Leveraging sustainable poverty reduction

By leveraging policies from the National Target Program for Sustainable Poverty Reduction, creating a "lever" of resources to support livelihoods and housing, Khanh Hung commune has made solid progress on its journey to poverty reduction, with the percentage of poor and near-poor households decreasing significantly year after year.

Khanh Hung is an area with a large ethnic minority population and challenging socio-economic conditions. Most poor and near-poor households lack land for production, capital, and labor, limiting their ability to improve their lives. In response to this situation, the local Party committee and government have maximized the use of available resources to support people in escaping poverty.

Recognizing that implementing the National Target Program for Sustainable Poverty Reduction is one of the key tasks, the Party Committee and People's Council of the commune have concretized the goals, targets, and solutions for poverty reduction into resolutions, serving as the basis for the Commune People's Committee to direct, monitor, and evaluate annually. The locality persistently coordinates propaganda efforts to help people understand the policies, their rights, and responsibilities in increasing production and developing household economies to escape poverty and achieve legitimate wealth.

By making the most of its resources, Khanh Hung commune now has 18 out of 26 hamlets with no poor households, including 5 hamlets that have eliminated both poor and near-poor households. (In the photo: Residents of Kinh Moi hamlet producing dried fish for the Tet market).

Mr. Nguyen Vu Bang, Vice Chairman of the Commune People's Committee, said: “Poverty reduction efforts in the commune are comprehensively implemented, integrated with movements such as: building new rural areas, national solidarity in building a cultured life, and especially the emulation movement "The whole country joins hands for the poor - No one left behind". In addition, the commune strengthens the assignment of steering committee members to be in charge of each hamlet; directing hamlets to assign Party members, Youth Union members, and association members to directly assist poor and near-poor households. Along with support in capital, plant and animal breeds, all programs and projects implemented in the area are publicly disclosed and solicited from the people from the outset, so the projects are always suitable to the local conditions, bringing effectiveness and socio-economic stability.”

Thanks to the decisive involvement of the entire political system and the enthusiastic response of the people, poverty reduction efforts in Khanh Hung commune have achieved positive results. While at the end of 2024, the commune had 55 poor households (0.73%) and 121 near-poor households (1.6%), currently, the entire commune only has 34 poor households (0.45%), a reduction of 21 households; the number of near-poor households has decreased to 79 (1.04%), a reduction of 42 households. The commune now has 18 hamlets with no poor households, including 5 hamlets that have eliminated both poor and near-poor households.

Awakening the people's spirit of self-reliance.

Indicators of deficiencies in basic social services have also significantly decreased locally. One of the effective methods of poverty alleviation is utilizing capital from preferential credit programs. To date, more than 3,000 households in the commune have benefited from loans from these programs, totaling over 73.8 billion VND.

Besides financial support, housing support has always been a priority. In 2025, the Fundraising Committee for the Poor coordinated with organizations and individuals to support the construction of 13 new houses for poor, near-poor, and disadvantaged households, with a total amount of over 800 million VND. In addition, the commune completed the project to eliminate temporary and dilapidated houses ahead of schedule, with 130 households receiving support for house construction and repair.

Women in Khanh Hung commune earn a stable income from processing raw fish for dried seafood processing factories.

Livelihood models are a key solution for people to lift themselves out of poverty. With 447 million VND from Project 2, "Diversifying Livelihoods and Developing Poverty Reduction Models," Khanh Hung commune is implementing a breeding sow farming model in the hamlets of Kenh Moi, Bay Ghe, and Trum Thuat A, with 9 households participating.

The family of Ms. Tran Thi Trang (40 years old, Kinh Moi hamlet) has 5 members. Previously, they were a poor household with an unstable income from pushing a boat to collect shrimp. Their house had been dilapidated for many years, but the family lacked the means to rebuild it. The commune mobilized support to build a charitable house in 2019, creating conditions for the family to settle down and take care of their children's education. Recently, Ms. Trang's household was one of 9 households selected to implement a pig breeding model, with 100% support for piglets, feed, and veterinary medicine.

Ms. Trang shared: “With livelihood support, my family has more hope to change our lives. I will try my best to take care of the pigs so they can reproduce, and have a stable income from this farming model.”

Mr. Trang Van Chinh, a veterinary officer in the commune, said: "The households receiving support are all very happy; this is one of the easiest and most effective livelihood models to implement."

Ms. Tran Thi Trang (Kinh Moi hamlet) was delighted to receive 100% investment in breeding stock, feed, and veterinary medicine to implement a livelihood model of raising breeding sows.

The information poverty reduction efforts in Khanh Hung commune have been effective, ensuring that the policies and guidelines of the Party and State reach the right target groups, especially poor and near-poor households.

Local experience shows that the key is to accurately assess and classify the situation; develop appropriate support solutions regarding livelihoods, capital, employment, and housing; and closely monitor households struggling to escape poverty, flexibly integrating policies to contribute to achieving the goal of sustainable poverty reduction, ensuring "no one is left behind".

Support from Party committees and authorities, along with the initiative and self-reliance of the people, has created momentum for them to have the opportunity to escape poverty sustainably.
