Implementing democracy at the grassroots level is a method of promoting the people's right to self-governance, enabling citizens, officials, civil servants, and workers to be informed and express their will, aspirations, and opinions through discussion, participation in decision-making, and inspection and supervision of issues at the grassroots level as stipulated by the Constitution and laws.
In line with that spirit, in 2024, Party committees, government agencies, the Fatherland Front, and political and social organizations at all levels in the province continued to pay attention to leading, directing, and organizing the implementation of the Party's guidelines and the State's policies and laws on grassroots democracy; and promptly disseminated and implemented the Law on Grassroots Democracy in the province. As a result, the awareness and responsibility of cadres, Party members, civil servants, employees, and the people regarding the building and implementation of grassroots democracy have been enhanced.
The implementation of grassroots democracy has been comprehensively carried out in the leadership and guidance of Party committees, and in the management and administration of the government, in conjunction with the fulfillment of political tasks at all levels, sectors, localities, agencies, and units throughout the province. The role of the Vietnam Fatherland Front and socio-political organizations in social supervision and criticism has been enhanced, contributing to the care and protection of the legitimate rights and interests of members and the people. The implementation of grassroots democracy in communes, wards, towns, agencies, units, and enterprises has seen positive changes, contributing to the promotion of democracy, creating high consensus among the people, promoting socio -economic development, and improving people's lives.
Besides the positive results, the implementation of grassroots democracy still has some limitations. These include the untimely and inconsistent dissemination and implementation of the Law on Grassroots Democracy and some guiding documents on grassroots democracy in some agencies, units, localities, and enterprises. The issuance of specific documents detailing grassroots democracy implementation in some localities is still slow. The public disclosure of some information related to public investment, planning, and land clearance for project implementation in some localities is still superficial and incomplete. The handling of complaints and denunciations is sometimes slow and inconclusive; the resolution of voters' opinions and recommendations is sometimes protracted. The establishment of trade unions in non-state enterprises is still low compared to the total number of enterprises operating in the province. The amendment and supplementation of internal regulations and rules in enterprises are not timely compared to changes in the law…
To ensure that grassroots democracy in the province becomes increasingly substantive and effective, contributing to socio-economic development and improving people's lives, in the coming period, Party committees, government agencies, the Fatherland Front, and socio-political organizations will continue to disseminate and implement Party and State documents on this important issue, aiming to raise awareness and responsibility among organizations in the political system, especially the heads of Party committees, government agencies, heads of units, enterprises, cadres, Party members, and all strata of the people regarding the implementation of grassroots democracy. Party committees and organizations will lead and direct the concretization of grassroots democracy implementation in their respective areas, focusing on directing grassroots democracy implementation in conjunction with the organization of Party congresses at all levels for the 2025-2030 term.
Government agencies at all levels continue to direct the effective implementation of the Law on Grassroots Democracy and its guiding documents; focusing on openness, democracy, and transparency in management and administration; promoting administrative procedure reform, especially in areas directly related to citizens, organizations, and businesses. Building a team of capable and qualified officials and civil servants to meet requirements and tasks; tightening administrative discipline and order. Strengthening direct exchange and dialogue, proactively understanding the people's situation, and focusing on listening to people's opinions during the implementation of policies and socio-economic development tasks to make timely adjustments and additions to ensure suitability and create consensus among the people. Strictly implementing the procedures for receiving citizens and resolving complaints, petitions, and denunciations according to regulations. Creating favorable conditions for the Vietnam Fatherland Front and socio-political organizations to effectively carry out social supervision and criticism. Improve the quality and effectiveness of the "People-Friendly Government for Serving the People" model at the district and commune levels; and simultaneously implement the "People-Friendly Public Office for Serving the People" model.
