
At the People's Committee of Bat Xat town (Bat Xat district), whenever citizens come to complete administrative procedures, town officials have to spend time guiding them step-by-step, assisting them in filling out all the necessary information on the public service portal. Mr. Nguyen Van Hanh, Chairman of the People's Committee of Bat Xat town, said that the difficulties the locality faces in implementing online public services are the low educational level of a segment of the population, many of whom have little exposure to information technology, do not know how to use computers or the internet, and do not have smartphones… therefore, they cannot complete procedures online.
Therefore, civil servants at the one-stop service center often have to spend time assisting residents with entering information into application forms, affecting other work. To address this difficulty, the only solution for the locality is to intensify the dissemination of information about digital transformation to each residential area.

Coc Leu Ward, Lao Cai City, is highly regarded for its implementation of online public services, with 100% of procedures received and processed online. Ms. Bui Thi Phuong Thao, Chairwoman of the People's Committee of Coc Leu Ward, stated that in the coming time, the ward will continue to modernize its administrative system, effectively utilize document and work file management software, and strengthen the application of information technology in the reception and results delivery department.
The promotion of online public services has received special attention from the Party Committee and the government of Lao Cai city, aiming towards building a digital government. In the first three months of 2024, the People's Committee of Lao Cai city and its communes and wards received and processed 9,070 out of 9,493 online applications, achieving 95.5%; and processed online payments for 7,563 out of 8,890 applications requiring financial obligations, achieving 85%.
Despite the achievements, the provision of online public services by state agencies in the city still faces certain limitations, such as: In some areas, especially in rural communes, people are unaware of online public services, and the majority still prefer to go directly to state agencies for guidance on administrative procedures; the level of public awareness and access to information technology equipment is limited, leading to difficulties in accessing online public services; public services are sometimes faulty, requiring people to perform the service multiple times, which discourages people from using online public services…


Mr. Ngo Vu Quoc, Vice Chairman of the People's Committee of Lao Cai City, said that to contribute to improving the effectiveness of online public services in the area, the city has implemented several solutions including: Strengthening propaganda and raising awareness about online public services so that people and businesses better understand the benefits of using online public services. Promoting the review and public disclosure of administrative procedures in providing online public services. Standardizing and building specific criteria to identify administrative procedures that can be provided online. Improving the interface of the public service portal towards simplicity, convenience, and ease of operation for performing administrative procedures. Especially, building and maintaining the operation of the electronic information portal of the commune-level government and social media pages (such as Zalo, Facebook, etc.) of the commune-level People's Committee to enhance interaction and guide the provision of online public services to organizations and individuals…
As of early 2024, the number of fully online public services updated on the province's public service portal was 1,323; the rate of online applications reached 44.48%; and the rate of administrative procedures configured for online payment reached 100%.
From January 1st, 2024 to June 30th, 2024, Lao Cai province will pilot the implementation of 35 online public services that will no longer accept paper documents (full-process public services) throughout the province. These full-process public services include: 29 procedures at the provincial level; 4 procedures at the district level; and 2 procedures at the commune level.
The Provincial People's Committee has also issued Plan No. 132/KH-UBND on promoting the effective provision and use of online public services in the province in 2024. The goal is to strengthen guidance and promote the effective provision and use of online public services and other utilities on the province's Public Service Portal system, aiming to increase the volume of online public service transactions and online payments in the handling of administrative procedures.
The Provincial People's Committee directed that coordination among departments, agencies, and localities should be strengthened in providing online public services to citizens and businesses; increasing the number of administrative procedures processed online, and completing the targets for providing and using online public services in the province, especially the full-process online public services implemented on a pilot basis without accepting paper documents.
