The Trang An World Cultural and Natural Heritage site is also a place of historical and cultural significance, where Emperor Dinh Tien Hoang established the first centralized state of Vietnam in 968, creating Hoa Lu Ancient Capital – the first sovereign capital of Vietnam, with mountains as ramparts, rivers as roads, and caves as palaces . Therefore, historians call Hoa Lu the "stone capital". At Trong Cave, Boi Cave, and Moi Cave in the Trang An Ecological Tourist Area, archaeologists from Cambridge University, along with Vietnamese archaeologists, discovered and excavated evidence proving the presence of prehistoric people approximately thirty thousand years ago.

Bai Dinh Pagoda, covering a total area of ​​1,700 hectares, is one of the four guardian temples of Hoa Lu Ancient Capital, where Emperor Dinh Tien Hoang established the Cao Son Temple to protect the southern border of Hoa Lu Ancient Capital. Bai Dinh Pagoda is also the birthplace of Saint Nguyen Minh Khong (Ly Quoc Su) – who cured King Ly Than Tong of his illness at the medicinal herb garden of Bai Dinh Pagoda. Nguyen Minh Khong also built the Four Great Treasures of Vietnam (Bao Thien Tower, Quy Dien Bell, Pho Minh Cauldron, and Quynh Lam Maitreya Statue). Currently, Bai Dinh Pagoda has been renovated. Based on the ideas of Master Nguyen Minh Khong, the Bao Thien Tower is now 100 meters high, making it the tallest Buddhist tower in Asia to date; the Maitreya statue weighs 90 tons on Ba Rau Hill; and the Bell Tower houses a 36-ton bell, currently the largest bell in Vietnam. The 100-ton, gold-plated bronze statue of Shakyamuni Buddha has been recognized by the Asian Record Book as the largest gold-plated bronze statue in Asia, and many other records have been confirmed. Bai Dinh Pagoda also successfully hosted the World Vesak Day celebrations with over 100 participating countries in 2008 and 2014. Currently, Trang An – Bai Dinh attracts approximately 6.5 million tourists annually, making it the largest domestic and international tourist destination in Northern Vietnam. Particularly noteworthy is its picturesque landscape, which was featured in the famous American film studio Warner Bros. for the movie Kong: Skull Island, with 80% of the scenes filmed in Trang An.

The Trang An Scenic Landscape Complex Management Plan was developed in 2015 under the guidance of the Department of Cultural Heritage - Ministry of Culture, Sports and Tourism , the National Council for Cultural Heritage, and domestic and international experts, including experts from ICOMOS and IUCN. Building upon the previous draft plan, and carefully considering the regulations and requirements of the Convention Implementation Guidelines and relevant Vietnamese laws, the plan comprehensively identifies issues concerning the vision, fundamental guiding principles for protection and management, objectives, and activities related to the protection, sustainable use, preservation, and promotion of the Heritage Site's value, particularly addressing issues related to tourism and archaeological management. Furthermore, the Trang An Scenic Landscape Complex Management Plan also establishes a legal basis for fulfilling Vietnam's international commitments and obligations in protecting, preserving, enhancing, showcasing, promoting the value, and transferring the Heritage to future generations in accordance with the spirit of the World Heritage Convention.
