The dialogue and implementation of democratic regulations at the grassroots level are carried out effectively and systematically by Wayne Co., Ltd. (Japan Industrial Park - Hai Phong).
Ms. Pham Thi Hong, Chairwoman of the company's Trade Union, stated that the union has received and compiled 28 feedback and suggestions from employees, focusing on issues such as allowances, rest periods, and increased bonuses for innovative ideas. In the collective labor agreement for the period 2026-2029, company representatives and employee representatives agreed on two regular meetings per year. One meeting will be held at the end of June each year for employee representatives to listen to and share information on production and business performance, plans for salary increases, and projected year-end plans. The other meeting will be held in December each year to discuss production performance, welfare benefits, Tet bonuses, and union activities. The company also agreed to hold a general employee conference in January each year.
The content of discussions and exchanges in dialogues between business owners and employees serves as the basis for negotiating and signing collective labor agreements at enterprises. Ms. Nguyen Thi Lan Huong, Chairwoman of the Trade Union of An Phat Green Plastic Joint Stock Company in An Dong industrial cluster (Nam Sach commune), said that the company currently has about 1,900 employees, of which female workers account for nearly 40%. The average income of employees currently reaches 9-11 million VND/person/month. The company's collective labor agreement, signed in the second quarter of 2025, includes many beneficial policies and clauses that are higher than the law for employees, such as: a main meal allowance of 29,000 VND/person, and a supplementary meal allowance of 16,000 VND/person; pregnant employees from 7 months onwards are allowed to reduce their working hours by 1 hour/day while still receiving full salary…
At Hyundai Kefico Vietnam Co., Ltd., Dai An Industrial Park, Tu Minh Ward, according to the provisions of the collective labor agreement, employees are entitled to an additional 6 days of leave compared to the regulations of the Labor Code, receive compensation for excess leave (300% of working days), and receive a special bonus (100% of monthly income)... The employee of the year is rewarded with a one-week overseas trip . These are terms that are more beneficial to employees than the general regulations...
Workers are enthusiastic about expressing their personal opinions and participating in the development of company policies. According to Ms. Pham Thi Tu Uyen, a garment worker at Tinh Loi Garment Co., Ltd., most of the workers' opinions and suggestions have been compiled by the grassroots trade union officials, presented at the general meeting of employees, and listened to, accepted, or specifically explained by the business owner. As a result, many benefits and entitlements regarding wages, meal allowances, and gifts for employees during holidays and Tet (Lunar New Year) have been significantly improved.

According to statistics from the city's Department of Internal Affairs, in the past year, businesses in the city have signed and implemented 346 collective labor agreements (including 316 enterprise-level collective labor agreements and 30 collective labor agreements involving multiple businesses).
The quality of collective labor agreements has improved significantly. There are 369 Type A agreements (accounting for 14.1%). Many collective labor agreements stipulate terms that are more beneficial to employees than those prescribed by law, such as: fuel/housing allowances, increased meal allowances, additional supplementary meals, more breaks, cooling-off allowances, increased vacation time, and commemorative gifts on the company's anniversary...
Securing collective labor agreements requires the effort and determination of grassroots trade union officials. Ms. Pham Thi Thu Ha, President of the Trade Union of Aurora Art Co., Ltd. (Do Son Industrial Park), stated: Language and cultural barriers, due to the foreign owner of the business, became the most difficult issues in the negotiation process. In reality, trade union officials had to provide reasonable justifications, comparing policies with those of other companies to persuade the business owner to agree with the wishes and proposals of the workers. Especially in a context of high demand and low supply, favorable terms act as a "magnet" to retain long-term employees and attract new workers to the company.
Over 90% of grassroots trade unions in the city have negotiated and signed collective labor agreements. This affirms the important "bridging" role of trade unions in negotiating and signing collective labor agreements.
Currently, the Hai Phong Industrial Zone Trade Union is urgently implementing an initiative to build a set of "Model Dialogue Scripts" linked to a digitalized data repository to support negotiations. This is an objective, urgent requirement with long-term strategic significance.
“This is not just a technical solution to support trade union officials in specific dialogues, but also a crucial step in innovating the working methods of trade unions: from relying heavily on personal experience to data-driven management; from reactive dialogue to proactive, prepared dialogue; from emotional arguments to arguments based on solid scientific and legal grounds,” emphasized Mr. Nguyen Hong Quang, Deputy Head of the Trade Union Committee of Hai Phong Industrial Zones.
