Promote urban and infrastructure development.

In implementing Resolution No. 01 of the Provincial Party Committee on double-digit economic growth for the period 2025-2030, the Provincial People's Committee has issued a plan for implementation in the urban and construction sectors, identifying this as one of the important pillars to promote rapid and sustainable economic growth of the province in the coming time.

The goal is to achieve an urbanization rate of approximately 70%.

According to Comrade Tran Hoa Nam, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, the issuance of the plan to implement Resolution No. 01 in the field of urban development and construction is of paramount importance. From this, key tasks can be identified and specific responsibilities assigned to departments, agencies, and localities in implementing the resolution; ensuring the principle of "6 clear points" (clear person, clear task, clear time, clear responsibility, clear product, clear authority) with the determination to promote socio-economic development and realize the goal of building Khanh Hoa into a centrally-governed city and a high-growth pole of the country.

According to the plan, the province aims to maintain a high GRDP growth rate for the construction sector during the 2026-2030 period, with an average growth rate of over 122% per year. By 2030, the urbanization rate of the entire province is expected to reach approximately 70%, contributing to expanding development space, increasing budget revenue, and improving the quality of urban life; 100% of the urban population will have access to clean water through a centralized water supply system. Real estate business activities are oriented towards stable and healthy development, becoming one of the driving forces of economic growth. These indicators are monitored and evaluated annually by the Department of Construction, the Department of Finance, and the provincial statistics agency.

One of the key tasks identified is perfecting the planning system. In 2026, the province will focus on developing the provincial plan, the Khanh Hoa urban master plan until 2050, with a vision to 2070; completing the coverage of urban and rural planning throughout the province. Simultaneously, it will implement a project to digitize and publicly disclose construction planning data, creating a foundation for modern and transparent urban management. Alongside this, it will develop and issue the province's Smart City Project in 2026, linking it with the application of digital technology and artificial intelligence in urban management and operation, serving citizens and businesses.

Focus on investing in infrastructure.

The plan also emphasizes the development of a comprehensive and modern urban infrastructure, adhering to green and civilized urban standards for key cities such as Nha Trang, Cam Ranh, and Phan Rang.

According to the head of the Department of Construction, the province is focusing on investing in key transportation routes in areas with advantages for attracting investment; at the same time, effectively exploiting land on both sides of the roads to regenerate financial resources, serving the reinvestment in urban infrastructure, industrial zones and clusters. Along with public investment, the province is strengthening the attraction of socialized resources, issuing transparent criteria in auctions and bidding to select investors for urban development and commercial housing projects.

To concretize these goals, the plan outlines more than 20 key tasks to be implemented from now until 2030. Accordingly, the province will issue the Provincial Urban Development Program for the period 2026-2030; the Housing Development Program and Plan; a handbook guiding people to access social housing; and a plan to implement the Project to build at least 1 million social housing units in the province. In particular, the province will focus on completing the criteria for a Type I urban area, striving to have at least 50% of its wards reach the level of a Type II urban area; and developing Phan Rang ward and neighboring wards into a core urban area in the southern part of the province.

The province has also identified several large-scale, dynamic infrastructure projects that will be prioritized for investment until 2030. Notable among these are inter-regional transportation projects such as: the Khanh Hoa - Buon Ma Thuot expressway, the Nha Trang - Da Lat expressway, the coastal road connecting Cam Ranh to Southern Khanh Hoa, and routes connecting the Ca Na seaport to the Southern Central Highlands. In addition, aviation, railway, seaport, and logistics infrastructure projects such as: upgrading Cam Ranh International Airport, investing in Van Phong airport, the Ca Na general and inland port, and the high-speed railway line from Ho Chi Minh City to Nha Trang... are expected to expand development space, strengthen regional linkages, and enhance the competitiveness of the province's economy.

With specific targets, a clear list of tasks, and prioritized strategic infrastructure projects, the province demonstrates strong political determination in making urban development and construction the main drivers of growth. This is considered a crucial foundation for the province to realize its double-digit economic growth target, aiming for rapid, sustainable, and modern development in the new phase.
