Comrade Vu Van Noi - Chairman of the People's Committee of Muong Kim commune shared: The commune has determined that, in carrying out political tasks, in addition to correct and effective leadership and guidance, the role of the people as the main actors is especially important. The implementation of the new government model has received the consensus of the people, which creates new vitality for Muong Kim to strive to overcome difficulties and effectively exploit its potential for development. In this, all policies are implemented with the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit."
We arrived at Lun 1 village, where the rural landscape has clearly changed with spacious houses, clean concrete roads, and lush green rice fields and tea hills. It is known that the village is one of the leading localities in the commune's movement for sustainable economic development and poverty reduction. Mr. Luong Van Thuong (a villager) shared: "The households in the village used to maintain the habit of free-range livestock farming and traditional farming methods, so the economic efficiency was not high, and the living environment was also somewhat affected. With the implementation of the new rural development program, cadres and Party members actively propagated, mobilized, guided, and supported concentrated livestock farming. My family boldly invested in barns for breeding and commercial buffaloes. After deducting expenses, my family earns nearly 100 million VND in profit each year."

According to Mr. Deo Van Khoi, head of Lun 1 village: The village has 75 households raising buffalo and cattle, with a total herd of over 700 animals. Thanks to the transformation of production methods, the people's lives are increasingly improving. Currently, the village only has 4 poor households and 2 near-poor households out of a total of 126 households. To achieve this result, the Party branch and the village have agreed on the following leadership and guidance: implementing democratic regulations, discussing all matters and seeking the consensus of the people; focusing on implementing the State's support policies and programs to improve people's lives and create sustainable livelihoods.
By integrating resources from central and provincial programs and projects to invest in infrastructure; implementing economic models; and providing capital, seeds, and agricultural tools to the people, agricultural production in Muong Kim commune has undergone comprehensive changes. By 2025, the total grain production of the commune is expected to reach 11,910 tons, achieving 100% of the plan. Tea is gradually becoming the main crop with a total area of 1,164.67 hectares, and the production of fresh tea buds reaching 6,000 tons (an increase of 1,377 tons compared to 2024). Granting planting area codes for 22 hectares and VietGAP certification for 10.5 hectares of tea has helped the commune's dried tea products enhance competitiveness and reach demanding markets.

A highlight in the livestock and aquaculture sector is the shift in scale and model. The commune currently has 14 large-scale farm-based livestock facilities, 4 value chain linkage projects, and 4 products that have achieved OCOP 3-star certification, including dried buffalo meat, Hong Thuong dried pork, Pha Mu honey, and Khau Pum Ta Hua honey. This demonstrates that the people's economic mindset has shifted from self-sufficiency to commodity production.
Along with that, Muong Kim commune focuses on improving the cultural and spiritual life of the people by promoting the implementation of Resolution No. 15-NQ/TU of the Provincial Party Committee on eliminating outdated customs and practices and building a civilized lifestyle among the ethnic people of Lai Chau province in the period 2024-2030. The focus is on mobilizing the entire political system, conducting thematic communication on "Preventing child marriage," "Building a civilized lifestyle in weddings and funerals," and "Saying no to free-ranging livestock"... with diverse forms and rich content. The commune has identified six outdated customs (child marriage and unregistered marriage; expensive, prolonged, and unsanitary funerals; expensive and prolonged weddings; giving birth at home; free-ranging livestock; inviting shamans and sorcerers to the house to perform rituals and cure illnesses without taking the patient to the hospital); To date, the outdated custom of inviting shamans or sorcerers to the house to perform rituals and cure illnesses without taking the patient to the hospital has been eliminated. With the unity and joint efforts of the people of all ethnic groups, Muong Kim commune has achieved 12 out of 19 criteria for new rural development; the poverty rate in the 2021-2025 period decreased by 15.09%. Rural infrastructure is synchronized; production is concentrated and commodity-oriented; and the material and spiritual lives of the people are increasingly improving.
