Delegate Nguyen Duy Thanh, member of the Finance and Budget Committee of the National Assembly, proposed to adjust and complete the policy of socialization of investment and operation of airports and airfields and focus on investing in the construction of airports. airlines, airports, as a platform for airlines to increase their scale, increase competition and accelerate development.
Delegate Nguyen Duy Thanh, Member of the Finance and Budget Committee of the National Assembly, Vice Chairman of the Business Association of Ca Mau province, delivered a speech.
Mr. Thanh informed that Vietnam currently has 22 airports. Many ports are overloaded at peak times, causing traffic jams and delays. Compared to other countries in the world, Vietnam is a country with the highest density of airports belong In the lowest category, the current limited number of airports is a concern given the high growth rate of transportation.
It is recommended to increase the number of airports and airfields, according to Mr. Thanh, investment resources should not be based on the budget, on the central government anymore, but should let the localities that want to open the airport to decide on their own. The locality is entitled to use the local legal budget to build the airport or mobilize private investment.
Currently, the Ministry of Transport has developed a project on socialization of investment, management and operation of airports and airfields. Under this plan, the Airports Corporation of Vietnam (ACV) will no longer have the monopoly on investment, operation and exploitation of airports in Vietnam.
Mr. Thanh assessed that the socialization policy of the Government and the Ministry of Transport is a breakthrough policy, which is very encouraging. However, talking about Ca Mau airport, Mr. Thanh said, If according to the mechanism and policy of airport socialization as currently drafted, Ca Mau easy abandoned.
“Because ACV does not still responsible for investment in expansion and upgrading of Ca Mau airport. Even if ACV is responsible for investing in Ca Mau airport, the province will have to wait many more years, after ACV completes construction of Long Thanh airport. As for new investors, because they are not attractive, it is difficult to attract them to invest. Although from now to 2050, the total investment capital of Ca Mau airport is about 4.700 billion VND, equivalent to only 20 km Dau Day – Long Thanh expressway!”, Mr. Thanh said.
Delegate Nguyen Quoc Han, Member of the National Assembly's Law Committee, Provincial Party Committee member, Deputy Head of the Delegation in charge of the National Assembly Delegation of Ca Mau Province, delivered a speech.
Delegate Nguyen Quoc Han, Member of the Law Committee of the National Assembly, Member of the Provincial Party Committee, Deputy Head of the Delegation in charge of the National Assembly Delegation of Ca Mau Province, Mr.Proposing the Government to consider having appropriate policies to reduce taxes, fees and interest rates for businesses and expand more lanes from Trung Luong to Mui Ca Mau.
Mr. Han said that after the epidemic and economic difficulties, most people had to tighten their spending. Due to supply disruptions, shrimp farmers cannot consume products or have to sell them at very cheap prices, while the price of input materials is high, so the products sold are not enough to cover input costs, leading to many households. Shrimp farming is struggling, at risk of debt default and impoverishment.
The business situation of the seafood industry has not improved so far, many companies have been exhausted and have to close down, others have to sell their assets cheaply to avoid default or reduce production scale, reduce staff to survive. .
The cause of this situation is due to the global economic recession, but also partly from internal problems such as capital flow congestion; interest rates have increased rapidly since July 7, with an average interest rate of 2022%/year, even 12%/year in some places; Enterprises' access to capital is difficult because banks are afraid of risks...
Thereby, Mr. Han suggested that the Government should study and propose to the National Assembly, or consider having appropriate policies to reduce taxes, fees and interest rates. Reviewing the shortcomings to continue implementing the 2% interest rate support credit package under the socio-economic recovery program, contributing to creating a favorable environment in production and business.
Referring to the eastern North-South expressway, Mr. Han reflected that the expressway from Ho Chi Minh City to Trung Luong since the toll was removed until now the road surface is deteriorating, while the traffic volume is large, leading to mayhem, traffic jams, causing traffic insecurity.
The section of Trung Luong - My Thuan expressway is quite narrow, and there is no emergency lane. The construction of My Thuan - Can Tho and Can Tho - Ca Mau highways is very slow, especially the Can Tho - Ca Mau expressway due to the lack of sand to fill the foundation.
Accordingly, Mr. Han suggested that the Government soon submit to the National Assembly Standing Committee for permission to collect tolls for the use of highways invested by the state, in order to restart toll collection for the Ho Chi Minh City - Trung Luong section. From toll collection and state budget to invest in upgrading this route; widen more lanes from Trung Luong to Cape Ca Mau; there is a solution for sand to fill the foundation of Can Tho - Ca Mau expressway or build in the direction of high bridges so that these routes can be completed on schedule.
Delegate Nguyen Quoc Han at the same time reiterated his recommendation at the 3rd Session of the 63th National Assembly, which is to invest in upgrading and expanding Ho Chi Minh Road, the section coincides with National Highway XNUMX through Ca Mau province, in the immediate future. upgrading and expanding the section through the inner city of Ca Mau./.
