities in the province, the goals and targets in the Resolution of the 3rd Congress of Ethnic Minorities of Quang Ninh Province have been comprehensively achieved in the economic, cultural, and social fields. This has contributed to gradually realizing the goal of "building a culture rich in Quang Ninh's identity while rapidly narrowing the gap between rich and poor and regional disparities in the province"; strengthening national unity. At the same time, it has further strengthened the confidence of ethnic minorities in the Party and the State, towards the goal of a prosperous people, a strong nation, democracy, fairness, and civilization.

The successes achieved in implementing the Resolution of the 3rd Provincial Congress of Ethnic Minorities clearly reflect the effectiveness of ethnic programs and policies, further strengthening people's trust in the leadership of the Party and State, and maintaining the unity of ethnic groups. This will be the foundation and driving force for the rapid and sustainable development of ethnic minority areas, mountainous regions, border areas, and islands in particular, and Quang Ninh province in general, in the coming period .
