The first issue is to innovate the mechanism and operation methods of the Party Committee of the Fatherland Front and the Central mass organizations according to the new model. The second issue is how to increase the practicality, depth and effectiveness of the activities; overcome the movement and formality. The third issue is how to mobilize, arouse, unite, and gather all classes of people, and mobilize the people's strength and resources.
Thoroughly grasping the General Secretary's request, the draft Political Report submitted to the 1st Congress of the Party Committee of the Vietnam Fatherland Front and Central Organizations for the 2025-2030 term identifies three breakthroughs to be focused on in the coming term, including: innovating leadership methods according to new models; new thinking, new ways of doing, new results. Along with that is strongly innovating the content and methods of operation, focusing on the grassroots, residential areas, close to the people, proactively serving the people. Third is focusing on training, fostering, evaluating, arranging, and effectively using the staff, especially the heads of Party committees, agencies, and units; focusing on training cadres through practical activities; closely linking theory with practice, saying goes hand in hand with doing.
Fundamental breakthrough
Innovation in leadership methods and thinking of the Party Committee according to the new model is considered a fundamental breakthrough, having decisive significance for the operational efficiency of the entire system in the new period.
The Party Committee of the Vietnam Fatherland Front and the Central mass organizations determined that in the 2025-2030 term, they will concretize and institutionalize the relationship "Party leadership - State management - People mastery" in the new organizational model. Perfecting coordination regulations, ensuring clear tasks, powers, and working relationships, to overcome the situation of making excuses, replacing or loosening the leadership role of the Party Committee.

At the same time, the Party Committee identifies and improves the capacity for strategic thinking, forecasting and implementation of the Party Committee. Resolutions will be issued in a concise, focused and easy-to-implement manner, with a monitoring mechanism based on "5 clear": clear goals, clear tasks, clear progress, clear responsibilities, clear products. Promote the application of information technology and digital transformation in the leadership and management of the Party Committee. At the same time, promote the exemplary role of the leader.
Strong focus on grassroots, close to people, close to people
Along with the innovation of leadership methods, the strong innovation of content and methods of operation, strongly oriented towards the grassroots, close to the people, proactively serving the people is a breakthrough to bring the activities of the Fatherland Front and mass organizations into substance and effectiveness. Strengthen coordination and connection between mass organizations in implementing campaigns and emulation movements in the community. Empower the grassroots to proactively choose creative, effective content and methods, close to each residential area. Ensure operational resources, especially for commune and village levels.
Build a creative mass mobilization model associated with political tasks in each period. Replicate effective mass mobilization models such as "self-management", "smart mass mobilization", "typical residential areas" to create development momentum from the grassroots. At the same time, develop a digital mass mobilization platform, organize online surveys, and create a two-way feedback channel between the Party, the State and the people.
Organize the implementation of the National Great Unity Strategy until 2035, with a vision to 2045. Promote the core role of the Fatherland Front and mass organizations to strengthen propaganda, mobilization, and rally people of all walks of life, promote democracy, arouse the strength of solidarity and social consensus, and encourage patriotism and the aspiration to develop the country. Promote the role of prestigious people, religious dignitaries, intellectuals, and businessmen in building and consolidating the great unity bloc.
The draft report also identifies the organization of annual people's forums from the central to the grassroots levels. This is a direct and substantive dialogue channel for Party committees and authorities to listen to, explain and absorb opinions and initiatives from all walks of life.
Training staff through practice
In the third breakthrough, the Party Committee of the Vietnam Fatherland Front and the Central mass organizations determined to focus on training, fostering, evaluating, arranging, and effectively using the staff, especially the heads of Party committees, agencies, and units.
In the draft report, the Party Committee determined to build a team of cadres with strong political will, pure ethics, practical capacity and aspiration to contribute. The work of evaluating cadres must be based on the results of performing tasks and trust from the grassroots. At the same time, increase the rotation of cadres between positions to practice through practice, closely linking "theory with practice" and "words go hand in hand with actions". Focus on fostering people's mobilization skills, grasping public opinion and leadership thinking in the context of digital transformation.
The Party Committee also identified and synchronously innovated the work of planning, training, and fostering cadres in an open and inherited direction. Special attention was paid to developing young cadres, female cadres, and cadres from ethnic minorities.
On the morning of September 20, at Ba Dinh Sports Center (Hanoi), the Party Committee of the Vietnam General Confederation of Labor held the opening ceremony of the Sports Festival to welcome the 1st Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, term 2025 - 2030.
Attending the opening ceremony were Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien and leaders of the Vietnam Fatherland Front and central organizations.
During the 2-day sports festival, teams will compete in the following sports: pickleball, table tennis, tug of war with 13 events for all ages. The prize structure includes 13 first prizes, 13 second prizes, 26 third prizes, and 5 special prizes.
