Cat Thinh commune has 6 highland villages where 100% of the population are ethnic Mong people, with many households practicing Catholicism and Protestantism. Over the years, the commune's Party Committee has consistently recognized that in order to gain the trust and support of the people for the Party's guidelines and policies, and the State's laws and regulations, cadres and Party members must first set a good example, be close to the people, understand the people, and be responsible to the people.
Ms. Ha Thi Thuy, Permanent Deputy Secretary of the Party Committee of Cat Thinh commune, said: "The commune's Party Committee regularly directs cadres and Party members to closely monitor the grassroots, promote propaganda and mobilization, and listen to the thoughts and aspirations of the people in order to promptly coordinate and resolve difficulties and obstacles at the grassroots level, preventing the emergence of hotspots."
As one of the six highland villages in the commune, Khe Kẹn has 92 households, of which 81 are Catholic and Protestant. Following the direction of the commune Party Committee, the village Party branch has concretized the viewpoint that "each Party member is both a propagandist and a 'bridge' between the Party committee, the government, and the people."

When people face difficulties, Party members step in to help; when inaccurate information emerges, Party members promptly provide clarification. The content of the propaganda is conveyed in an easy-to-understand and memorable way, drawing examples from real life, helping people identify and be wary of false information and distorted narratives, while simultaneously disseminating the Party's guidelines and policies, and the State's laws and regulations.
In all endeavors, Party members have always been at the forefront, doing more and contributing more. Thanks to these pioneering Party members, the Mong ethnic people in Khe Ken have eliminated outdated customs, built a new life, and focused on reforestation and bamboo cultivation to develop their economy . Currently, the entire village has over 110 hectares of cinnamon and bodhi trees and 60 hectares of bamboo; the poverty rate has decreased to 8.7%.
Mr. Hang Giang Sinh, a resident of Khe Ken village, shared: “We have absolute faith in the leadership of the Party. Without the guidance and direction of the Party, ethnic minority people would not have a prosperous life, and their children would not have access to a full education as they do today.”
The story in Khe Ken shows that the trust of ethnic minority people in the Party's leadership is built through concrete actions, the dedication, and closeness of cadres and Party members to the people.
That very belief becomes a "shield" against misinformation, distorted narratives, and incitement from hostile and malicious forces. The story of the emergency repair project for Khe Hop bridge in Mo Vang commune is a prime example.

When hostile forces exploited the dilapidated state of Khe Hop Bridge to distort the truth and falsely accuse the local authorities of irresponsibility and neglecting the people, the local residents did not heed these biased reports.
Ms. Giang Thi Say, from Khe Long 2 village, shared: "We are not panicking or wavering, but we proactively compare the situation with reality and trust what we are witnessing."
In fact, as early as the end of 2025, the province approved the emergency repair project for Khe Hop Bridge with a total investment of 75 billion VND. Locally, the entire process was conducted openly and transparently, with notifications sent to every household. Regular meetings were held to address concerns and build consensus.
Trust in the Party is further strengthened by the consistent, overarching, and long-term policies of the Party and the State: Investing in ethnic minority areas is investing in sustainable development, aiming to narrow the gap in living standards and ensure equal rights and opportunities for development among ethnic groups.

Since then, many resources have been prioritized for investment in infrastructure, livelihoods, education , health, and poverty reduction.
Specifically during the period 2021-2025, Lao Cai mobilized over 50,000 billion VND for investment in the development of ethnic minority and mountainous areas, contributing to reducing the poverty rate among ethnic minorities by an average of 6.74% per year and raising the average per capita income to 33.25 million VND per year.
During the period 2026-2030, the province plans to continue mobilizing approximately 29,500 billion VND to complete essential infrastructure, support production, and improve the quality of life for the local people.
The trust of ethnic minorities in the Party is the result of a long process of nurturing. It is not only an important resource that creates social consensus, but also provides "resistance" against distorted narratives and subversive plots by hostile forces, maintaining national unity and creating momentum for sustainable development in the new era.
