"Leverage" for the Safe Zone commune

With the attention of the central and local governments, in early 2025, many infrastructure projects in the safe zone communes in Lak district received investment and construction, thereby creating a "lever" for local development, especially in areas with a large ethnic minority population.

With a total investment of over 50.8 billion VND, from central and provincial budgets, Dak Phoi safe zone commune has received investment for the construction of 2 civil works (12 classrooms and subject rooms at Le Thi Hong Gam Primary School; 8 classrooms, subject rooms and a multi-purpose building with a construction area of ​​nearly 430 m2 at Le Loi Secondary School), 1 transportation project and 1 irrigation project.

The project also includes investment in the construction of the inter-communal road connecting Dak Lieng and Dak Phoi communes, with a length of over 7 km, a Class V road (mountainous area), a roadbed width of 6.5 m, and a design speed of 30 km/hour.

In early April, contractors are concentrating manpower, machinery, and equipment to accelerate construction progress. The road project is being built, fulfilling the aspirations of the local people. Mr. Chau Van Nam from Pai Ar hamlet, Dak Phoi commune, shared that the road from Dak Phoi commune to Dak Lieng commune has been damaged and degraded for many years. The road is lined with many schools and is also the main route for people's daily commutes and production, resulting in heavy traffic. The road is not only damaged but also very narrow, making travel difficult during the harvest season. Therefore, everyone is happy to see the government building a new road. They hope the road will be completed and put into use soon so that people can travel more conveniently and easily.

Similarly, in the Bong Krang safe zone commune, numerous construction projects in the fields of civil engineering, transportation, agriculture , education, health, and electricity are being implemented simultaneously. In education, the construction of classrooms is underway at Hoa Mi Kindergarten, Tran Phu Primary School, and Nguyen Viet Xuan Secondary School. Regarding transportation, there are four rural road projects, totaling nearly 6 km in length, covering sections in the villages of Hang Ja, Jar, Thai, and Dar Ju.

Ms. Lu Thi Thai, head of Thai village (Bong Krang commune), shared that the road from Thai village to the district center has been damaged for many years, making travel and transportation of agricultural products very difficult for the villagers. In September 2024, due to the impact of typhoon No. 3, the beginning section of the road was even damaged by landslides, making everyone feel unsafe every time they travel through. Now that the government has invested in building a new road, the villagers are all happy and looking forward to its completion.

According to Bui Van Thanh, Secretary of the Party Committee of Bong Krang commune, Bong Krang is a locality with a high percentage of ethnic minorities, and the lives of the people are still very difficult. Currently, the entire commune has 493 poor households with 2,166 people (accounting for 24.99% of the total population), and 387 near-poor households (accounting for 19.61%). Mobilizing resources from the people to build infrastructure such as electricity, roads, schools, and health stations is very difficult. When benefiting from the Project to resettle and stabilize the population in the An Toan Khu commune, which is a particularly difficult area, the people in the commune are very excited, having more conditions to develop the economy , their children have a better learning environment with the construction of new classrooms; and irrigation activities are more convenient with the construction of canals. With the attention and support of the central and provincial governments, the locality will mobilize additional resources and effectively integrate socio-economic development programs to promote the people's initiative. At the same time, it will replicate successful production models that yield high economic returns, contributing to poverty reduction and improving the material and spiritual lives of the people.

According to the Lak District Investment and Construction Project Management Board (the investor), as of early April 2025, the volume of work completed on the items under the Project for Resettlement and Stabilization of the Extremely Difficult Areas of Bong Krang and Dak Phoi Communes reached approximately 15% of the plan. To meet the set deadline (expected completion by the end of 2025), the unit regularly urges and directs contractors to mobilize maximum resources to accelerate the construction progress of the items.

The completed project components will contribute to stabilizing and improving the lives of the people, minimizing damage from natural disasters and the practice of shifting cultivation and migration. At the same time, it will address livelihoods, increase income, contribute to poverty reduction, protect the environment, and strengthen national security and defense. Furthermore, it will gradually narrow the gap in living standards and income between ethnic minority and mountainous communities and the provincial and national averages.
