On September 22, Minister of Education and Training Nguyen Kim Son chaired the third quarter 2023 meeting of the Steering Committee for Administrative Reform and the Steering Committee for Digital Transformation of the Ministry of Education and Training .

According to the report on the results of administrative reform work in the first nine months of 2023, units under the Ministry of Education and Training focused on implementing tasks according to the 2023 Administrative Reform Plan and the contents as required by the Government's Steering Committee for Administrative Reform. Accordingly, many tasks assigned by the Government and the Prime Minister have been reviewed and integrated with the ongoing work of the Ministry and the education sector. Units under the Ministry of Education and Training have advised, organized the implementation, and completed many key tasks.
Specifically, the Ministry of Education and Training conducted thematic reviews as requested by the Ministry of Justice, the Ministry of Public Security, and the Government Office , and organized the amendment and supplementation of legal documents to serve the implementation of the Prime Minister's Project 06. In addition, the Minister of Education and Training issued a Directive on rectifying the implementation of regulations related to the abolition of paper household registration books and temporary residence books when carrying out administrative procedures and public services in the education sector.
The Minister of Education and Training has also issued a decision approving the Project on Measuring Public Satisfaction with Public Education Services. The project aims to measure the level of public satisfaction with public education services in order to scientifically, transparently, and objectively assess the quality of services provided by public educational institutions. Based on the assessment results, management agencies and educational institutions can understand the needs and desires of the people to provide services and develop solutions to improve service quality, thereby meeting the satisfaction and interests of the people.
Regarding the implementation of digital transformation in education, key tasks in the first nine months of 2023 were completed on schedule and with quality. Specifically: The assigned tasks in the Project on developing data applications on population, identification and electronic authentication to serve the national digital transformation in the period 2022-2025, with a vision to 2030 (Project 06) were completed; the task of applying information technology and digital transformation to serve the 2023 high school graduation exam and university entrance examination was completed; and the construction and operation of a nationwide database system for higher education was implemented.
The education sector has also built a database of students' residency history, providing online services for searching and verifying students' residency history online to accurately identify priority areas, eliminating the need for physical residency certificates as before.
Furthermore, the digital transformation and implementation of e-government at the Ministry of Education and Training are ensured to be secure and safe in cyberspace, contributing to the management and handling of administrative procedures within the Ministry.
During the meeting, Deputy Minister of Education and Training Hoang Minh Son emphasized that the implementation of administrative reform and digital transformation in education needs to be focused and targeted, not spread too thinly; tasks with a significant impact on society should be prioritized. The Deputy Minister requested that relevant units continue to improve the sector's database, ensuring it is interconnected with the national database; so that the integrated and connected databases bring practical benefits to the management and operation process.
Concluding the meeting, Minister Nguyen Kim Son highly appreciated the results achieved in administrative reform and digital transformation of the Ministry of Education and Training. In particular, the improvements in the registration for the high school graduation exam and university entrance exam in 2023 have greatly facilitated candidates.
The Minister emphasized the importance of ensuring security and safety in cyberspace; and requested relevant units to research and promptly issue guidelines on the use of artificial intelligence (AI) in educational institutions, and to research and propose the establishment of a virtual university model.
The Minister requested that members of the Steering Committee for Administrative Reform and the Steering Committee for Digital Transformation of the Ministry of Education and Training continue to direct the implementation of tasks for the fourth quarter of 2023. In particular, attention should be paid to accelerating the progress and improving the quality of document issuance.
