Dong Nai New Urban Area meets the criteria for a Type I urban area.

(Dong Nai) - The Ministry of Construction has issued a Notice summarizing the conclusions of the Inter-Ministerial Appraisal Council regarding the proposal to recognize Dong Nai province as a Type I urban area.

Based on the regulations in Appendix I of Resolution No. 111/2025/UBTVQH15, a Type I urban area must meet at least 12 standards. According to Submission No. 59/TTr-UBND and the accompanying Project dossier, the People's Committee of Dong Nai province self-assessed the Project as meeting 13 out of 15 standards for a Type I urban area. The Appraisal Council basically agreed that the new Dong Nai urban area meets the criteria for a Type I urban area; at the same time, it noted that the People's Committee of Dong Nai province should review, supplement information and data, and clarify the calculation method for 3 standards, including: having at least 2 regional and international transportation infrastructure hubs, main gateways, and regional connection centers; having public passenger transport covering 100% of a Type II urban area; and completing the task of building new rural areas according to the most recent phase recognized by the competent authority.

Regarding point b, Clause 2, Article 5 of Resolution No. 111/2025/UBTVQH15 on "in cases where a new urban area meets the criteria for a Type I urban area, it is necessary to simultaneously review and ensure that the subordinate Type II urban areas meet the provisions of this Resolution," the review of the Project dossier indicates that the review of subordinate Type II urban areas needs further review, supplementation, and completion to ensure compliance with regulations. The Appraisal Council noted that the People's Committee of Dong Nai province needs to urgently research and develop a specific plan and roadmap for implementation, while simultaneously completing legal regulations, especially on urban planning, urban classification, and related laws, to ensure synchronous urban development. The Appraisal Council agreed that the Ministry of Construction should consider reporting to the competent authority on the application of assessment and recognition of urban types even before the completion of urban planning.

The Steering Committee for the establishment of Dong Nai City requested the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Dong Nai to review all documents and explanatory reports of the Project; ensuring consistency and taking legal responsibility for the accuracy of the information and data in the Project and between this Project and other projects establishing cities and related reports and documents. They were also asked to incorporate, supplement, and explain the contents of the Steering Committee's conclusions and finalize the Project dossier, ensuring it meets the conditions for recognition as a Type I urban area, before submitting it to the Ministry of Construction. The Steering Committee agreed that the Ministry of Construction would report to the Prime Minister, who would then report to the Standing Committee of the National Assembly to request permission not to apply point a, clause 2, Article 2 of Resolution No. 111 on urban classification when establishing Dong Nai City under the special case stipulated in clause 6, Article 12 of Resolution No. 112/2025/UBTVQH15 (dated December 24, 2025) of the Standing Committee of the National Assembly on the standards of administrative units.

In conclusion, the Provincial People's Council assessed Dong Nai as a gateway connecting inter-regional, inter-national, and international areas. Dong Nai province has one of the highest GRDPs in the country and is an important industrial, export, and logistics center. It also possesses a strategic infrastructure system, especially Long Thanh International Airport, which is identified as a strategic driving force for the country's socio-economic development, as well as a network of expressways, national highways, high-speed rail, urban rail, and inter-regional ring roads. With its geographical location and socio-economic development potential, Dong Nai will become a center for economic connectivity, logistics, and international trade in the Southern region, the Southeast region, and will support Ho Chi Minh City.
