Implement resolutions resolutely and synchronously
Immediately after the 1st Congress of the Party Committee of the special zone, term 2025-2030, the Party Executive Committee and the Standing Committee of the Party Committee of the special zone focused on innovating leadership methods and improving working style. The direction was carried out in the direction of clearly defining people and tasks, ensuring the comprehensiveness of the Party Committee, while promoting the responsibility and initiative of the leader. Working regulations, key work programs and assignment of tasks to each member of the Party Standing Committee and the Party Executive Committee were systematically developed, linking responsibility to each field. The exemplary role of cadres and party members, especially leaders, was seriously implemented in socio-economic development, ensuring national defense and security, building a clean and strong Party and political system.
According to Party Secretary and Chairman of the People's Committee of Con Co Special Zone Tran Xuan Anh, the key objective of this term is to realize the resolution targets, develop Con Co economically , especially eco-tourism, while maintaining national defense and security and protecting the marine ecosystem. The work of leadership, inspection, supervision and evaluation of cadres is carried out based on task effectiveness, creating a solid foundation for socio-economic development and ecological environment protection.

The Party Committee of the special zone concretizes the resolution through socio-economic development programs and projects; promotes the integration of Con Co planning into Quang Tri province's planning for the 2021-2030 period, with a vision to 2050, to expand development space. Many key projects such as anti-erosion embankments, centralized water supply systems, upgrading traffic infrastructure, cultural, sports, health, and educational institutions are given priority for investment, contributing to changing the island's appearance towards a spacious, green, clean, and beautiful one.
These efforts create an important foundation for Con Co to maximize its natural potential, especially in developing ecotourism.
Focus on exploiting the potential of special economic zones
Con Co is famous for its more than 70% primeval forest area and almost intact 3-layer tropical forest ecosystem, becoming an attractive destination for tourists to explore the beauty of the forest in the middle of the ocean. The diverse marine ecosystem and cultural-historical works such as the Traditional House, the Memorial to the Fallen Soldiers, the nearly 40m high national flagpole and the 78.2m high lighthouse, contribute to honoring historical values and raising awareness of protecting sovereignty.
The main source of income for the people today comes from fishing and tourism services. The annual seafood output is about 15 tons; vegetables, tubers, and fruits 20-25 tons; and meat 20-25 tons, meeting the needs of daily life and tourism services. The whole island currently has 24 households with 96 people, the poverty rate is currently 12.5%. Electricity, water, and communication systems are invested synchronously. The natural area of the island is 230.39 hectares. The total social investment capital in the period of 2020-2025 is more than 268,994 million VND, not including national defense projects.
To develop the marine economy, Con Co special zone has increased training, coaching, and application of science and technology for officials and people. Research topics such as the production of herbal tea Gynostemma pentaphyllum and the conservation of giant sawtooth oysters have been deployed. The plan to manage, protect, and reasonably exploit the values of nature, environment, biodiversity, and culture has also been implemented according to Resolution No. 36-NQ/TW, dated October 22, 2018 of the Party Central Committee.

Tourism activities on the island are increasingly developing. From 2020 to now, there have been 41,334 visitors, an increase of 140.9% compared to the period 2015-2020. Tourism infrastructure has been upgraded synchronously, meeting the increasing needs of tourists.
Party Secretary and Chairman of the Special Zone People's Committee Tran Xuan Anh added that in the 2025-2030 period, Con Co will focus all resources to build the island into a strong eco-tourism destination, identifying tourism and services as a key industry; striving to attract 15,000-20,000 visitors per year and achieve revenue of more than 25 billion VND.
The Party Committee of the special zone aims to expand the island area to 3.5-4 km²; upgrade the regional fisheries logistics service area in a dual-use direction; bring national grid electricity to the island; complete tourism infrastructure and develop the private economy. Incentive mechanisms and policies on land, capital and taxes are built to attract investors, forming a tourism chain linking regions inside and outside the province.
Along with that, the special zone promotes digital transformation, builds digital government and digital society; ensures streamlined, effective and efficient operations; exploits the economic-ecological potential of the island. The economic structure shifts towards tourism-services as the main focus, combining agriculture-forestry-fishery in depth, linking industry development with protection of the marine and island environment. Green, circular and sustainable tourism products are focused on, making Con Co a highlight in the Cua Tung-Con Co-Nhat Le tourism triangle.
In the context of the marine economy being identified as the new growth engine of the country, the construction of Con Co into an eco-tourism island has strategic significance for the province. With the right orientation, the synchronous participation of the political system and unique natural potential, Con Co is gradually affirming its position as a unique eco-tourism center of the North Central region, making an important contribution to socio-economic development and protecting national sea and island sovereignty.
