Immediately following the First Party Congress of the Special Administrative Region, for the 2025-2030 term, the Party Committee and the Standing Committee of the Special Administrative Region Party Committee focused on reforming leadership methods and improving working practices. Guidance was implemented with clear responsibilities and tasks, ensuring the comprehensiveness of the Party committee while promoting the responsibility and initiative of the leaders. Working regulations, key work programs, and task assignments for each member of the Standing Committee and the Party Committee were systematically developed, linking responsibility to each area. The exemplary conduct of cadres and Party members, especially leaders, was seriously implemented in socio-economic development, ensuring national defense and security, and building a clean and strong Party and political system.
According to Tran Xuan Anh, Secretary of the Party Committee and Chairman of the People's Committee of Con Co Special Economic Zone, the main objective of this term is to realize the targets of the resolution, develop Con Co strongly in terms of economy , especially ecotourism, while maintaining national defense and security and protecting the marine ecosystem. Leadership, inspection, supervision, and evaluation of officials will be carried out based on task effectiveness, creating a solid foundation for socio-economic development and environmental protection.

The Party Committee of the special zone concretized the resolution through socio-economic development programs and projects; promoting the integration of Con Co Island's planning into Quang Tri province's planning for the period 2021-2030, with a vision to 2050, in order to expand development space. Many key projects such as erosion control embankments, centralized water supply systems, upgrading transportation infrastructure, cultural, sports, health, and educational facilities were prioritized for investment, contributing to changing the island's appearance towards a more modern, green, clean, and beautiful direction.
These efforts lay an important foundation for Con Co Island to maximize its natural potential, especially in the development of ecotourism.
Focus on exploiting the potential of the special economic zone.
Con Co Island stands out with over 70% of its area covered by pristine primary forest and a nearly intact three-tiered tropical forest ecosystem, making it an attractive destination for tourists to explore the beauty of the forest amidst the sea. The diverse marine ecosystem, along with cultural and historical landmarks such as the Traditional House, the Monument to Fallen Soldiers, the nearly 40-meter-high national flag pole, and the 78.2-meter-high lighthouse, contribute to honoring historical values and raising awareness of national sovereignty protection.
The main source of income for the people currently comes from fishing and tourism services. Annual seafood production reaches approximately 15 tons; vegetables and fruits 20-25 tons; and meat 20-25 tons, meeting the needs of daily life and tourism. The island currently has 24 households with 96 people, with a poverty rate of 12.5%. The electricity, water, and communication systems have been comprehensively invested in. The island's natural area is 230.39 hectares. Total social investment capital for the period 2020-2025 reached over 268,994 million VND, not including defense projects.
To develop the marine economy, the Con Co Special Economic Zone is strengthening training and application of science and technology for officials and residents. Research projects such as the production of Gynostemma pentaphyllum herbal tea and the conservation of the giant serrated oyster species are being implemented. A plan for the management, protection, and rational exploitation of natural values, the environment, biodiversity, and culture is also being implemented in accordance with Resolution No. 36-NQ/TW, dated October 22, 2018, of the Central Committee of the Communist Party of Vietnam.

Tourism on the island is increasingly developing. From 2020 to the present, there have been 41,334 visitors, an increase of 140.9% compared to the period 2015-2020. Tourism infrastructure has been upgraded comprehensively, meeting the growing needs of tourists.
According to Tran Xuan Anh, Secretary of the Party Committee and Chairman of the People's Committee of the Special Economic Zone, in the period 2025-2030, Con Co Island will focus all resources on developing the island into a strong ecotourism destination, identifying tourism and services as the key industry; striving to attract 15,000-20,000 visitors annually and achieve revenue of over 25 billion VND.
The Party Committee of the special zone aims to expand the island's area to 3.5-4 km²; upgrade the regional-level fisheries logistics service area towards dual-use; bring the national power grid to the island; complete tourism infrastructure and develop the private economy. Preferential mechanisms and policies regarding land, capital, and taxes are being developed to attract investors and form a tourism linkage chain with regions within and outside the province.
Furthermore, the special zone promotes digital transformation, building a digital government and a digital society; ensuring streamlined, effective, and efficient operations; and making good use of the island's economic and ecological potential. The economic structure shifts towards tourism and services as the main focus, combined with agriculture, forestry, and fisheries in depth, linking industry development with the protection of the marine and island environment. Green, circular, and sustainable tourism products are emphasized, making Con Co Island a highlight in the Cua Tung-Con Co-Nhat Le tourism triangle.
In the context of the marine economy being identified as a new driving force for national growth, developing Con Co Island into an ecotourism destination holds strategic significance for the province. With the right direction, the synchronized involvement of the political system, and its unique natural potential, Con Co Island is gradually asserting its position as a distinctive ecotourism center in the North Central region, making an important contribution to socio-economic development and the protection of national maritime sovereignty.
