New financial destination

Today, January 9th, the Vietnam International Finance Centre in Da Nang City opened its office in Software Park No. 2, marking an important beginning in the city's journey to become a financial destination in the Asia-Pacific region.

The journey of creation

The idea of ​​Da Nang as a financial center emerged in 2019-2020. On January 24, 2019, the Politburo issued Resolution No. 43-NQ/TW on building and developing Da Nang city until 2030, with a vision to 2045. The resolution sets the overall goal of building Da Nang into one of the major socio-economic centers of the country and Southeast Asia.

Immediately after Resolution No. 43-NQ/TW was issued, the Standing Committee of the City Party Committee and the City People's Committee quickly developed an implementation plan. One of the key tasks identified was to develop Da Nang into a regional financial center.

According to representatives from the city's Department of Finance, the process from the initial idea to the Politburo's issuance of Notice No. 47-TB/TW on November 15, 2024, regarding the policy of establishing a regional and international financial center in Vietnam, spanned approximately five years. During this period, the project "Establishing a regional and international financial center in Vietnam" was accelerated and finalized in 2024. To date, Da Nang's persistent efforts have yielded positive results.

On December 21, 2025, the Government announced the establishment of an International Finance Centre in Vietnam; and launched the Executive Council of the International Finance Centre in Vietnam, with the Chairman of the People's Committee of Da Nang City serving as Vice Chairman of the Council. On this occasion, Da Nang also launched the Executive Agency of the International Finance Centre in the city with one chairman and two vice-chairmen; the organizational structure of the unit includes five departments: Office, Membership Department, Technology Department, Legal Department, and Strategy and General Affairs Department.

Mr. Dang Dinh Duc, Permanent Vice Chairman of the International Finance Center Management Agency in Da Nang City, said that the city is coordinating with central ministries and agencies to finalize eight decrees guiding the implementation of Resolution No. 222/2025/QH15 dated June 27, 2025, of the National Assembly on the Vietnam International Finance Center. In addition, the city is consulting with experts and international organizations to guide the development of the Vietnam International Finance Center in Da Nang City, including priority sectors, industries, and products within the center.

Regarding human resources, on January 6, 2026, the Executive Agency of the International Finance Center in Da Nang City issued Plan No. 01/KH-VIFCDN on the selection of labor contracts under the policy of attracting high-quality human resources to work at the Vietnam International Finance Center in Da Nang City.

Ready to operate

Observations at the ICT1 building in Da Nang Software Park No. 2 show that the city is allocating floors 1, 5, and 6, with a total usable area of ​​4,046m2, to serve as the initial headquarters of the International Finance Center. The workspaces of the finance center office are designed to be flexible and multifunctional, meeting the requirements of the management and operational apparatus, while also ensuring essential technical infrastructure conditions such as: information and communication technology systems, meeting rooms, a reception area for partners, and shared workspaces.

Simultaneously, the city is continuing to complete the 20-story building in Software Park No. 2, expected to be finished in the second quarter of 2026, to serve as the permanent headquarters of the International Finance Center in Da Nang, ensuring it is in line with the scale of development, nature of operations, and requirements for international integration in subsequent phases.

During the period 2026-2027, the city will focus on promoting and attracting investment in infrastructure and developing the ecosystem of an international financial center on planned, cleared land areas totaling over 18 hectares.

Mr. Le Son Phong, Deputy Director of the Department of Science and Technology and Vice Chairman of the International Finance Center Management Agency in Da Nang City, informed that the city is investing heavily in information technology infrastructure and innovation with many large projects in 5G telecommunications infrastructure, terrestrial satellites, semiconductors, and artificial intelligence. This includes the participation of many large corporations worldwide, focusing on implementing key projects linked to the program and plan for implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation.

Notable projects include the Artificial Intelligence Lab; the Da Nang Innovation Space; the International Data Center (IDC); the Viettel Group's onshore submarine fiber optic cable station; and the data center in the Hoa Khanh Industrial Park… These projects have led to the formation of regional and large-scale data centers in Da Nang, creating a foundation for modern financial activities, especially digital finance and financial technology (fintech).

Regarding market access and investor relations, Da Nang organizes working groups to conduct on-site surveys of models and ecosystems related to major international financial centers around the world; proactively works with domestic and foreign financial institutions, investment funds, and consulting firms to understand the needs of businesses.

The city received positive responses from nearly 70 invitations expressing interest in becoming a member of the Vietnam International Finance Centre in Da Nang, and signed more than 20 memoranda of cooperation in the fields of training, consulting, communication, networking and investment promotion, and product development. Several major organizations signed cooperation agreements, including Binance, Tether, Bybit, Abu Dhabi Global Market, DTCpay, APEX Group, the Swiss Fintech Association, and Frankfurt Main Finance.

Commitment to partnering with investors.

"In the coming period, Da Nang will focus on four key areas of work to successfully operate the financial center."

Firstly, streamline the organizational structure, issue and fully publicize operating regulations, coordination procedures, and clearly assign responsibilities to each department, and finalize the criteria for strategic investors.

Secondly, implement a one-stop shop mechanism to ensure that procedures related to investment, finance, immigration, and accommodation are streamlined for investors, experts, and international customers.

Third, organize controlled pilot programs, focusing on areas where Da Nang receives significant attention, such as fintech, green finance, supply chain financing, and digital finance models linked to real assets.

Fourth, ensure system security and compliance with international standards.

Da Nang is committed to accompanying investors throughout the entire process, from idea generation to implementation and effective operation; ensuring a transparent, flexible legal framework that conforms to international standards; and creating a safe, modern, and friendly working and living environment to build, develop, and position itself as a modern, innovative, world-class, and trustworthy international financial center in the Asia-Pacific region.
