In early July, West Ham accepted a £105 million offer from Arsenal, with a payment structure of £100 million upfront and £5 million in add-ons.
SunSport reports that Arsenal's lawyers have yet to sign a contract with Declan Rice, even though personal terms have been agreed and the English midfielder has passed his medical examination.
West Ham's top brass are fed up with Arsenal's protracted transfer process and their inexplicable delays.
To date, the East London club has not made any moves to sign new players as they want to wait until the Declan Rice transfer is finalized.
West Ham are likely to miss out on signing Harvey Barnes from Leicester, amid strong interest from Newcastle. Additionally, they haven't yet made a formal offer to Fulham for Joao Palhinha.
Declan Rice himself is training in Portugal along with several other players such as Bruno Fernandes, Joao Cancelo, and Rafael Leao.
Declan Rice is a top priority for manager Mikel Arteta as he looks to overhaul his midfield. Granit Xhaka has joined Leverkusen, and Thomas Partey's future is uncertain.
Earlier, Arsenal announced the signing of Kai Havertz for £65 million. Jurrien Timber is also on his way to the Emirates Stadium after Arsenal agreed a £34.5 million fee with Ajax.
