Located in the key economic zone of the South, in the Southeast region, Binh Duong is a land with a rich and diverse history and culture. During the wars of national liberation, especially during the resistance war against the US to save the country, the Party Committee, government, army and people of Binh Duong province united as one, contributed greatly in human and material resources, and together with the army and people of the whole country, fought bravely to liberate the South and unify the country. During the period of innovation and international integration, Binh Duong has risen to become a leading industrial province; the economy has developed dynamically and comprehensively, and people's lives have improved significantly. 

In addition to the central task of economic development, the province has always paid attention to policies for people with meritorious services and social security policies, contributing significantly to improving the material and spiritual life of policy beneficiaries and stabilizing the local political and social situation. The province is currently managing over 60.000 people with meritorious services to the revolution, including over 16.000 martyrs, over 6.000 war invalids and sick soldiers, and over 2.000 Vietnamese Heroic Mothers; paying monthly to over 7.000 beneficiaries with a total budget of over 13 billion VND/month. In addition, the province has allocated more than 3 billion VND/month from the budget to support people with meritorious services. 100% of communes, wards and towns in the area maintain the title of communes and wards that do a good job in the work of war invalids, martyrs and people with meritorious services.

Speaking at the meeting, Lieutenant General Le Quang Minh expressed his joy at welcoming the delegation and warmly congratulated the achievements that the Party Committee, government, army and people of Binh Duong province have achieved in recent times. On this occasion, Lieutenant General Le Quang Minh informed the delegates of some outstanding results in military, national defense, especially the work of ensuring policies, the Army's rear, the work of searching, collecting and identifying martyrs' remains and implementing the movement of "Repaying gratitude" in agencies and units throughout the army in recent times. 

Expressing gratitude for the support of the Party Committee, Government and people of Binh Duong province to the Army during the process of building, fighting and growing, Lieutenant General Le Quang Minh expressed his hope that the Party Committee, Government, army and people of Binh Duong province will continue to promote the revolutionary tradition, pay attention to and well implement the Army's rear policy and activities of gratitude, taking better care of the material and spiritual life of policy beneficiaries and people with meritorious services to the revolution in the area. He hoped that the delegates with meritorious services to the revolution will promote the tradition of their homeland and family, continue to encourage their families, children and people in their residence to enthusiastically study, work and produce, protect their homeland, and together with the Party Committee, Government and people to build Binh Duong province to be increasingly developed and prosperous.
