The conference aimed to comprehensively evaluate the implementation and results of Decree 162; assess the difficulties and obstacles in the implementation; inadequacies in regimes and policies for individuals and assurance work for Vietnamese organizations participating in UN peacekeeping operations.
The conference also identified specific recommendations and proposals as a basis for the Ministry of Defense to propose to the Prime Minister to amend, supplement or replace Decree 162, in order to ensure regimes and policies for individuals and the public. work to ensure units participating in UN peacekeeping operations, in accordance with the current system of legal documents.
Addressing the conference, Lieutenant General Trinh Van Quyet said that the implementation of Decree 162 basically covers all contents and subjects, meets material living conditions, and provides support to individuals and businesses. However, in the new situation, the process of performing the task has complicated problems, the task requirements are also higher, the conditions in the difficult areas, the environment has many potential risks due to insecurity. , politics, epidemics, armed conflicts, threats to life and mission results. The participating forces are therefore well-selected, have the bravery, skills and qualifications to meet the requirements of independent operation in the international environment. Working conditions require high requirements, the conditions to ensure the force performing the task must also be higher.
Meanwhile, the regimes and policies under Decree 162 still have inadequacies, are not suitable for much higher task requirements, not yet unified among forces, not even with other countries, United Nations peacekeeping forces.
Lieutenant General Trinh Van Quyet requested that, in Decree 162, what is good and still appropriate should continue to be inherited to perform well, what is not suitable needs to be corrected and supplemented to be more appropriate; it is important to agree on regimes and policies among forces throughout the country; find out the problems that are bottlenecks, causing difficulties and obstacles when implementing tasks.
