Close the provincial-level public service portal interface.

The Government Office has completed the functional upgrade of the National Public Service Portal; coordinated with the People's Committees of provinces and centrally-administered cities to ensure seamless connection with the provincial-level administrative procedure resolution information system, meeting the requirements for implementing the two-tier local government model and closing the provincial-level Public Service Portal interface, officially putting it into trial on the National Public Service Portal before June 28, 2025, to ensure smooth operation from July 1, 2025.

The Provincial Public Service Portal will be closed from July 1, 2025.

Simultaneously, the Ministry of Public Security, in coordination with the Ministry of Construction, the Ministry of Science and Technology, the Government Office , and the People's Committees of provinces and centrally-administered cities, will develop and submit to the Prime Minister for approval a plan for the deployment and integration of security, public order, and transportation surveillance camera systems into provincial-level Intelligent Operations Centers (IOCs) and interconnect with the national population database, based on the principles of inheritance, joint exploitation, and sharing on a unified platform. This will be completed by July 2025.

Implement and upgrade the electronic identification and authentication system to provide identification accounts for foreigners and businesses with foreign elements, ensuring no service disruption from July 1, 2025, when accounts are discontinued.
