
A review shows that the province currently has 11 wind power plants operating commercially with a total capacity of 404.2 MW. In addition, there are 17 wind power projects (total capacity of approximately 830 MW) that have received investment approval from the Provincial People's Committee, along with investor approvals, and are currently undergoing further implementation. In total, the province now has 110 operational power generation projects with a total capacity of 9,080.1 MW, mostly from thermal power (4 projects - 4,314 MW), hydropower (65 projects - 3,194.8 MW), and concentrated solar power (28 projects - 1,157.1 MW)... Thus, with the number of operational plants and their capacities as described above, the contribution of wind power to the province's overall electricity supply is quite modest.
Regarding difficulties in the energy sector, the Lam Dong Department of Industry and Trade stated that some projects cannot be implemented because they have not been updated in the provincial planning. Alternatively, renewable energy projects that have been largely completed and are ready to operate and produce electricity have not yet been granted commercial operation rights (COD) to connect to the national grid. Specifically for wind power, 12 projects are facing difficulties, mainly related to the planning of national mineral reserve areas, with the remainder due to overlapping forestry land planning or land clearance issues. It is known that recently, the Provincial People's Committee established a working group to review and resolve difficulties and obstacles for non-budgetary investment projects in the province (including wind power projects). The focus is on resolving issues and guiding and supporting investors in completing legal documents and procedures according to regulations, so that projects can be put into operation as soon as possible according to the approved investment policy and planning.
Regarding this issue, representatives from the Lam Dong Wind and Solar Power Association reported that, to date, the whole country has 121 operational wind power projects with a total capacity of approximately 7,100 MW. While Lam Dong province has the highest wind potential in the country, it only has 11 operational wind power projects with a total capacity of about 400 MW, representing a disproportionately small market share. Furthermore, one of the common obstacles is related to the National Mineral Resources Planning, even though the Prime Minister issued a decision in 2023 to adjust this plan, significantly reducing the area… However, to date, the limitations and shortcomings pointed out by the Government Inspectorate have not been resolved. As a result, many projects only receive provisional payments, and in some cases, payments have been suspended for many years, causing difficulties for investors.
In addition, offshore wind power projects in the South Central region with a total capacity of 4,300 MW have been approved by the Prime Minister in the revised Power Development Plan VIII. However, the competent authorities only approved the projects by region, not specifically in any particular locality of the South Central region. Therefore, recently, the provincial authorities have again requested the Ministry of Industry and Trade to report to the Prime Minister to prioritize the consideration and approval of the list and locations for the development of offshore wind power projects in the province's waters.
On the other hand, according to the Electricity Law, basic surveys of renewable energy resources in the marine area fall under the jurisdiction of the Ministry of Agriculture and Environment, while the responsibility for ensuring energy security belongs to the Ministry of Industry and Trade. Therefore, the locality also requested the Ministry of Industry and Trade to provide guidance on the use of the basic survey database to evaluate and appraise renewable energy projects, as well as the bidding process for selecting investors, and the allocation of land area (per 1 MW)... to serve as a basis for future implementation.
