The field of science and technology has always made important contributions to the development of the country, reflected in specific results, as well as assessments and ratings by international organizations. For example, the contribution of the Total Factor Productivity (TFP) index to labor productivity accounts for 45%; Vietnam has a fast pace of science and technology innovation, in which a number of industries have breakthroughs.
Regarding shortcomings and limitations in the field of science and technology, the Deputy Prime Minister stated that it is necessary to approach and solve interdisciplinary, because science and technology is an innovation ecosystem based on human resources, education and training. , investment, finance, bidding, auction, etc.
Specifically, to increase investment in science and technology (currently reaching 0,6% of GDP while the US is 2,83%, China 1,96%, Singapore 2,6%, Malaysia 1,25%), Deputy Prime Minister said that it is necessary to reform the investment law to increase pressure on businesses to switch from production based on natural resources to based on knowledge and science and technology. Similarly, we must consider science, technology, and knowledge economy as special goods, so we need a special mechanism of bidding, auction, ordering, selection, etc.
The Deputy Prime Minister agreed with many delegates about the shortcomings and limitations in the operation of the science and technology development fund as well as the mismatch between the scientific and technological research and development capacity and the market, the lack of response between supply and demand. bridge. In particular, the demand for science and technology innovation of enterprises is still low due to the lack of competitive pressure to innovate. The supply for the science and technology market also has many restrictive policies such as inadequacies in the operating mechanism of the science and technology development fund, as well as the implementation of the target of spending 2% of the state budget on science and technology.
"Therefore, we have to innovate the way we manage the science and technology development fund in a sustainable way (mobilizing capital from the State and society) instead of funding according to the non-business financial mechanism," said the Deputy Prime Minister. .
Regarding the development of the science and technology market, the Deputy Prime Minister said that it is necessary to have appropriate and specific policies to protect intellectual property rights, transfer of science and technology, copyright ... Emphasizing the need for innovation in science and technology management thinking, the Deputy Prime Minister said that first of all, it is necessary to build a centralized organizational model for state management very well, in which, in particular, it is necessary to propose interdisciplinary or specific policies and mechanisms. body; application of scientific and technological achievements in management such as data; develop criteria for evaluating scientific and technological products to change the ordering mechanism.
