
The conference for direct dialogue between the head of the Party Committee and the government of Hop Tien commune with the Fatherland Front, political organizations, and the people in the commune will be held in 2025.
Previously, the suggestions and grievances of the people of Hop Tien commune regarding outstanding issues at the grassroots level were usually only resolved through regular public consultations or written petitions. With the view that the people are both the subject and the target of development, instead of waiting for people to come to the public consultation office, on December 22, 2025, the Party Committee and People's Committee of the commune proactively organized a direct dialogue conference between the heads of the Party Committee and government with the Fatherland Front, political organizations, and the people in the commune, in accordance with Regulation No. 11-QDi/TW dated February 18, 2019, of the Politburo on "the responsibility of the heads of Party committees in receiving people, engaging in direct dialogue with people, and handling people's feedback and suggestions."
The dialogue took place in a democratic, frank, and open atmosphere. People were not afraid to raise issues that existed and continue to exist in the area. "Dear Party Committee Secretary and Chairman of the People's Committee of Hop Tien Commune, as a household that donated land to expand the road according to Resolution No. 12-NQ/HU dated July 22, 2022, of the Standing Committee of the Trieu Son District Party Committee (formerly) on strengthening the leadership of the Party Committee in mobilizing people to donate land to expand rural roads in Trieu Son District in the 2022-2025 period, my family has not yet received a land use right certificate. I request that the People's Committee of the commune have a plan to resolve the obstacles regarding the documents so that households can soon receive their land use right certificates," Mr. Le Van Duc from Thu Vi village reflected. For the overall development of Hop Tien, people also reported that some roads are deteriorating and damaged, and the commune needs to upgrade and repair them soon; Household waste collection and rural environmental sanitation still face many shortcomings; encroachment on roads and sidewalks causes unsightly conditions and violates traffic safety regulations...
With a proactive and receptive approach to addressing the needs and desires of the people, Ms. Nguyen Thi Xuan, Chairwoman of the People's Committee of Hop Tien Commune, directly engaged in discussions, provided explanations, and issued directives to resolve a series of long-standing issues in the locality. The directives from the head of the commune government not only offered specific and clear solutions but also represented a strong and responsible commitment from the commune's leadership to building a service-oriented government that always prioritizes the legitimate interests and aspirations of the people.
The issue of waste and environmental pollution, a major concern for the people of Hop Tien commune, has been prioritized by the Chairman of the People's Committee. Ms. Xuan frankly pointed out that the commune still suffers from improper waste disposal and untreated livestock wastewater, causing environmental pollution. The cause lies not only in the people's awareness but also in the inadequate infrastructure. The commune lacks a centralized waste collection and treatment facility that meets regulations. To ensure environmental hygiene, the Chairman of the People's Committee proposed an immediate solution: selecting a waste collection point far from residential areas for processing. Along with requiring villages to strengthen public awareness campaigns on waste collection and sorting at source, and reducing the use of plastic bags, the local government leader assigned the Economic Department to conduct surveys and advise the People's Committee on resolving environmental sanitation issues. This is considered a decisive step towards improving the rural environment of Hop Tien.
One of the pressing issues of concern to the people of Hop Tien commune is the issuance of land use right certificates, especially for households that have donated land for the expansion of rural roads. To address this issue at its root, the Chairman of the Commune People's Committee has outlined a clear direction: "In the coming time, the Commune People's Committee will direct specialized officials and civil servants to directly guide and receive land documents from the people, with the determination to prevent prolonged backlogs of land documents." The Chairman of the Commune People's Committee specifically assigned the responsibility to the Economic Department to immediately review the number of households in the former Hop Thanh and Hop Ly communes that have not yet been issued land use right certificates, creating an accurate database to expedite the issuance process.
Regarding the issue of supporting land donation for expanding rural roads, a major policy aimed at effectively implementing the National Target Program for New Rural Development, Chairwoman Nguyen Thi Xuan affirmed the continued campaign to encourage people to donate land for expanding rural roads in the area. This is a crucial factor in helping Hop Tien commune achieve advanced new rural standards by 2030. To motivate the people, the Commune People's Committee will develop an implementation plan based on the Commune Party Committee's resolution on land donation for expanding rural roads, integrating a mechanism to support land adjustment and surveying in accordance with the local budget, ensuring practical benefits for participating households.
A sensitive issue requiring firm action is cemetery management. The Chairman of the People's Committee of Hop Tien commune assigned specific tasks to the Head of the Economic Department to ensure effective management, strictly prohibiting any encroachment, illegal occupation, or sale of cemetery land. Regarding the specific case in Thu Vi village, Ms. Xuan requested that specialized officials conduct a survey of the entire land area of the two adjacent households and the cemetery according to the 1992 land cadastral records, and report the results to the People's Committee of the commune for further action, demonstrating the strict enforcement of the law.
The direct, specific instructions and clear deadlines given by the Chairman of the People's Committee of the commune at the dialogue session demonstrated the high sense of responsibility of the local government in addressing the people's requests, transforming obstacles into concrete actions for the goal of socio-economic development in the new term.
In the frank and open atmosphere of the dialogue, the Party Secretary and Chairman of the People's Council of Hop Tien commune, Le Phu Quoc, affirmed the importance of dialogue activities: "Dialogue conferences are an important bridge connecting the Party Committee and the commune government to directly listen to the legitimate thoughts, aspirations, and suggestions of the people. Only by listening thoroughly can we promptly adjust and supplement policies and solutions to lead and direct in a way that is practical and meets the development needs of the locality." The Party Secretary and Chairman of the People's Council also conveyed a message about public service responsibility to the team of officials and civil servants, urging them to further enhance their sense of responsibility and service to the people, considering this as a guiding principle for all actions. At the same time, he expressed his hope that the people would always stand side-by-side and cooperate with the Party Committee and the commune government for the sustainable development of Hop Tien.
