The first issue is the need to innovate the mechanisms and methods of operation of the Party Committee of the Vietnam Fatherland Front and central mass organizations according to a new model. Secondly, it is necessary to enhance the substance, depth, and effectiveness of activities, overcoming the superficiality and formality of mass movements. Thirdly, it is crucial to mobilize, inspire, unite, and gather all strata of the people, unleashing their strength and resources.
In line with the General Secretary's directives, the draft Political Report to the First Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, for the 2025-2030 term, identifies three key breakthroughs to focus on in the coming term: firstly, reforming leadership methods according to a new model; new thinking, new approaches, and new results. Secondly, it emphasizes a strong reform of the content and methods of operation, focusing strongly on the grassroots level and residential areas, being close to the people, and proactively serving the people. Thirdly, it focuses on training, nurturing, evaluating, assigning, and effectively utilizing the cadre, especially the heads of Party committees, agencies, and units; paying attention to training cadres through practical activities; and closely linking theory with practice, ensuring that words are matched by deeds.
Foundation breakthrough
Innovating the leadership methods and thinking of the Party Committee according to the new model is considered a fundamental breakthrough, having a decisive impact on the effectiveness of the entire system in the new phase.
The Party Committee of the Vietnam Fatherland Front and central mass organizations have determined that, during the 2025-2030 term, they will concretize and institutionalize the relationship of "Party leadership - State management - People's ownership" in the new organizational model. They will perfect coordination regulations, ensuring clear tasks, powers, and working relationships to overcome the situation of overstepping boundaries, taking over responsibilities, or neglecting the leadership role of the Party committees.

Simultaneously, the Party Committee has identified the need to enhance the strategic thinking, forecasting, and implementation capabilities of Party committees at all levels. Resolutions will be issued in a concise, focused, and easily implementable manner, with a monitoring mechanism based on "5 clear points": clear objectives, clear tasks, clear timelines, clear responsibilities, and clear outcomes. The application of information technology and digital transformation in the leadership and management of Party committees will be promoted. At the same time, the exemplary role of leaders will be emphasized.
Focus strongly on the grassroots, be close to the people, and be responsive to their needs.
Along with reforming leadership methods, a strong focus on reforming the content and methods of operation, strongly oriented towards the grassroots, close to the people, and proactively serving the people, is a breakthrough aimed at making the activities of the Vietnam Fatherland Front and other mass organizations more substantive and effective. Strengthening coordination and linkages among mass organizations in implementing campaigns and emulation movements in the community is crucial. Empowering grassroots organizations to proactively choose creative and effective content and methods tailored to each residential area is essential. Ensuring operational resources, especially for the commune and village levels, is also vital.
Develop innovative models of mass mobilization linked to the political tasks of each period. Replicate effective mass mobilization models such as "self-governance," "skillful mass mobilization," and "exemplary residential areas" to create momentum for development from the grassroots. Simultaneously, develop a digital mass mobilization platform, organize online surveys, and create a two-way feedback channel between the Party, the State, and the people.
Implement the National Unity Strategy until 2035, with a vision to 2045. Promote the core role of the Vietnam Fatherland Front and other mass organizations to strengthen propaganda, mobilization, and gathering of all strata of the people, promote democracy, unleash the power of unity and social consensus, and encourage patriotism and the aspiration for national development. Promote the role of influential figures, religious leaders, intellectuals, and businesspeople in building and consolidating national unity.

The draft report also outlines the organization of annual people's forums from the central to the grassroots level. This will serve as a direct and substantive dialogue channel for Party committees and authorities to listen to, explain, and incorporate the opinions and initiatives of all segments of the population.
Training cadres through practical experience.
In the third breakthrough area, the Party Committee of the Vietnam Fatherland Front and central mass organizations identified focusing on training, nurturing, evaluating, assigning, and effectively utilizing the team of cadres, especially the heads of Party committees, agencies, and units.
In the draft report, the Party Committee identified the need to build a team of cadres with strong political convictions, impeccable ethics, practical capabilities, and a desire to contribute. Cadre evaluation must be based on performance and trust from the grassroots. Simultaneously, it emphasized strengthening cadre rotation between positions to provide practical training, closely linking "theory with practice" and "saying what you mean and doing what you say." It also stressed the importance of cultivating skills in mobilizing the people, understanding public opinion, and leadership thinking in the context of digital transformation.
The Party Committee also determined that it is necessary to comprehensively innovate the planning, training, and development of cadres in an open and sustainable manner. Special attention should be paid to developing young cadres, female cadres, and cadres from ethnic minorities.
On the morning of September 20th, at the Ba Dinh Sports Center (Hanoi), the Party Committee of the Vietnam General Confederation of Labor held the opening ceremony of the Sports Festival to celebrate the First Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, term 2025 - 2030.
Attending the opening ceremony were Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien and leaders of the Vietnam Fatherland Front and central mass organizations.
Over the two days of the sports festival, teams will compete in pickleball, table tennis, and tug-of-war, with 13 events for various age groups. The prize structure includes 13 first prizes, 13 second prizes, 26 third prizes, and 5 special prizes.
