Proactively prevent and fight crime
According to the National Steering Committee for Combating Trafficking, Trafficking and Illicit Trafficking (National Steering Committee 389), in the first 6 months of the year, Steering Committee 389 in localities proactively performed well in leading, directing and requesting units and forces to proactively carry out the work of combating Trafficking, Trafficking and Illicit Trafficking. The work of exchanging, sharing information and coordinating the fight brought high efficiency; information and propaganda were widely disseminated to many fields, localities and subjects.
Accordingly, the whole country detected and handled more than 64,000 cases of tax fraud, trade fraud, and intellectual property infringement, down 2.82% over the same period in 2023; collected more than 6,000 billion VND for the budget, down 7.53%. Of the total cases above, there were 55,133 cases of trade fraud and tax fraud; 3,010 cases of intellectual property infringement, down 9.7% and up 8.55% over the same period in 2023; 650 cases were prosecuted with 1,912 subjects, down 44.25% in the number of cases and down 18.82% in the number of subjects.
In Vinh Long, implementing Plan No. 92 of the National Steering Committee 389 on strengthening the fight against illegal trade, counterfeiting and piracy on border routes, sea areas and inland areas, from September 15, 2022 to May 15, 2024, Vinh Long province organized inspections and examinations of 18,057 cases, thereby handling 1,980 cases with a total fine of 116.4 billion VND.
In addition, in the fight against counterfeiting and infringement of intellectual property rights in e-commerce and traditional trade activities, in 2023, Vinh Long province inspected and examined 10,351 cases, discovered 36 counterfeiting violations with a total fine of nearly 1.1 billion VND; of which the value of destroyed goods was 557 million VND, mainly fake fertilizers, fake micronutrient supplements, and packaged foods.
According to the assessment of the National Steering Committee 389, in recent times, there have been a number of new methods and tricks emerging. Specifically, such as taking advantage of undeclared import and export activities, falsely declaring the name and type of goods, falsely declaring the actual quantity of goods, falsely declaring the content of the mixture, under-declaring the value of the shipment, the route of the shipment, and mixing in official import and export goods that do not meet the conditions of standards and regulations.
Or the act of taking advantage of the State's open policy on business establishment, the subject registers to establish many different companies (in the form of "ghost" companies) but does not organize production, business, and services as registered in the business registration certificate but illegally sells a large number of value-added invoices to organizations and individuals to illegally gain large amounts of money.
In particular, taking advantage of terrain, weather, and complex factors at sea, attaching GPS devices, releasing large quantities of drugs (cocaine) originating from the Americas and Europe drifting to the coast of Vietnam; taking advantage of commercial banks to illegally transport currency across the border by giving or donating savings books...
Improve capacity, ethics and responsibility of staff
At the online meeting to evaluate the fight against smuggling, illegal trade and counterfeiting in the first 6 months of the year and deploy tasks for the last 6 months of 2024 of the National Steering Committee 389, which was recently held, delegates focused on clarifying methods, tricks and difficulties in fighting and preventing activities of taking advantage of e-commerce, import and export of goods for business, smuggling, illegal transportation of goods, prohibited goods, smuggled goods, goods of unknown origin; illegal purchase and sale of invoices; production and sale of counterfeit goods and counterfeit goods in craft villages.
Many delegates mentioned the current situation as well as the methods and tricks that subjects often take advantage of to violate... From there, they exchanged lessons learned, proposed recommendations, solutions to combat, prevent, and improve the effectiveness of combating BL, GLTM and HG in the coming time.

The number of cases detected and handled is not commensurate with reality and requirements; the detection and handling techniques in some areas such as e-commerce and copyright infringement are not really mastered; there are more and more sophisticated tricks, digital technology applications, taking advantage of gaps in the legal corridor for managing e-commerce activities. Drug crimes are still a burning issue with unpredictable consequences...
