Today, June 27th, candidates officially begin the high school graduation exam with the first test, Literature (120 minutes), starting at 7:35 AM. This is also the only essay-based test in this exam. Exam papers are top secret documents before the exam, so their transportation and storage are given special attention. In Hanoi , during inspections of several exam sites, the City Exam Steering Committee noticed that some sites only had one two-door cabinet for exam papers. They reminded these sites to arrange separate cabinets for exam papers and answer sheets, one for each subject. This is to avoid confusion between subjects, for example, using a bag containing math exam papers instead of a literature exam paper.
With the largest number of registered candidates among all localities and accounting for 1/10 of the total number of registered candidates nationwide, the Steering Committee for Examinations at all levels in Hanoi City prioritizes the conditions for organizing a safe and serious examination.
Yesterday, June 26th, the Hanoi Examination Council's exam paper transportation and delivery committee completed the delivery of exam papers to the examination centers. The plan for transporting and delivering exam papers was developed and implemented meticulously, seriously, in accordance with regulations, and with absolute confidentiality, under the supervision of the police force.
The invigilators checked the items candidates brought into the examination room during yesterday's registration process.
Ms. Tran Thi Hai Yen, Principal of Tran Phu High School - Hoan Kiem District, said that at this examination site, the preservation of exam papers and answer sheets is given special attention, ensuring that the cabinets for exam papers and answer sheets are kept separate. Each cabinet has separate compartments to hold exam papers and answer sheets for each examination session; each compartment is clearly labeled with the information of the cabinet containing the exam papers and answer sheets for each session to avoid confusion.
Ms. Nguyen Thu Ha, Vice Chairman of the Hanoi People's Committee and Head of the City's High School Graduation Examination Steering Committee, said that city inspection teams have conducted regular and surprise inspections of all stages of the examination, including the storage of exam papers and answer sheets.
According to Ms. Ha, Hanoi emphasizes the requirement for absolute safety in the storage of exam papers at examination sites, not only in the room containing the exam papers but also in the surrounding area. All items unrelated to the storage of exam papers and answer sheets must be moved out of this area.
For mountainous provinces, transporting and storing exam papers has its own unique characteristics due to potential difficulties along the way (landslides, floods, etc.). Mr. Do Minh Tam, Deputy Director of the Yen Bai Department of Education and Training, said: The exam paper transportation and delivery team consists of 17 officials, with the head being the deputy director of the Department of Education and Training. The provincial exam steering committee has deployed 4 specialized vehicles from the Yen Bai Provincial Police to participate in transporting the exam papers; and to deliver all exam papers to the examination centers at once.
According to Mr. Tam, the exam paper transportation and delivery committee has developed detailed plans and methods for transporting and delivering exam papers to examination centers, as well as contingency plans in case of storms, floods, or landslides.
The Ministry of Education and Training stipulates that the exam paper storage area must have police officers on duty, providing continuous 24-hour security and ensuring fire and explosion prevention. The exam paper storage room must be secure and sturdy; equipped with security cameras to continuously record activities in the room 24 hours a day; have police officers on duty 24 hours a day; and have a deputy head of the examination center, who is from a high school without candidates taking the exam at the examination center, on duty in the room throughout the time the exam papers are stored at the examination center.
DO NOT LOSE ANY CANDIDATE'S EXAM PAPER
Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training and Head of the National Steering Committee for the 2024 High School Graduation Examination, emphasized: "The work of safeguarding exam papers and answer sheets is extremely important. This stage has a clear process, security measures, and participating personnel. The transportation process must be safe, and the delivery to examination boards and testing centers must be extremely thorough and careful. In this stage, a single individual could be an agent affecting the entire examination, so absolute safety must be ensured."
Candidates officially began the 2024 high school graduation exam this morning with the first subject, Literature.
Regarding the importance of safeguarding exam papers, Mr. Thuong stated that in examinations, losing even one candidate's exam paper is something that cannot be compensated for or "helped" in any way.
This year, in the revised and supplemented regulations for the high school graduation exam, the Ministry of Education and Training also clearly stipulates the procedures for safeguarding exam papers. Specifically: "The exam paper storage room, the exam grading room, cabinets, boxes, or other containers holding exam paper bags must be secure, sturdy, locked, and sealed. The seal label must bear the signatures of the key holder, the head of the grading committee, and the police. The keys to the exam paper storage rooms are held by the heads of the grading committees."
The examination paper storage room, the multiple-choice test grading room, the essay test grading room, and the areas where the examination council secretariat and the multiple-choice test grading secretariat work must be equipped with fire and explosion prevention devices; have security cameras monitoring and recording activities in the room continuously 24 hours a day; and have police officers providing continuous 24-hour security and supervision. When opening or closing the examination paper storage room, the test grading room, and the cabinets, boxes, or other containers holding the examination paper bags, the head of the grading committee, the secretary, and the police must be present and fully recorded in the logbook.
Nearly 99% of candidates completed the registration procedures for the exam.
For the 2024 high school graduation exam, a total of 1,071,393 candidates registered nationwide. According to the Ministry of Education and Training, by the end of the registration period on the afternoon of June 26th, a total of 1,060,356 candidates had completed the registration procedures, representing a rate of 98.96%. The number of candidates who did not register was 11,037, accounting for 1.04%. The Ministry of Education and Training stated that those who did not register can continue the process at the beginning of the morning of June 27th.
