
At the conference, Lieutenant Colonel Phan Hong Hai, Deputy Head of the Administrative Police Department for Social Order, Can Tho City Police, clearly outlined the purpose, requirements, implementation content, and the role of police units and localities in organizing and implementing the Campaign.
In addition to the achievements, the conference frankly acknowledged the shortcomings and limitations, clearly identifying the subjective and objective causes and proposing solutions to overcome them, ensuring the completion of the Campaign's objectives.
The conference identified three options for issuing electronic identification accounts to citizens aged 6 to under 14; issuing electronic identification accounts to citizens aged 14 and above; and defining responsibilities in the implementation process.
Some proposed solutions include close coordination with educational institutions, promoting awareness and encouraging parents to bring their children to locations for electronic identity card issuance; strengthening communication about the benefits of level 2 electronic identity accounts in handling administrative procedures, online public services, and electronic transactions; and establishing working groups to support people in installing and activating electronic identity accounts and integrating documents into the VNeID application.
The commune/ward police proactively advise local Party committees and authorities to mobilize departments, agencies, and mass organizations to coordinate and support the work of issuing identity cards and electronic identification accounts to citizens, ensuring that the targets are met according to the assigned schedule.
Activating and integrating information and data on VNeID level 2, especially for citizens aged 6 and above, is identified as a foundation for the comprehensive and in-depth development of digital citizens and promoting national digital transformation, contributing to the achievement of the goals of Resolution 57-NQ/TW of the Politburo on the development of science and technology, innovation and digital transformation.

Concluding the conference, Colonel Nguyen Thanh Binh, Deputy Director of the Can Tho City Police, requested that the heads of police units and localities promote exemplary roles and mobilize the combined strength of all levels and sectors, especially requiring the heads of units to directly lead and take the lead in mobilizing, disseminating information, and guiding people to install and use the VNeID application.
Colonel Nguyen Thanh Binh emphasized that the implementation must be synchronized and unified from the city level to the commune level; the form of propaganda must be appropriate for each locality and target group, with a focus on key areas. Tasks must be linked to a mechanism for monitoring, supervision, and evaluation using specific results and data.
The Deputy Director of the Can Tho City Police Department expressed confidence that, with the highest political determination and a spirit of dedicated service to the people, the police forces of all units and localities will successfully implement the Campaign, contributing to the development of science and technology, innovation, and digital transformation in the city.
The campaign "60 days and nights guiding people to activate and integrate information and data on VNeID level 2" contributes to promoting the development of digital citizens in Can Tho city and will be implemented until June 30, 2026.
The campaign aims to maintain a level 2 electronic identification rate of 80% or higher among eligible individuals aged 14 and above; and to ensure that 100% of citizens aged 6 to 14 who are registered as permanent or temporary residents in eligible areas have their level 2 electronic identification accounts activated.
In addition, 100% of citizens with level 2 electronic identification accounts are integrated with social security accounts; 100% of citizens with level 2 electronic identification accounts have their health managed using the Electronic Health Book on VNeID; and 100% of citizens who have activated level 2 electronic identification accounts must integrate social insurance and health insurance information onto VNeID.
