On the morning of September 24th, the Hanoi City Police reported that at approximately 3:00 AM on September 5th, in the area of the To Lich River embankment (opposite 584 Lang Street, Lang Ward), the management board of the Yen Xa wastewater treatment system project discovered a trail of waste suspected to be septic tank waste being discharged directly into a manhole, flowing straight into the river.

It is estimated that the volume of waste reached approximately 50 cubic meters, causing a strong odor and serious pollution over a large area. In particular, the illegal discharge also damaged the project's infrastructure by causing drainage pipes to collapse. This serious incident not only affects the living environment of residents but also goes against Hanoi's resolute policy of cleaning up the To Lich River.

Upon receiving the report, the Economic Police Department launched an investigation. Through the verification and review process, the police determined that the tanker truck with license plate 30L-573.96, recorded by security cameras, belonged to Hanoi Urban Environmental Sanitation and Drainage Company Limited and had illegally discharged wastewater into the To Lich River through the manhole system.
This company was founded in 2018 by the couple Nguyen Khac Dao (born in 1982) and Chu Thi Vang (born in 1983).

During the investigation, the suspects confessed that Dao and his wife's company did not have a license to operate waste treatment and had not signed any contract with a legitimate treatment unit. Therefore, after emptying the septic tank, Dao instructed the drivers to transport the waste to unauthorized locations for disposal.
In the early morning of September 5th, acting on Dao's instructions, driver Nguyen Duy Cuong transported and dumped waste into the To Lich River twice. The police are currently compiling the case file for prosecution.
