Land consolidation and reallocation in Quang Ngai

Over the years, Quang Ngai province has promoted land consolidation and exchange to gradually form specialized agricultural zones. Along with government policies, the province has implemented the socialization of land consolidation and exchange with the participation of many businesses and organizations, helping to save state budget and achieve high efficiency; contributing to improving land management efficiency, especially for public land areas in localities.

Through the socialization of land consolidation and exchange, units and enterprises have improved fields, dredged rivers, and formed an internal irrigation system for farmers.

To promote land consolidation, in July 2023, Quang Ngai province implemented a policy to support land consolidation for agricultural land used for annual crops, for the period 2023-2025 and subsequent years. Simultaneously, the province implemented a plan to socialize land consolidation in areas where clay is extracted, with the direct participation of businesses. This policy benefits both farmers and businesses, gradually forming specialized, contiguous farming areas, facilitating the introduction of mechanization into production, reducing input costs, and increasing productivity and economic efficiency by 20-25% compared to before. "The people know, the people discuss land consolidation," said Mr. Truong Phi Khanh from Duc Nhuan commune, Mo Duc district, overjoyed to see the straight rows of land in the northern Cu Ra field with its continuous 6-acre plot and the main road leading to it. Mr. Khanh only needed four days to prepare the irrigation and plow the fields for the new crop, much faster than before. Many years ago, his more than 6.3 acres of rice paddies, scattered across four locations 200-300 meters apart, made it difficult for him to care for and irrigate them, resulting in low yields. Thanks to local efforts and support from businesses, he decided to consolidate the land with other villagers. After meetings with the commune and companies, he agreed. After calculating and deducting 90 square meters for internal field roads and irrigation/drainage ditches, his fields were merged into one large plot of 6 acres. With the fields concentrated, irrigation and drainage ditches and wide roads, Mr. Khanh no longer worried about water shortages, crop costs decreased, and rice yields increased. Before land consolidation, Mr. Vu Xuan Son's family in Duc Nhuan commune owned nearly 2,000 square meters of rice paddies scattered across the commune's fields. With the encouragement of the local government and the commitment of relevant units, he consolidated small rice fields into a large rice plot for his family. Receiving a 1,900m2 plot with complete infrastructure including internal roads and sufficient irrigation water, he harvested nearly 11 quintals of rice in the first season, increasing his profit by more than 25% compared to before. Mr. Son shared: "The People's Committee of the commune invited the people to a meeting to discuss methods and specific measures for each household, ensuring everyone could produce equally. Once the people agreed, the businesses implemented the agreed-upon plan, with the commune supervising. The companies worked systematically; during the leveling period when rice couldn't be planted, they provided support of 3.5 quintals of rice per sao (approximately 1000m2). My family, with 6.3 sao, received 10.3 million VND, so we didn't have to worry about food shortages that season." Since 2020, Duc Nhuan commune, Mo Duc district, has implemented land consolidation on 60 hectares, with a support policy of 15 million VND per hectare. However, due to a lack of funding and numerous difficulties, the land consolidation process was interrupted. Subsequently, the local government shifted its focus to encouraging businesses to bid and participate in land consolidation on areas where clay soil could be extracted. According to Nguyen Vu Trung, Vice Chairman of the People's Committee of Duc Nhuan commune, to socialize land consolidation, the commune held meetings to gather opinions from farmers and participating businesses, implementing the process according to the people's wishes and aspirations. The goal was to ensure that all farmers could cultivate their land, businesses could generate revenue, and contribute to the state budget. Joint discussions and agreements with the people, along with local government supervision, ensured compliance with the law. The resulting large fields facilitated farming and crop cultivation, eliminating the previous uncertainty in harvests. Effectiveness goes hand in hand with reality. Implementing the policy of supporting land consolidation and exchange for agricultural land used for annual crops in the province, for the period 2023-2025 and subsequent years, Quang Ngai fully supports the costs of surveying, updating cadastral records, and issuing land use right certificates after land consolidation and exchange, and field improvement; simultaneously, it provides 18 million VND per hectare for field improvement and the preparation of design documents, cost estimates, and the development of support plans and levels. This policy applies to land consolidation and exchange areas where clay is not extracted for brick and tile production. In parallel, the province is promoting social mobilization, encouraging businesses to participate in field improvement in areas where clay is extracted for brick and tile production. Practical implementation shows that the policy of supporting land consolidation and exchange for agricultural land used for annual crops in the province is difficult to implement due to limited funding, insufficient to cover the costs of field improvement. Therefore, many localities have chosen the solution of socializing land consolidation and exchange, with the participation of businesses and units on land areas where clay is extracted. To ensure the socialization of land consolidation and exchange, Quang Ngai requires localities to develop plans, clearly defining the volume and costs; the socialization plan must have the participation and supervision of local authorities at all levels and mobilize people's consensus and participation. The province intends to implement land consolidation and exchange on 11 fields, with an area of ​​more than 260 hectares, with a total implementation cost of approximately 42 billion VND. In 2023, the province implemented land consolidation on seven fields without using state budget funds on an area of ​​nearly 180 hectares, with a cost of more than 27 billion VND. Mr. Ha Thanh Vuong, Director of Vuong Thang Construction Co., Ltd., said: The unit consolidated land on 12.5 hectares in Binh Chuong commune, Binh Son district. After extracting over 10,000 cubic meters of clay worth approximately 1.5 billion VND, the company completed the construction, renovation, and beautification of the fields and finalized the legal procedures for the people. Through this, the enterprise was able to purchase the clay reserves as raw material for firing bricks and tiles in construction. According to Do Ngoc Hoi, Head of Ngoc Tri Village, Binh Chuong Commune, Binh Son District: Socialization has made land consolidation and exchange more effective, with high public consensus because the process is faster and the enterprise acts according to the farmers' wishes. In rural areas where there is no longer a young labor force, mechanized field beautification greatly assists farmers. Nguyen Quang Trung, Deputy Director of the Department of Agriculture and Rural Development of Quang Ngai Province, affirmed that socialization of land consolidation and exchange is faster, saves state budget, reduces input costs for farmers, increases crop yields, and results in higher economic efficiency. Revenue from the fields reached 104 million VND/hectare, an increase of over 20% compared to before land consolidation and exchange. After land consolidation, the land managed by the commune People's Committee is gathered in one central location, creating a land fund for the commune to attract investment and build infrastructure and community facilities to serve the people. According to Tran Phuoc Hien, Vice Chairman of the Quang Ngai Provincial People's Committee: The socialization of land consolidation ensures compliance with legal regulations, is systematic and transparent, with the consensus and participation of the people, and solves the current funding problem. Currently, localities are doing well in achieving the purpose of land consolidation, benefiting farmers, but later the province will have land to create large-scale model fields to develop professional agriculture.
